11月30日至12月3日，中國文聯(lián)第十次全國代表大會、中國作協(xié)第九次全國代表大會在京隆重舉行。來自全國各地各民族的文藝界代表，學(xué)講話、聽報告，會老友、結(jié)新朋，一同為文藝發(fā)展出謀獻策。他們中既有“不老松”，又有“新苗”，薪火相傳著文藝建設(shè)的經(jīng)驗，也在思想碰撞中展望美好的未來。在全面建成小康社會進入決勝階段、全國各族人民為實現(xiàn)“兩個一百年”奮斗目標(biāo)和中華民族偉大復(fù)興中國夢而闊步前進的新時期，社會主義文藝事業(yè)必將書寫更加輝煌的新篇章。

肩負(fù)時代新使命推動文藝新發(fā)展

12月1日，中國文聯(lián)第十次全國代表大會舉行第二次全體會議。中國文聯(lián)第九屆主席、第十次全國文代會大會主席團常務(wù)主席孫家正出席會議。中國文聯(lián)黨組書記、第九屆副主席、第十次全國文代會大會主席團常務(wù)主席趙實代表中國文聯(lián)第九屆全國委員會作題為《肩負(fù)時代新使命推動文藝新發(fā)展為實現(xiàn)中華民族偉大復(fù)興中國夢貢獻力量》的工作報告。

趙實在報告中強調(diào)，習(xí)近平總書記在中國文聯(lián)第十次全國代表大會、中國作協(xié)第九次全國代表大會上的重要講話，站在民族復(fù)興和時代進步的歷史高度，充分肯定了第九次文代會以來特別是黨的十八大以來文藝事業(yè)取得的顯著成就，高度評價了廣大文藝工作者作出的重要貢獻，鮮明指出了新形勢下我國文藝發(fā)展的正確方向，深刻闡明了繁榮文藝創(chuàng)作的一系列新思想新論斷新要求，對廣大文藝工作者提出了殷切希望，對文聯(lián)作協(xié)工作提出了明確要求?？倳浀闹匾v話高屋建瓴、思想深刻，動人心弦、催人奮進，通篇閃耀著馬克思主義的真理光芒，蘊含著中華文化深厚底蘊，是中國特色社會主義文藝?yán)碚摰挠忠淮沃卮髣?chuàng)新，是指導(dǎo)我們做好當(dāng)前和今后一個時期文藝工作和文聯(lián)工作的行動指南。我們一定要認(rèn)真學(xué)習(xí)、深入領(lǐng)會，堅決貫徹好、落實好。

趙實的報告分為“勇于創(chuàng)新，銳意進取，沿著中國特色社會主義文藝發(fā)展道路邁出堅實步伐”“響應(yīng)時代召喚，堅定文化自信，努力擔(dān)當(dāng)中國文藝的崇高使命”和“全面深化文聯(lián)改革，更大力度地服務(wù)大局、服務(wù)人民、服務(wù)文藝工作者，推動社會主義文藝繁榮發(fā)展”3個部分。

報告指出，過去的五年，特別是黨的十八大以來，以習(xí)近平同志為核心的黨中央作出了一系列重大決策部署，推動文藝?yán)碚撆c實踐不斷創(chuàng)新，有力開創(chuàng)了我國文藝繁榮發(fā)展的新局面。習(xí)近平總書記主持召開文藝工作座談會并發(fā)表重要講話，中央頒布《關(guān)于繁榮發(fā)展社會主義文藝的意見》等一系列事關(guān)我國文藝長遠(yuǎn)發(fā)展的指導(dǎo)性政策文件，極大地激發(fā)了廣大文藝工作者的創(chuàng)作熱情，文藝界精神面貌煥然一新，老中青藝術(shù)家以崇高的使命感深入人民群眾，投身文藝創(chuàng)作，文藝作品質(zhì)量穩(wěn)步提升，精品佳作不斷涌現(xiàn)，文藝評論引導(dǎo)有力，文藝形式豐富多彩，創(chuàng)新動力更加強勁，群眾文化消費也更加旺盛，中華文藝國際影響力顯著提升，我國文藝事業(yè)邁入了嶄新的發(fā)展階段。

報告指出，五年來，在黨中央的堅強領(lǐng)導(dǎo)和中宣部的有力指導(dǎo)下，中國文聯(lián)認(rèn)真組織學(xué)習(xí)習(xí)近平總書記系列重要講話精神，推動廣大文藝工作者努力增強道路自信、理論自信、制度自信、文化自信；廣泛開展重大主題文藝活動，為弘揚中國精神、凝聚中國力量、傳播中國價值作出重要貢獻；精心組織“中國精神·中國夢”主題文藝創(chuàng)作，一大批有筋骨、有道德、有溫度的優(yōu)秀作品脫穎而出；扎實開展“深入生活、扎根人民”主題實踐和文藝志愿服務(wù)，文藝工作者傾情服務(wù)人民蔚然成風(fēng)；積極深化文藝評獎改革，推動文藝評論創(chuàng)新，文藝評獎評論的公信力引導(dǎo)力日益強勁；切實加強文藝界行風(fēng)建設(shè)和文藝工作者職業(yè)道德建設(shè)，文藝人才隊伍顯著擴大、整體素質(zhì)明顯提升；努力擴大對外和對港澳臺文藝交流，推動中華文藝在世界舞臺綻放光彩；積極探索文聯(lián)組織新定位新職能新機制，文聯(lián)工作開創(chuàng)嶄新格局。

報告強調(diào)，深入學(xué)習(xí)貫徹習(xí)近平總書記重要講話精神，要求我們要緊緊把握時代脈搏；要更加堅定文化自信；要勇于擔(dān)當(dāng)崇高使命；要忠實履行神圣天職；要努力攀登藝術(shù)高峰；要自覺追求德藝雙馨。

趙實在報告中指出，今后五年，文聯(lián)工作的總體要求是：認(rèn)真貫徹黨的十八大和十八屆三中、四中、五中、六中全會精神，深入學(xué)習(xí)貫徹習(xí)近平總書記系列重要講話、特別是在文藝工作座談會和文代會開幕式上的重要講話精神，貫徹落實黨中央關(guān)于繁榮發(fā)展社會主義文藝和加強改進黨的群團工作的重大部署，高揚社會主義核心價值觀旗幟，緊緊圍繞“中國夢”的時代主題，牢牢把握以人民為中心的創(chuàng)作導(dǎo)向，堅定文化自信，堅持改革創(chuàng)新，切實增強政治性、先進性、群眾性，切實履行“團結(jié)引導(dǎo)、聯(lián)絡(luò)協(xié)調(diào)、服務(wù)管理、自律維權(quán)”的基本職能，著力推動文聯(lián)轉(zhuǎn)型發(fā)展，充分發(fā)揮行業(yè)建設(shè)的主導(dǎo)作用，最大力度地團結(jié)引導(dǎo)廣大文藝工作者扎根人民、扎根生活，多出精品、多出人才，為繁榮發(fā)展社會主義文藝事業(yè)，為實現(xiàn)“兩個一百年”奮斗目標(biāo)、實現(xiàn)中華民族偉大復(fù)興中國夢貢獻新的更大力量。

12月3日上午，中國文聯(lián)第十次全國代表大會圓滿完成各項議程，在京勝利閉幕。

指導(dǎo)文藝事業(yè)繁榮發(fā)展的新綱領(lǐng)

在文代會上，習(xí)總書記的重要講話在各文藝領(lǐng)域代表中引起熱烈反響和強烈共鳴。中國文聯(lián)第九屆主席孫家正說，習(xí)近平總書記的講話十分重要，是指導(dǎo)文藝發(fā)展的綱領(lǐng)和方針?？倳浀闹v話十分動情，我們聽得都很動心，這次講話和2014年習(xí)近平總書記在文藝工作座談會上的重要講話是以習(xí)近平同志為核心的黨中央關(guān)于文化建設(shè)的兩個姊妹篇。一是關(guān)于文化自信的問題十分重要，文化自信是一種更深刻的自信，是道路自信、理論自信、制度自信的基礎(chǔ)。在馬克思主義普遍真理與中國實際相結(jié)合，實現(xiàn)馬克思主義中國化過程中，中國文化起了很大的作用。文化自信源于中華民族悠久歷史中形成的優(yōu)良文化傳統(tǒng)，也源于黨領(lǐng)導(dǎo)下的革命文化傳統(tǒng)，更源于中國特色社會主義文化建設(shè)的實踐。中華民族苦難和輝煌的歷程中，離不開中國文化的支撐。二是我們文藝界如何來回應(yīng)總書記的號召。作家、藝術(shù)家一定要深入生活、扎根人民，用創(chuàng)造性的勞動，創(chuàng)作出更多優(yōu)秀的文藝作品奉獻給人民。

中國文聯(lián)黨組書記、副主席趙實在上海代表團參加分組討論，并與代表們交流了學(xué)習(xí)習(xí)近平總書記重要講話的心得體會。趙實說，習(xí)近平總書記的重要講話激蕩人心、感人肺腑、內(nèi)涵深刻、立意高遠(yuǎn)，講話娓娓道來、洋洋灑灑，講得親切、質(zhì)樸、透徹，特別接地氣，同時又蘊含著許多新理念、新思想、新論斷。講話站在民族復(fù)興的戰(zhàn)略高度、站在黨和人民的堅實立場、站在中華文化的豐厚沃土、站在時代發(fā)展的歷史潮頭，深刻論述了中國文藝的重要地位、作用及在各個歷史時期作出的重要貢獻，充分肯定了黨的十八大以來文藝工作取得的嶄新成就、文藝工作者作出的重要貢獻，明確指出了當(dāng)代中國文藝發(fā)展的使命、責(zé)任、方向、目標(biāo)，很好地回答了一系列重大的理論和現(xiàn)實問題，是中國特色社會主義文藝又一重大理論創(chuàng)新成果，是指導(dǎo)和激勵廣大文藝工作者在市場經(jīng)濟新形勢、新環(huán)境做好文藝工作、文聯(lián)工作的根本遵循和行動指南，也是一篇閃耀著馬克思主義真理光芒、蘊含著中華優(yōu)秀傳統(tǒng)文化的綱領(lǐng)性文獻。

“在這個偉大的時代，怎么樣做一個名副其實的文藝工作者？習(xí)近平總書記的講話給我上了一堂大課，聽得我熱血沸騰，可以說句句條條說到了我心里。講話為我們指明了方向，給了我們自信和力量。我們要怎么做，什么是好的，什么是不好的，講話闡發(fā)得很具體?！狈纸M學(xué)習(xí)討論會議現(xiàn)場，李雪健代表興奮而深情地說。他表示，自己作為一個演員，就是要拿作品說話，沒有好作品，說一萬句也沒用?！拔視煤脤W(xué)習(xí)系列講話，好好做人，好好做事?！?/p>

莫言代表說，強烈地感受到習(xí)近平總書記對文藝的觀點是建立在對中國文學(xué)、藝術(shù)、歷史非常熟悉的基礎(chǔ)之上，是建立在中外文藝作品非常廣泛的閱讀和博覽的基礎(chǔ)之上，所以他對文藝創(chuàng)作的特殊性、文藝創(chuàng)作的規(guī)律非常了解，說的都是內(nèi)行話、真情話，讓我們聽了以后，許多地方感覺心領(lǐng)神會，許多地方想拍案叫絕，許多地方想躍躍欲試，確實很多話講得情真意切，入情入理，有很大的說服力，有很強的感染力，我們回去后會好好學(xué)習(xí)。

賈平凹代表說，習(xí)近平總書記的講話既站在時代的高度，為當(dāng)前我國的文藝事業(yè)指出了方向，提出了要求，又同時深入到文藝規(guī)律的內(nèi)部，深入到文藝創(chuàng)作者的創(chuàng)作中，顯得莊嚴(yán)又親和，能入耳入心。怎樣對自己、對民族、對國家命運有深刻把握，怎樣反映人民的生產(chǎn)生活、真情實意以及他們的心愿心情心聲，怎樣使作品接住地氣、增加底氣、灌注生氣，怎么樣力戒浮躁創(chuàng)作出傳之久遠(yuǎn)的精品力作，這都是需要我們今后認(rèn)真學(xué)習(xí)、思考、實踐的。

“過度的商業(yè)炒作只能讓一部作品獲得短暫的光輝，但評判作品價值的終極標(biāo)準(zhǔn)，依舊是品質(zhì)的高下與價值觀的高低?！秉S建新代表這樣說。他表示，習(xí)近平總書記的重要講話具有極強的理論性，深刻講述了創(chuàng)作者與生活、與歷史的關(guān)系，以及創(chuàng)作者肩負(fù)的責(zé)任。博納影業(yè)邀請他擔(dān)任電影《智取威虎山》監(jiān)制的時候，他發(fā)現(xiàn)很多人都在質(zhì)疑這部影片的前景。然而影片拍攝出來之后，在市場上獲得將近9億元票房，這的確出乎很多人意料。通過《智取威虎山》黃建新發(fā)現(xiàn)，英雄情懷其實深藏于每個民族的性格之中，這也成為之后他們拍攝《湄公河行動》的動因?？上驳氖牵朵毓有袆印返钠狈扛弦粚訕?，進一步證實了市場并不排斥主旋律電影。最近投拍的《建軍大業(yè)》，同樣也是表現(xiàn)年輕的英雄們?yōu)榱死硐攵鴬^斗的故事。美國主流電影永遠(yuǎn)在創(chuàng)造自己的國家英雄，宣揚自己的英雄主義，中國的主流電影也應(yīng)如此?！拔覀冇胸?zé)任創(chuàng)作更多傳播正向價值觀的優(yōu)秀作品，我們要相信我們的觀眾、相信我們的人民，相信他們的判斷力與鑒賞力?！秉S建新說。

佟麗婭代表表示，作為一個80后，同時作為一名演員，她特別希望擔(dān)負(fù)更大的責(zé)任，參演更多嚴(yán)肅的影視作品，向年輕的觀眾傳達正確的歷史觀和高尚的英雄觀，因為他們這代人其實也有自己的英雄主義情懷。她在主旋律電影《智取威虎山》里飾演“小白鴿”，得到了好評?！吨侨⊥⑸健愤@樣的電影能夠獲得成功，證明承載著滿滿正能量的影視作品，完全能夠征服今天的觀眾。

From November 30 till December 3, the 10thNational Congress of CFLAC and the 9thNational Congress of CWA took place grand style in Beijing. Delegates of literary and art circles of all localities and nationalities gathered to listen to the keynote speech, discuss the work report, meet old friends and make new acquaintances, and give suggestions on literary and art development. Both “evergreens” and “newcomers” among them passed on their own experience on literary and art development to each other and brainstormed for a better future . In this crucial period in the building of a moderately prosperous society in all respects and at this time when people of all nationalities strive for two centennial goals as well as the great rejuvenation of Chinese nation as the Chinese Dream, a new brilliant chapter of socialist literary and art cause will be opened.

Promote New Literary and Art Development with New Mission on Shoulders

On December 1, the 2ndplenary meeting of the 10thNational Congress of CFLAC was launched. Sun Jiazheng, the 9thpresident of CFLAC and the standing president of the Presidium of the 10thNational Congress attended the meeting and Zhao Shi, vice president of CFLAC and secretary general of the Presidium of the 10thNational Congress of CFLAC, on behalf of the 9thNational Committee of CFLAC, delivered a work report titled Promote New Literary and Art Development with New Mission of Time on Shoulders, Contribute to the Realization of in the Chinese Dream Great Rejuvenation of Chinese Nation.

As Zhao Shi stressed in the report, President Xi Jinping’s speech at the opening ceremony of the National Congress of CFLAC and CWA, stands at historical height of national renewal and time progress, fully recognizes the outstanding achievement we have made since the 9thNational Congress of CFLAC, especially since the 18thNational Congress of CPC, thinks highly of the important contribution from mass literary and art workers, clearly guides the correct development direction for Chinese literary and art cause in the new circumstance, illustrates in-depth a series of new thinking, conclusions and requirements for prosperity in literary and art creation, and puts forward sincere expectations for mass literary and art workers as well as explicit requirements for CFLAC and CWA’s future work. From a commanding height, this keynote speech conveys profound thinking and encourages more endeavors. In the truth radiance of Marxism and in-depth connotation of Chinese culture from beginning to end, this speech is another significant innovation in literary and art theory of the socialism with Chinese characteristics as well as the guideline for CFLAC to fulfill its own mission in literary and art work for quite a long period from today on. Mass literary and art workers shall conduct a careful learning and thorough comprehension so as to carry it out in the actual work.

Zhao Shi’s report was divided into three parts, that is, “With Courage for Innovation and Determination for Advancement, Steadfast Steps along the Path of the Socialist Literary and Art Development with Chinese Characteristic”, “Response to the calls of the Times and Self-confidence in Culture, Endeavor to Fulfill Lofty Mission of Chinese Literature and Arts” and “Further Reform on CFLAC in all Respects, Better Service for National Strategy, the People and Literary and Art Workers, Promoting Prosperous Development of Socialist Literature and Arts”.

As the report says, in the past five years, especially since the 18th National Congress of CPC, the Party Central Committee under the core leadership of President Xi Jinping, have promulgated a series of significant policies to promote constant innovation in literary and art theory and practice, which has managed to open up a new outlook of literary and art prosperity in China. President Xi Jinping presided over the Forum of Literature and Arts and delivered a guideline talk. The Party Central Committee issued a series of documents concerning the long-term literary and art development such as Opinions on Prosperous Development of Socialist Literature and Arts. Both acts have greatly stimulated the mass literary and art workers’ passion for creation invitiated and total change of spiritual outlook in literary and art circles. Artists of varied ages, with a lofty sense of mission, have gone deep into the public and become fully devoted to literary and artistic creation. We can find that quality of literary and art works steadily enhanced with continual occurrence of masterpieces, more powerful literary and art critics, abundant and colorful literary and art forms, stronger motivation for innovation and unprecedentedly vigorous consumption in culture by the general public. With apparent upgrade in the international influence of Chinese literature and arts, China’s literary and art cause has leaped onto a higher level of development.

As the report says, in the past five years, thanks to the strong leadership of the Party Central Committee and helpful guidance of Publicity Department of CPC Central Committee, CFLAC has deliberately conducted systematic learning of the spirits of President Xi Jinping’s talk, and promoted mass literary and art workers to strengthen self-confidence in path choice, theory, system and culture. By extensively hosting literary and art events of key themes, CFLAC has made a crucial contribution to promoting Chinese spirits, cohering Chinese power and disseminating Chinese values. During the literary and art creation under the theme of “Chinese Spirits and Chinese Dream” , carefully organized by CFLAC, a great batch of excellent works full of motivation, morality and warmth have come to the fore. Along with the literary and art practice under the theme of “GoDeep into life and Find Root among the People” as well as voluntary service, a fashion of “devoted service for the people” has become the mainstream among literary and art workers. CFLAC has taken the initiative to deepen reforms on literary and art awards and promote innovated critics. The public credibility and leadership of literary and art awards and critics have witnessed an increasing edification. By strengthening vocational ethics development and improving professional styles in literary and art circles, CFLAC has managed a considerable expansion of literary and art talents with obvious elevation in their overall qualities. By promoting art exchange with foreign countries as well as counterparts in Hong Kong, Macao and Taiwan, CFLAC has highlighted the charm of Chinese literature and arts in the world arena. In an active exploration concerning CFLAC’s new position, function and working mechanism, CFLAC has attained new heights in task fulfillment.

CFLAC shall promote the transition of its own development, bring the leading role of industrial construction into full play, make utmost efforts to unite and lead mass literary and art workers to gain inspiration and resources from the people and the people's lives, and to produce more excellent works and young talents. CFLAC is expected to make a new and more significant contribution to the prosperity of the socialist literary and art cause as well as realizing the two “centennial” objectives and the great revival of Chinese nation as “Chinese Dream”.

On the morning of December 3, with all the agenda completed, the 10thNational Congress of CFLAC came to a successful conclusion in Beijing.

Zhao Shi presided over the closing ceremony.

Zhao Shi announced the name list of the 10thPresidium of CFLAC, Li Yi announced the decision of recommending the 10th Secretariat of CFLAC, and Zuo Zhongyi announced the decision of the 10th Presidium of CFLAC concerning recommending the honorary president and honorary members.

Tie Ning, Zhao Shi, Li Yi and Zuo Zhongyi conferred certificates of honor to Sun Jiazheng and all the honorary members present at the closing ceremony .They presented letters of gratitude to those vice presidents and senior leaders at ministerial level who are not recommended as honorary members. All the delegates as their homage, made an enthusiastic applause for those senior artists and art workers of great virtue and reputation. Tie Ning delivered the closing speech.
