IEC/TC 80與IMO的關(guān)系及其頒布的國際標(biāo)準(zhǔn)

國際電工委員會(International Electrote chnical Commission,IEC)成立于1906年,其主要活動為制定和發(fā)布國際標(biāo)準(zhǔn)和技術(shù)報告。1997年起,IEC采用新的編號體系,對國際標(biāo)準(zhǔn)、導(dǎo)則和技術(shù)報告進(jìn)行統(tǒng)一編號?,F(xiàn)使用的編號為60000-79999[1]。

IEC第80技術(shù)委員會(IEC/TC 80)“海上導(dǎo)航和無線電通信設(shè)備及系統(tǒng)” (Maritime navigation and radio communication equipment and systems) 技術(shù)委員會的工作范圍,是編制用于電工、電子、電聲、電光學(xué)和數(shù)據(jù)處理技術(shù)的海上導(dǎo)航和無線電通信設(shè)備及系統(tǒng)的標(biāo)準(zhǔn)(To prepare standards for maritime navigation and radio communication equipment and systems making use of electro technical, electronic, electro acoustic,electro-optical and data processing techniques.)[2],以用于船舶和岸上(如適用)。

TC80成立于1980年,其編制設(shè)備和系統(tǒng)的國際技術(shù)標(biāo)準(zhǔn),這些標(biāo)準(zhǔn)與國際海事組織(IMO)各公約,特別是《國際海上人命安全公約》(International Convention for the safety of Life atsea,SOLAS)之強(qiáng)制性要求(the mandatory carriage requirements)的一部分,或者可能成為這些強(qiáng)制性要求一部分的與那些設(shè)備和系統(tǒng)有并的要求相一致[3]。

TC80的優(yōu)先工作計劃(The priority work pro gramme)與IMO海上安全委員會(Maritime safety Committee,MSC)直接相并。它反映了由IMO在其決議(Resolutions)中通過的性能標(biāo)準(zhǔn)(performance standards),以及任何相并的國際電信聯(lián)盟(ITU)的建議案(Recommendations),其工作范圍不排除與IMO的SOLAS相并的非強(qiáng)制性的項目。

TC80現(xiàn)行出版的61項標(biāo)準(zhǔn)(截至2017年8月6日)[4]中的大部分標(biāo)準(zhǔn)支持IMO的要求,例如與“全球海上遇險與安全系統(tǒng)”(Global maritime Distress and safety system,GMDSS)相并的IEC 61097-1(2007/06)至IEC 61097-15 (2012-05) 的這10余項標(biāo)準(zhǔn)就直接支持IMO對GMDSS的要求。

通過其既代表IMO,又代表ITU,TC80能影響這些決議和建議案的性能和技術(shù)內(nèi)容(to influence the performance and technical content of the Resolutions and Recommendations)。該技術(shù)委員會的目的是出版已獲得壓倒性的國際所接受的標(biāo)準(zhǔn)(to publish standards that have gained overwhelming International acceptance),且為國際工業(yè)界提供單一的設(shè)備標(biāo)準(zhǔn)(and thus provide International industry with a single equipment standard)。在大多數(shù)情況下,其通過確保該委員會代表工業(yè)界、政府、用戶和試驗發(fā)證機(jī)構(gòu)(by ensuring that the Committee has representatives from industry, Government, the user and test certification bodies)來達(dá)到這一目的。

可見,IEC/TC 80與IMO和ITU(尤其是與IMO)并系密切,從某種意義上,可認(rèn)為IEC/TC 80的大部分國際標(biāo)準(zhǔn)是IMO有并海上導(dǎo)航和無線電通信之要求(例如對GMDSS要求)的進(jìn)一步細(xì)化和具體化。也就是說,如沒有IEC/TC 80國際標(biāo)準(zhǔn),則IMO有并導(dǎo)航和無線電通信之要求將無法具體實施。

為了采用現(xiàn)行有效的國際標(biāo)準(zhǔn),必須及時了解最新的IEC/TC 80國際標(biāo)準(zhǔn)目錄,以免因誤用已過時標(biāo)準(zhǔn)而造成重大損失。截至2017年8月6日,IEC/TC 80正式頒布的國際標(biāo)準(zhǔn)為61項(包括修正案和勘誤)[4],現(xiàn)將有并國際標(biāo)準(zhǔn)依照其標(biāo)準(zhǔn)編號分列如下:

【*注:COSPAS-SARSAT是1981年由加拿大、法國、美國和前蘇聯(lián)聯(lián)合開發(fā)的全球衛(wèi)星搜救系統(tǒng)[5]。1982年,以上述4國為理事的國際低極軌道搜救衛(wèi)星組織(COSPAS-SARSAT)成立,它是國際海事衛(wèi)星組織推行的全球海上遇險與安全系統(tǒng)(GMDSS)的重要組成部分。該系統(tǒng)使用低極軌道衛(wèi)星為全球包括極區(qū)在內(nèi)的海上、陸上和空中提供遇險報警及定位服務(wù),以使遇險者獲得及時有效的救助。COSPAS由俄語““Cosmicheskaya Sistyema Poiska Avariynich Sudov”縮寫而成,其對應(yīng)的英文為Space system for the search of Vessels in Distress[6],可譯成“(國際)搜尋遇險船舶的空間系統(tǒng)”;SARSAT系Search and Rescues atellite的縮寫,可譯成“搜救衛(wèi)星”;COSPAS-SARSAT可譯成“(國際)搜救衛(wèi)星搜尋遇險船舶的空間系統(tǒng)”(又稱為“國際低極軌道搜救衛(wèi)星系統(tǒng)”,International Low- Orbits earch and Rescue satellite systems)】

“向陽紅01”號開啟我國首次環(huán)球海洋綜合科考

8月28日,由中國船舶及海洋工程設(shè)計研究院(MARIC)設(shè)計的“向陽紅01”號船從位于山東青島的國家深海基地中心碼頭起航,開始執(zhí)行為期260天的中國首次環(huán)球海洋綜合科學(xué)考察。此次環(huán)球海洋綜合科考以中國大洋46航次和中國第34次南極科學(xué)考察(與“雪龍”號船聯(lián)合組隊)兩部分為主體任務(wù),首次將大洋科考與極地科考整合在一起,并在走航過程中進(jìn)行環(huán)境、資源、氣候、生態(tài)等多學(xué)科綜合考察。

“向陽紅01” 號船由MARIC自主研發(fā)設(shè)計,于2016年6月18日交付使用并列入國家海洋調(diào)查船隊。該船為無限航區(qū),滿載排水量4980 t,船長99.8m,寬17.8m,續(xù)航力15000 nmile,可抗12級大風(fēng),電力推進(jìn),具備動力定位能力,是我國目前先進(jìn)的新一代海洋綜合科考船,在國際上也屬一流。自交付以來,已安全在航241天,總航程43000 nmile。

“向陽紅01”號船自動化和信息化程度高,可一人駕駛,機(jī)艙無人值守,監(jiān)測報警全部自動化。船載探測與實驗系統(tǒng)主要包括水體探測、大氣探測、海底探測、深海極端環(huán)境探測、遙感信息現(xiàn)場印證、船載實驗以及網(wǎng)絡(luò)信息等系統(tǒng),可進(jìn)行定點(diǎn)和走航式海洋環(huán)境參數(shù)連續(xù)探測、海面常規(guī)氣象連續(xù)探測、海氣界面通量測量、海底地形地貌探測、底質(zhì)采樣、地球物理探測、纜控深潛探測與可視取樣,具備大氣、海氣界面、水體及海底立體綜合海洋環(huán)境和資源調(diào)查能力,是海洋科學(xué)基礎(chǔ)研究和高新技術(shù)研發(fā)的海上移動實驗室和試驗平臺。
