Guo Feng was born in Zibo city， Shandong Province in 1962. Now he is a member of China Artists Association， director of Shandong Artists Association， vice president of Zhigong Painting and Calligraphy Institute of Shandong， deputy director of Painting and Calligraphy Committee， China Culture Promotion Association， chairman of Weihai Artists Association， etc. He was honored as the Famous Artist of Morality and Skills by Shandong Literary Federation.
