時光荏苒，歲序更新。在這個辭舊迎新的美好時刻，我謹(jǐn)代表山東省人民政府、代表9900多萬山東人民，向港澳同胞、臺灣同胞、海外僑胞和世界各國朋友，致以誠摯的問候和良好的祝愿！

2017年是山東發(fā)展進(jìn)程中很不平凡的一年。這一年，黨的十九大勝利召開，開啟了決勝全面建成小康社會、全面建設(shè)社會主義現(xiàn)代化國家的新征程，為山東發(fā)展指明了方向。省第十一次黨代會全面落實習(xí)近平總書記視察山東重要講話、重要指示批示精神，確定把走在前列作為長期堅持的目標(biāo)定位和根本要求，加快建設(shè)發(fā)展質(zhì)量效益高、生態(tài)環(huán)境優(yōu)、人民群眾富、社會文明和諧的經(jīng)濟(jì)文化強(qiáng)省。

在宏偉藍(lán)圖的引領(lǐng)下，全省各級把大勢、明思路、定措施，干了一些大事和實事。我們認(rèn)真落實省第十一次黨代會部署，牢固樹立和踐行新發(fā)展理念，大力推進(jìn)供給側(cè)結(jié)構(gòu)性改革，突出抓重點、補(bǔ)短板、強(qiáng)弱項，把加快新舊動能轉(zhuǎn)換作為統(tǒng)領(lǐng)經(jīng)濟(jì)發(fā)展的重大工程，全力打好安全生產(chǎn)、生態(tài)環(huán)保、金融風(fēng)險防控、脫貧攻堅、社會維穩(wěn)五場硬仗，致力于形成標(biāo)本兼治、系統(tǒng)發(fā)力的工作局面，切實把工作重心轉(zhuǎn)移到以釘釘子精神抓落實上，全省經(jīng)濟(jì)社會持續(xù)健康發(fā)展，呈現(xiàn)提質(zhì)增效、穩(wěn)中向好的態(tài)勢，出現(xiàn)了一些多年未有、影響深遠(yuǎn)的積極變化。

一年來的收獲是全方位的。我們提前完成鋼鐵、煤炭去產(chǎn)能年度任務(wù)，工業(yè)能耗總量歷史性地實現(xiàn)了自改革開放以來首次下降，“三二一”的產(chǎn)業(yè)格局更加鞏固；我們制定了新舊動能轉(zhuǎn)換重大工程的時間表、任務(wù)書、責(zé)任狀，先期儲備重大項目600個，預(yù)計總投資3.8萬億元；我們通過深化改革激發(fā)創(chuàng)新創(chuàng)業(yè)活力，研發(fā)投入占生產(chǎn)總值比重達(dá)到2.4%，全省實有市場主體突破800萬戶，年新增100萬戶；我們聚力攻堅重點民生問題，全年實現(xiàn)80萬省定貧困人口脫貧，黃河灘區(qū)60萬居民脫貧遷建全面啟動，教育、醫(yī)療、住房保障等社會民生事業(yè)持續(xù)取得新進(jìn)展，廣大人民群眾的獲得感、幸福感、安全感不斷提升。這些成績的取得，是以習(xí)近平同志為核心的黨中央堅強(qiáng)領(lǐng)導(dǎo)的結(jié)果，是全省人民奮斗拼搏的結(jié)果，也離不開港澳同胞、臺灣同胞、海外僑胞和各國朋友的關(guān)心、幫助和支持。在此，特向你們表示衷心感謝！

2018年是貫徹黨的十九大精神的開局之年，是改革開放40周年，是決勝全面建成小康社會、實施“十三五”規(guī)劃承上啟下的關(guān)鍵一年。我們將全面學(xué)習(xí)貫徹黨的十九大精神，以習(xí)近平新時代中國特色社會主義思想為指導(dǎo)，深入貫徹落實習(xí)近平總書記視察山東重要講話、重要指示批示精神，加強(qiáng)黨對經(jīng)濟(jì)工作的領(lǐng)導(dǎo)，堅持穩(wěn)中求進(jìn)工作總基調(diào)，堅持新發(fā)展理念，緊扣我國社會主要矛盾變化，按照高質(zhì)量發(fā)展的要求，統(tǒng)籌推進(jìn)“五位一體”總體布局和協(xié)調(diào)推進(jìn)“四個全面”戰(zhàn)略布局，牢牢把握走在前列的目標(biāo)定位，以供給側(cè)結(jié)構(gòu)性改革為主線，加快實施新舊動能轉(zhuǎn)換重大工程，統(tǒng)籌推進(jìn)穩(wěn)增長、促改革、調(diào)結(jié)構(gòu)、惠民生、防風(fēng)險各項工作，推動質(zhì)量變革、效率變革、動力變革，促進(jìn)經(jīng)濟(jì)平穩(wěn)健康發(fā)展和民生福祉持續(xù)改善。

Time flies and another new year is arriving. At this beautiful moment when we are bidding farewell to the past year and ushering in the new, on behalf of the People’s Government of Shandong Province and more than 99 million people in Shandong, I am delighted to extend my sincere greetings and best wishes to our compatriots in the Hong Kong Special Administrative Region, the Macao Special Administrative Region, and Taiwan, to overseas Chinese, and to friends in other countries and regions around the world!

2017 has been a remarkable year in the course of the development of Shandong. This year, the 19th National Congress of the CPC was successfully held, which embarks on a new journey to secure a decisive victory in building a moderately prosperous society in all respects and fully developing a modern socialist country, and which points out the direction for the development of Shandong. To implement the address and instructions made by President Xi Jinping on his inspection in Shandong in an all-round way, the 11th CPC Shandong Provincial Congress made decisions that we should firmly adhere to the target location and fundamental requirements of keeping on the forefront. We should accelerate the development of Shandong into a culturally and economically powerful province with high efficiency of development quality, excellent ecological environment,rich people and harmonious social civilization.

Guided by the grand blueprint, we have done some great and practical things by seizing the situation, clarifying our thinking, and laying down workable measures.We have earnestly carried out the deployment of the 11th CPC Shandong Provincial Congress by firmly establishing and practicing the new development concepts,vigorously pushing forward the supply-side structural reform, and focusing on priorities, addressing inadequacies, and shoring up points of weakness. Taking the acceleration of the conversion from old growth drivers to the new ones as an important project that commands the overall economic development, we have made every effort to fight the tough battles of safety production, eco-environment protection, financial risk prevention and control, poverty alleviation and social stability maintenance. Devoted to addressing both the symptoms and root causes systematically, we have transferred the work emphasis to the implementation of the spirit of driving nails. As a result, Shandong has kept a continuous and healthy social and economic development, and some unprecedented and far-reaching changes have taken place, leading to a steady approach to a better future with the enhancement of quality and efficiency.

We have reaped a rich harvest in every respect in the past year. We have accomplished the annual task of reducing excessive capacity of steel and coal ahead of time and have achieved the historical reduction of the total industrial energy consumption for the first time since the opening up and reform, thus consolidating the “tertiary, secondary and primary” industrial pattern. We have made the timetable, charter and responsibility letter of important projects to replace the old growth drivers with the new ones and 600 important projects are planned to be started with a predicted overall investment of 3.8 trillion yuan. We have invigorated innovation and entrepreneurship by deepening reform. Investment in R & D has amounted up to 2.4% of the gross value of production and the number of existing real market entities has exceeded eight million with an annual increase of one million. We have focused on settling important livelihood issues,helping 800,000 registered poor people in the province to shake off poverty and 600,000 residents in the Yellow River beach districts to get rid of poverty and relocate their homes. New progress has been made in the cause of social livelihood such as education,medicine and housing security and people’s senses of acquisition, happiness and security have been increased constantly. All these achievements are the results of the strong leadership of the Party Central Committee with President Xi as the core, the hard work of all people in Shandong, as well as the concern, help and support of the compatriots from the Hong Kong Special Administrative Region, the Macao Special Administrative Region, and Taiwan, and of overseas Chinese and friends in other countries around the world. Here, I’d like to express my heartfelt thanks to all of you.

2018 is the opening year for the implementation of the spirit of the 19th National Congress of the CPC, the 40th anniversary of China’s opening up and reform policy,and the critical year to secure a decisive victory in building a moderately prosperous society and to carry out “the 13th Five-year Plan”. We shall deeply study and firmly carry out the spirit of the 19th National Congress of the CPC. Under the guidance of Xi Jinping’s thought on socialism with Chinese characteristics for a new era, and we shall fully implement the spirit of the important address and instructions given by President Xi Jinping on his inspection in Shandong. We shall strengthen the Party’s leadership of economic work and uphold the underlying principle of pursuing progress while ensuring stability. We shall adhere to the new development concepts, grasp the change in the main social con flicts in society, and ensure the coordinated implementation of the fivesphere integrated plan and the four-pronged comprehensive strategy in accordance with high-quality development requirements. We shall insist on target location for walking on the forefront, speed up important projects to replace old growth drivers with the new ones with supply-side structural reform as the mainline. We shall make efforts to push forward work in all respects in stabilizing growth, promoting reform, adjusting the structure, benefiting the people, and eliminating risk. We shall push forward the transformation of quality, efficiency and drivers, and promote the steady and healthy development of the economy and the continuous improvement of the well-being of people’s livelihood.

The path of opening up is the only path to prosperity and development. Shandong is carrying on a new round of high-level opening up to the outside world to make new ground in pursuing all-round, wide-range and high-level opening up. We sincerely welcome and warmly invite our friends both at home and abroad to participate in the new wave of opening up and to share with us the great opportunities brought about by the change of growth drivers and by reform and development. The whole province is striving to cultivate the integrated advantages of policy, environment and service with the support of eco-system. Based on the construction of a political ecology of green mountains and clear waters, we are making efforts to build a political ecology of high efficiency, vigorous innovation and entrepreneurship, beautiful nature, and social integrity and law We are striving to set up a first-rate development environment with fewer examination and approval procedures, high work efficiency and first class service quality to provide allround support for your investigation and exchange, investment and industry, as well as travel and sightseeing in Shandong.
