Shanxi Province will rely on 13 zones with concentrated bauxite resources, by centering on existing and planned aluminum oxide, aluminum and aluminum product processing enterprises, build five major aluminum industry bases in the east, the west, the south, the north and the center of the province. The Southern Aluminum Industry Base must be built into the largest aluminum industry base nationwide.

The Southern Aluminum Industry Base covers Yancheng District in Yuncheng and Hejin,Pinglu, and Yongji areas. Centered on Chinalco Shanxi Branch, and based on the aluminum oxide, aluminum enterprises including the planned Pinglu Wusheng Aluminum Industry,Guanlv Aluminum etc as backbone, it is planned to build up the biggest aluminum industry base in China. Inside the base there is already 2,200,000 tonnes of aluminum oxide production capacity, during the “Twelfth Five Year” period, the annual production capacity of aluminum oxide will reach 3,400,000 tonnes.The Northern Aluminum Industry Base covers Yuanping, Ningwu, Shenchi, Wutai in Yizhou City, it will be centered on Luneng Jinbei Aluminum Industry Company, Phase I project has constructed 1,000,000 t/a of aluminum oxide production capacity. The Western Aluminum Industry Base covers Hequ, Baode, Xingxian,Liulin which are distributed along the Yellow River, and is centered on the two big planned aluminum oxide enterprises of Tongde Aluminum and Xingxian Aluminum; in the “Twelfth Five Year” period, its annual production capacity of aluminum oxide will reach 2,000,000 tonnes. The Eastern Aluminum Industry Base covers Yangquan, Yuxian, Xiyang areas, and is centered on the 800,000 t/a aluminum oxide project of the planned Yangquan Coal Industry and the already constructed Zhaofeng and Yangquan Aluminum plants. The Central Aluminum Industry Base covers Taiyuan-Jinzhong-Lülian areas, and is centered on the aluminum oxide production capacity of the planned Feicheng Aluminum, Jinzhong Aluminum and the aluminum capacity of Taiyuan

Dongfang Aluminum and Yuci Hengyu; by the“Twelfth Five Year” period, the annual production scale of aluminum oxide will reach 1,600,000 tonnes.

During the “Twelfth Five Year” period,Shanxi Province’s annual production capacity of aluminum oxide will reach 8,800,000 tonnes. In the next 15 years, while developing and expanding aluminum industry, Shanxi Province will gradually reduce the production scale of high aluminum grog, refractory materials etc,and no longer approve new construction and expansion of high aluminum grog mine.
