我從美麗的海濱城市青島踏上阿聯(lián)酋這塊黃金般的土地,已有15年之久,可以說,阿聯(lián)酋是我的第二故鄉(xiāng)。這期間,走過彎路、碰過難題,也積累了一些在迪拜經(jīng)營事業(yè)和生活的經(jīng)驗。我總結出一個心得:“出門在外都不容易,只有抱團發(fā)展,才能實現(xiàn)共贏,要為老鄉(xiāng)們提供盡可能多的服務。”
于是,2015年我們成立了阿聯(lián)酋金蜂巢中小企業(yè)孵化器項目,目的就是為山東走出來的企業(yè)提供軟著陸服務。
這個項目主要提供市場調(diào)研、資源整合、辦公區(qū)間和后期的獨立公司注冊、政府部門手續(xù)辦理、共享海外倉入駐和共享營銷中心等企業(yè)孵化服務。自孵化器平臺運營3年以來,已經(jīng)接待了400余家山東企業(yè)來訪,成功協(xié)助60余家來自山東的企業(yè)落地迪拜經(jīng)營發(fā)展,并于2016年5月和中建材自貿(mào)區(qū)物流園區(qū)簽署全面合作協(xié)議,成功整合30余家來自山東的中小企業(yè)落戶中建材物流園園區(qū),建立企業(yè)共享海外倉項目成功落地,讓企業(yè)可以依托中建材在海灣國家的影響力快速發(fā)展。中建材自貿(mào)區(qū)物流園區(qū)和阿聯(lián)酋金蜂巢孵化器的合作模式,也有效地將境內(nèi)和境外物流貿(mào)易資源整合成共同平臺,降低了企業(yè)海外發(fā)展成本,保障合作企業(yè)境內(nèi)境外業(yè)務轉換和雙向發(fā)展,讓企業(yè)可以多渠道經(jīng)營,并可以共同開發(fā)市場,獲得良好效益。
經(jīng)驗的積累摻雜著苦和累,也更加希望家鄉(xiāng)的企業(yè)到迪拜開拓事業(yè)時可以少走彎路,受《走向世界》雜志之邀,與朋友們分享我在迪拜的見聞。
作為中東和北非的門戶,阿聯(lián)酋迪拜也是連接亞洲和非洲的橋梁,是區(qū)域的貿(mào)易、金融、物流、旅游中心,在“一帶一路”倡議的背景下,中國企業(yè)將迪拜作為跳板或橋頭堡,輻射到海灣地區(qū)和非洲國家,這也成為中國企業(yè)全球投資新的戰(zhàn)略選擇。作為“一帶”和“一路”的黃金交叉點,迪拜一直都是中國通往歐洲和非洲的重要門戶。憑借自身的區(qū)位優(yōu)勢,迪拜必將在“一帶一路”倡議中進一步凸顯其樞紐作用。
迪拜贏得了2020年世博會的主辦權,預計會吸引2500萬游客,這將極大地拉動其經(jīng)濟增長。
這是山東企業(yè)打開阿聯(lián)酋發(fā)展之路的絕佳時機。港口、輕軌、鐵路、核電、現(xiàn)代農(nóng)業(yè)、創(chuàng)新產(chǎn)業(yè)和智慧城市的規(guī)劃,都為大型的山東省企業(yè)創(chuàng)造走出去合作條件,只要企業(yè)可以多了解市場信息,找到適當?shù)倪M入市場的對接點,定位在迪拜發(fā)展的企業(yè)一旦站穩(wěn)腳跟,就可以系統(tǒng)化地積累海外經(jīng)營經(jīng)驗和海外團隊,并實現(xiàn)在海外其他區(qū)域發(fā)展的目標。
應該說,山東企業(yè)傾向投資的國家很有代表性,某種程度上,可以代表國內(nèi)企業(yè)的投資方向。山東的現(xiàn)代農(nóng)業(yè)、工程承包業(yè)、制造業(yè)、石油裝備行業(yè)、家電行業(yè)、農(nóng)牧業(yè)、建筑材料產(chǎn)業(yè)都處于全國行業(yè)主流,近幾年響應國家“走出去”的號召,很多企業(yè)都登陸中東發(fā)展。在當下國家“一帶一路”倡議的藍圖中,除了中國和新加坡之外,從中國中西部到歐洲之間,迪拜是最發(fā)達的地區(qū),從經(jīng)濟、基礎設施到服務能力、文化,都可以使迪拜在推動“一帶一路”建設中發(fā)揮更大的作用,無疑這也為企業(yè)發(fā)展提供了便利。
目前,山東電建三公司、山東浪潮集團、青島建設集團和青島海信、海爾集團等大型國企都在中東北非區(qū)域實現(xiàn)良好的發(fā)展趨勢,并獲得驕人的業(yè)績。近年來,國內(nèi)很多企業(yè)生產(chǎn)產(chǎn)能過剩,傳統(tǒng)的B2B模式已經(jīng)很難保障企業(yè)生產(chǎn)運營,由此我建議依據(jù)市場情況,生產(chǎn)企業(yè)轉移部分生產(chǎn)產(chǎn)能,貿(mào)易企業(yè)設立迪拜服務機構,將產(chǎn)品推向市場前沿,與需求客人面對面交流,會有效地把握生意的機會。
○孵化器平臺運營3年以來,接待了400余家山東企業(yè)來訪,成功協(xié)助60余家來自山東的企業(yè)落地迪拜經(jīng)營發(fā)展。Through 3 years of operation, the incubator platform has received over 400 visiting enterprises of Shandong, and assisted over 60 enterprises of Shandong with successful management and development in Dubai.
○曲巖選擇在阿聯(lián)酋迪拜經(jīng)營事業(yè),促成了不少項目。Qu Yan chose to carry on a business in Dubai, the UAE,and facilitated a lot of projects.
其實,阿聯(lián)酋迪拜對于中國朋友來說并不陌生,許多人文景觀都是朗朗上口。2017年,阿聯(lián)酋政府實施針對持中國護照的中國游客免簽入境,約75萬名中國游客到訪迪拜,將迪拜作為高端旅游的重要目的地。中國與阿聯(lián)酋雙邊貿(mào)易額達520多億美元,中國和迪拜的貿(mào)易額超過85%,自2015年中國便超過印度成為阿聯(lián)酋第一大貿(mào)易伙伴。在迪拜工作和生活的中國居民也超過了20萬,約占迪拜總人口10%。
阿聯(lián)酋有30萬長居的華人華僑,大約1萬多適齡華人學生,他們沒有良好的中文教育環(huán)境,針對這個問題,2015年,我們投資成立“阿聯(lián)酋中華文化語言教育交流中心”。在位于阿聯(lián)酋迪拜最繁華的區(qū)域,創(chuàng)建富有濃郁的中華文化氣息的文化中心,為在阿聯(lián)酋生活的華人子女提供中文教育和國學推廣服務,并向對中國文化有興趣的外國孩子和成人提供中文和中國傳統(tǒng)文化培訓,設有書法、音樂、美術、舞蹈、圍棋培訓及傳統(tǒng)武術等素質(zhì)培訓課程。
○憑借自身的區(qū)位優(yōu)勢,迪拜將在“一帶一路”倡議中進一步凸顯其樞紐作用,曲巖建議國內(nèi)企業(yè)抓住時機開拓海外項目。With its regional advantages, Dubai will certainly further highlight its pivotal role in the “Belt and Road” initiative. Qu Yan suggested domestic enterprises seize the opportunity to develop overseas projects.
文化中心成功地配合國僑辦開展了“中華文化大樂園”夏令營活動,約120余名在迪拜的華人學生在來自廣西師范大學優(yōu)秀教師團隊的指導下,近距離接觸中國書法繪畫、國學、剪紙、樂器、武術、太極、民族舞、中國歷史等,度過了一段平安愉快的中華文化之旅。
文化中心還成功策劃“迪拜中國文化快閃”“阿布扎比中國傳統(tǒng)山水畫畫展”“中國-阿聯(lián)酋書法筆會”“古琴有約-培訓班”等各項具有深遠意義的中華傳統(tǒng)文化宣揚活動,受到阿聯(lián)酋駐迪拜總領館的好評。
通過各種文化活動的舉辦,我們在海外承繼和發(fā)揚著中國文化,講述著山東故事,為對中國傳統(tǒng)文化和山東感興趣的外國朋友搭建起了文化溝通的橋梁。
阿聯(lián)酋的經(jīng)營成本合理,勞力資源豐富,人均成本低于中國,而且自由貿(mào)易基礎條件好,并且貨幣自由匯兌。更為重要的是迪拜貿(mào)易圈輻射中東北非及東歐,超過14億貿(mào)易人口,8小時空中物流圈輻射40億人口,作為迪拜的傳統(tǒng)產(chǎn)業(yè)貿(mào)易和物流業(yè),都為來迪拜落地經(jīng)營的企業(yè)創(chuàng)造條件,將迪拜作為企業(yè)國際戰(zhàn)略的區(qū)域中心,將產(chǎn)品服務到輻射國家創(chuàng)造條件。
我認為,國內(nèi)民營企業(yè)可以依托“一帶一路”倡議的契機,抱團出海發(fā)展,把山東的核心優(yōu)勢創(chuàng)新產(chǎn)業(yè)帶出來。山東省煉油化工協(xié)會也在2018年組團出訪海灣各產(chǎn)油國,精準地針對山東地煉集團企業(yè)集中采購模式和海灣國家石油公司和金融機構交流,以期建立平臺集中采購原油,提高業(yè)內(nèi)核心競爭力和話語權。
不過,值得注意的是,在宗教氣氛比較濃厚的阿聯(lián)酋,需要先行了解當?shù)胤煞ㄒ?guī)和經(jīng)營規(guī)定,熟知當?shù)氐娘L土人情和宗教信仰,對投資國的社會文化環(huán)境和投資環(huán)境做一些初步了解。
阿聯(lián)酋山東商會將成為最好的紐帶和平臺。阿聯(lián)酋山東商會暨齊魯同鄉(xiāng)會自從2011年3月28日成立以來,促進走出來的山東企業(yè)在阿聯(lián)酋更快更好地發(fā)展,進一步推動雙邊經(jīng)貿(mào)文化往來,為剛走出來或者計劃走出來的山東企業(yè)出謀劃策,整合資源,規(guī)避風險,剛進入市場的山東企業(yè)可以通過商會得到當?shù)厝嗣}和信息渠道,可以更迅速快捷地開展業(yè)務經(jīng)營。
阿聯(lián)酋迪拜市場是全球化很強的市場,競爭非常激烈,現(xiàn)在全球500強企業(yè)有400多家在迪拜有分支機構,中資企業(yè)已經(jīng)突破5000家注冊。魯商具有“質(zhì)樸單純,豪爽誠實”的特點,比較容易融入當?shù)厣鐣?,也易于得到信任。我諫言來迪拜經(jīng)營發(fā)展的企業(yè),只要秉承“誠信忠正,長治久安”的經(jīng)營理念,經(jīng)營循序漸進,切勿急功近利,企業(yè)務必先行考察市場,不要盲目投資,阿聯(lián)酋迪拜市場是充分競爭的市場,企業(yè)入市經(jīng)營有一定成本,希望計劃來中東考察發(fā)展的山東企業(yè)可以多交流聯(lián)絡,獲得準確的市場信心,循序漸進地開展屬地化業(yè)務發(fā)展。

○2015年曲巖成立了阿聯(lián)酋金蜂巢中小企業(yè)孵化器項目,目的就是為山東走出來的企業(yè)提供軟著陸服務。In 2015, Qu Yan established the UAE Golden Honeycomb SME Incubator Project, for the purpose of providing soft landing services for Shandong enterprises going global.
It was 15 years ago that, coming from the beautiful coastal city of Qingdao, I first set foot on the golden land of the UAE. The UAE can be counted as my second hometown.In that period, I have made detours,encountered difficulties, solved bewildering problems, and accumulated some experience in doing business and living in Dubai. I might sum it all up by saying, “It’s not easy to develop abroad.Only through joint development can we achieve win-win results. We should provide as many services as possible for our compatriots.”
Thus, in 2015, we established the UAE Gold Honeycomb SME Incubator Project, with the aim of providing a soft landing services for Shandong enterprises going global.
The project mainly provides market surveys, resource integration,officespace and subsequent independent company registration,handling of government department formalities, shared overseas accommodation, shared marketing centers and other business incubation services. Through 3 years of operation,the incubator platform has received over 400 visiting enterprises from Shandong, and assisted over 60 Shandong enterprises with successful management and development in Dubai. Moreover, we signed an allround cooperation agreement with the Logistics Park of China National Building Material Free Trade Zone in May 2016, successfully enabled over 30 SMEs of Shandong to settle in the logistics park, and established and successfully implemented the Shared Overseas Warehouse Project,allowing enterprises to achieve rapid development in reliance upon the influence of China National Building Material in gulf states. The cooperation mode of the logistics park and the UAE Gold Honeycomb SME Incubator also effectively integrates the domestic and overseas logistics trade resources into a common platform, reduces overseas development costs for enterprises, and ensures the transition and two-way development of domestic and overseas business of cooperative enterprises.Besides, it allows enterprises to achieve multi-channel operations, jointly develop the market and gain good benef i ts.
As the portal of Middle East and North Africa, Dubai is not only a bridge connecting Asia with Africa, but also a regional center of trade, fi nance,logistics and tourism. In the context of the “Belt and Road” initiative,Chinese enterprises always use Dubai as a springboard or bridgehead to radiate to the gulf region and to African countries. It also becomes a new strategic option for Chinese enterprises to invest worldwide. As a golden intersection between the “Belt”and “Road”, Dubai has always been an important portal to Europe and Africa. With its regional advantages,Dubai will certainly further highlight its pivotal role in the “Belt and Road”initiative.
Dubai won the right to host the Expo 2020. It is expected to attract 25 million visitors, which will greatly stimulate its economic growth. This is a perfect opportunity for the enterprises of Shandong to open their development path in the UAE. The planning for ports, light rails, railways,nuclear power, modern agriculture,innovative industries and smart cities creates cooperation conditions for large Shandong enterprises to go global.Given that enterprises can learn more about market information and fi nd the appropriate access to the market, the enterprises developing in Dubai can systematically accumulate overseas business experience and teams after getting a fi rm foothold, and realize the goal of developing in other overseas regions.
Besides, the Shandong Chamber of Commerce in UAE will become the best bond and platform for Shandong enterprises to expand their market in Dubai. Since being founded on March 28, 2011, the Shandong Chamber of Commerce in UAE and the Association of Qilu Fellow Townsmen has enabled the Shandong enterprises going global to develop in the UAE in a faster and better way, further promoted bilateral economic, trade and cultural exchanges, and offered advice,integrated resources and mitigated risks for the Shandong enterprises which have recently gone global or are still planning to do so. The Shandong enterprises that just entered the market could obtain the local interpersonal network and information channels through the Chamber of Commerce,and carry out business operations more rapidly.
