要進(jìn)一步發(fā)揮渝新歐作為絲綢之路經(jīng)濟(jì)帶主通道的功能,努力使其成為具有重慶特色的跨境電商物流模式的撒手锏,成為重慶發(fā)展平行貿(mào)易、保稅商品展示交易的撒手锏。

19世紀(jì)前,芝加哥還是美國中西部地區(qū)一個(gè)十分不起眼的“邊疆”城市。1848年,一條連通美國橫貫大陸兩岸的中太平洋鐵路通過這里,為芝加哥帶來了交通、貿(mào)易的空前繁榮。加之此前開鑿的運(yùn)河把美國著名的“五大湖”連通,讓芝加哥從兩個(gè)方向連通了太平洋,芝加哥由此逐漸地成為了美國最大的空運(yùn)中心和鐵路樞紐。今天的芝加哥已成為了美國的交通中心、工業(yè)中心和第二大金融中心。
今天,通向歐亞大陸橋的“渝新歐”鐵路也有當(dāng)年芝加哥開通的那條鐵路的份量。一列火車,改變了中國內(nèi)陸山城重慶千百年來出海的困局,重慶由此緊握住了世界的巨手。有人比喻:重慶,中國的芝加哥。
有了“渝新歐”,重慶才算真正“開放”了:連續(xù)四年實(shí)際利用外資超過100億美元;對(duì)外進(jìn)出口貿(mào)易額從五年前的60多億美元躍升為去年的955億美元,漲16倍;跨境電子商務(wù)超強(qiáng)增長……
數(shù)據(jù)的背后,是因?yàn)椤坝逍職W”的開放特征,形成了超強(qiáng)水陸空大樞紐、大通道、大口岸、大保稅區(qū)平臺(tái),物流大進(jìn)大出,吸引了大量外資企業(yè)入駐。
因?yàn)橛辛诉@張“王牌”,重慶近年來才屢創(chuàng)奇跡:GDP增速連超全國,甚至多次穩(wěn)拿全國第一。
或許,這只是“渝新歐”為重慶帶來的初級(jí)效應(yīng)。渝新歐“進(jìn)化”無止境,它為重慶未來發(fā)展帶來的“升級(jí)版”效應(yīng)將次第綻放。正如市長黃奇帆所說,渝新歐將成為重慶跨境電商的“撒手锏”?;蛟S,不僅如此,它還將成為重慶未來發(fā)展的一張大“王牌”。
現(xiàn)在,“渝新歐”不僅開行穩(wěn)定,它還有一個(gè)其它中歐班列無法企及的“撒手锏”,那就是,重慶港是繼深圳港后新加入中歐安全智能貿(mào)易航線試點(diǎn)計(jì)劃的城市,是中國內(nèi)陸首個(gè)安智貿(mào)試點(diǎn)港口,這意味著,在西部內(nèi)陸地區(qū),只有通過重慶港出關(guān)的貨物才能享受到最大限度的快速便捷通關(guān)。
渝新歐形成的開放優(yōu)勢(shì)正在擴(kuò)大。重慶的開放特征,目前已形成了水陸空三個(gè)國家級(jí)的樞紐、三個(gè)一類口岸、三個(gè)保稅區(qū)的“三個(gè)三合一”。有這個(gè)特征的省市,大家如果拿著中國地圖看,重慶是唯一的。
這些是渝新歐的“硬件”。軟件呢?身處內(nèi)陸,卻擁有國際視野,這是當(dāng)年芝加哥“發(fā)家”的原始沖動(dòng)。如今,重慶也可以立下雄心壯志:打造世界級(jí)城市?;蛟S,以前可以這樣想,但如今可以做到了。

依托“渝新歐”,重慶還要與世界巨擘做大生意,拓展西亞、中亞和中東歐市場(chǎng)……

Chongqing-Xinjiang-Europe’s Trump Card
On July 29th,at the Special Working Conference on Service Trade Promotion and Port Construction,Huang Qifan,Mayor of Chongqing pointed out that,“We must further develop the functions of Chongqing-Xinjiang-Europe Railway(Yu Xin Ou) as the main channel of Silk Road Economic Belt,and make it be a trump card in cross-border e-commerce logistics patterns featuring Chongqing’s characteristics and a trump card for Chongqing to develop parallel trading and bonded goods exhibition and trading.”
Before 19th century,Chicago was a very common “frontier”city located in the Mid-west America.However,in 1848,the transcontinental Central Pacific Railroad went through Chicago,bringing it the unprecedented prosperity to transportation and trading.Coupled with previously dug canals connecting with the five famous American "Great Lakes",Chicago links the Pacific Ocean in two different directions,thus gradually becoming the nation's largest air cargo center and rail hub.Today,Chicago has become America's transportation hub,industrial center and second largest financial center.
Chongqing-Xinjiang-Europe Railway through Eurasia Land Bridge plays the same role as that railway did in Chicago.The railway has overcome the difficulties that the inland mountain city has confronted with for thousands of years in exporting and importing and helped Chongqing grasp the world’s giant hands firmly.Therefore,some people compare Chongqing to Chicago.
Thanks to Chongqing-Xinjiang-Europe Railway,Chongqing has truly opened up.Foreign capital in excess of 10 billion US dollars has been used for four consecutive years.Import and export from 6 billion US dollars 5 years ago soared to last year’s 95.5 billion US dollars,increasing 16 times.Cross-border e-commerce trading boasts a rapid growth.
All this growth lie in Chongqing-Xinjiang-Europe’s opening up which helps build the water-land-air transportation hubs,major channels,ports and bonded platforms that provide favorable conditions for goods exported and imported in large quantities and attract a large amount of investment from foreign-funded enterprises.
Thanks to Chongqing-Xinjiang-Europe Railway,Chongqing has made many miracles in recent years: GDP grows faster and even get NO.1 for several times.
Perhaps Chongqing-Xinjiang-Europe Railway has only exerted primary influence on Chongqing and it has more potential to bring upgraded effects on the development of Chongqing.Huang Qifan has pointed out that Chongqing-Xinjiang-Europe Railway would be a trump card for cross-border e-commerce.Maybe it would be also a trump card for the future development of Chongqing.
Now,Chongqing-Xinjiang-Europe Railway is in stable operation with an unique advantage : besides Shenzhen Port,Chongqing Port is China’s only inland port in SSTL.This means the goods in western regions only through Chongqing Port can enjoy the customers clearance to the utmost.
Chongqing-Xinjiang-Europe Railway is providing more favorable conditions for Chongqing’s opening up.Thus,Chongqing has built three national transportation hubs (water,land and air hub),three national first-class ports and three bonded zones.In China,only Chongqing has these advantages.
The mentioned above is all Chongqing-Xinjiang-Europe ‘s hardware.How about software? Chongqing,following the successful example of Chicago,has set up its ambitious goal of becoming an international city.Maybe the goal is only a dream in the past,but now the dream can be realized.
