“智博會的召開，證明了重慶已成為中國智能創(chuàng)新的中心。在智博會上展示的智能教育、智能家居、智能醫(yī)療等先進的技術(shù)，不僅對上合組織成員國，同時對全世界都有很大的吸引力。重慶在創(chuàng)新領(lǐng)域的主導(dǎo)力，將使重慶與其他國家的合作變得更加有吸引力。”上海合作組織秘書長阿利莫夫在接受記者采訪時這樣說。

他提到，重慶積極保持歷史文化風(fēng)貌，在尊重歷史的基礎(chǔ)上，面向未來積極發(fā)展，已然成為了中國改革開放的一張名片。“俄羅斯駐華大使杰尼索夫告訴過我，上世紀80年代他曾來過重慶，今年2月，他再次來到重慶，這里既有新潮、現(xiàn)代化的商圈，又保留了有上百年歷史的城區(qū)和小巷，重慶蓬勃的發(fā)展讓他記憶深刻?！?/p>

上合組織實業(yè)家委員會是由上合組織成員國的實業(yè)家組成的合作機制。今年3月底，上合組織實業(yè)家委員會和重慶市兩江新區(qū)管委會簽署了相關(guān)的合作備忘錄，阿利莫夫說：“我相信，未來的合作非常有前景。”

In February of this year, he came to Chongqing again and found that the trendy and modern business areas coexisted with districts and alleys with a history of hundreds of years. The booming development of Chongqing has been rather impressive to him.

在8月23日舉行的2018中國·重慶國際友好城市市長圓桌會議上，重慶市與巴拿馬省共同簽署了《建立友好市省關(guān)系諒解備忘錄》。

當天，在智博會新聞中心會客廳，巴拿馬巴拿馬省省長拉法埃爾·皮諾·平托就智能化背景下的“一帶一路”發(fā)展趨勢、智慧旅游、重慶市與巴拿馬省共建友好城市等話題與媒體進行了交流。

拉法埃爾·皮諾·平托認為，重慶市是一個發(fā)展水平非常高的城市，他很欣賞這里的人民，也很欣賞這里的城市建設(shè)，更欣賞這里高速、高效、高科技的發(fā)展。隨著巴拿馬市與重慶成為友好城市，未來兩個城市將在智能化、貿(mào)易、文化等方面有更深入的合作與交流。

他表示，巴拿馬省選擇與重慶建立友城關(guān)系，主要是為了促進雙方的交流和相互學(xué)習(xí)。比如說重慶可以向巴拿馬借鑒物流方面的經(jīng)驗，巴拿馬則可以向重慶學(xué)習(xí)科技、人工智能方面的技術(shù)。除此之外，友城的建立還可以促進兩個城市之間的學(xué)術(shù)、文化、貿(mào)易的交流。

On the same day, In the “News Living Room” of the 2018 Smart China Expo News Center, Governor of the Panama Province, Raphael Pino Pinto has made exchanges with the media on topics such as the development trend of the “Belt and Road Initiative”, the smart tourism and the sister cities co-constructed by Chongqing and the Panama Province in the context of smart technology.

Rafael Pino Pinto holds that Chongqing is a city enjoying a very high level of development. He appreciates the people as well as the urban construction here. He also appreciates the high-speed, high-efficiency and high-tech development here. As Panama and Chongqing become sister cities, the two cities will have more in-depth cooperation and exchanges in terms of smart technology, trade and culture.

He said that Panama Province chose to establish a friendship city relationship with Chongqing with an aim to mainly promote exchanges and mutual learning between the two sides. 參加智博會并出席“智能生活·創(chuàng)新未來”重慶國際友好城市市長圓桌會議的美國西雅圖市智慧城市首席顧問凱特·加爾曼，在接受記者采訪時表示，中國促進數(shù)字經(jīng)濟和實體經(jīng)濟的發(fā)展令人印象深刻。西雅圖也非常注重電子基礎(chǔ)設(shè)施的建設(shè)，在全球范圍內(nèi)有很多城市都將數(shù)字技術(shù)用于城市的本地化發(fā)展。

2018年是重慶與西雅圖結(jié)為友好城市35周年。第一次來到重慶的凱特·加爾曼認為，重慶智慧城市的發(fā)展非常好，技術(shù)的應(yīng)用對基礎(chǔ)設(shè)施建設(shè)提出了非常強的目的性，這一點對西雅圖和重慶來說都是一樣的。在未來規(guī)劃方面，她認為重點應(yīng)著眼于長期發(fā)展，讓技術(shù)服務(wù)于社區(qū)民眾。比如，幫助人們出行、讓市民獲得更多的信息等。

Kate Garman, chief adviser of the Smart City of Seattle has attended the 2018 Smart China Expo and the “Smart Life·Innovative Future” 2018 Mayors’ Roundtable for International Sisters Cities of Chongqing, China. She said in an interview that the efforts China has channeled into the development of the digital economy and the real economy is very impressive. Seattle has been also very concerned about the construction of electronic infrastructure. Many cities around the world have used digital technology for the localization of cities.

The year of 2018 is the 35th anniversary of Chongqing and Seattle having become sister cities. Kate Garman, who came to Chongqing for the first time, believes that the development of the smart city of Chongqing is very excellent, and the application of technology has required a very strong purpose of the infrastructure construction, which is the same for both Seattle and Chongqing. In terms of future planning, she believes that the smart city should focus on long-term development and technology to serve the community, for example, helping people to get around, enabling people to access more information, and so on.

比利時安特衛(wèi)普省政府代表戴克敏：兩家比利時最尖端的科研機構(gòu)參展智博會

參加智博會并出席2018中國·重慶國際友好城市市長圓桌會議的比利時安特衛(wèi)普省政府代表戴克敏女士，在接受媒體采訪時表示，重慶是一個很有潛力的城市，安特衛(wèi)普省與重慶市互為友城，未來，希望兩地能就“智慧城市”建設(shè)深入互動交流，在眾多領(lǐng)域加強合作。

2011年，安特衛(wèi)普省與重慶市締結(jié)友好城市。過去7年，兩地往來頻繁，通過貿(mào)易代表團以及互訪等形式，在經(jīng)濟、商業(yè)發(fā)展以及文化等方面進行了深入交流。安特衛(wèi)普省在重慶設(shè)立了經(jīng)濟發(fā)展局。戴克敏女士介紹，“隨著中歐班列（重慶）的開通運行，不僅將中國的制造業(yè)中心和歐洲市場連接起來，更是拉近了重慶與安特衛(wèi)普省之間的距離。如今，在比利時可以見到一些來自重慶的計算機、通信和消費類電子產(chǎn)品等3C產(chǎn)品銷售?！?/p>

目前，比利時正大力建設(shè)位于“一帶一路”沿線上的澤布魯日港運營中心，而安特衛(wèi)普港和澤布魯日港相距幾十公里，兩個港口都在“一帶一路”建設(shè)的計劃內(nèi)，比利時將充分發(fā)揮港口貿(mào)易樞紐的作用，推動與中國的經(jīng)貿(mào)關(guān)系發(fā)展。

戴克敏女士介紹，此次智博會，比利時有兩家尖端科研機構(gòu)前來參展，Imec和VITO（法蘭德斯技術(shù)研究院）。Imec是比利時非常有名的微電子研發(fā)機構(gòu)，目前正和重慶的一些企業(yè)進行微電子方面、智慧城市方面探索與合作。VITO是歐洲清潔技術(shù)和可持續(xù)發(fā)展領(lǐng)域領(lǐng)先的獨立研究和技術(shù)機構(gòu)，將和重慶環(huán)保部門進行對接，和一些重慶企業(yè)進行交流洽談。

The representative of the government of the Antwerp Province, Belgium, Sarah Dickin has attended the 2018 Smart China Expo and the “Smart Life·Innovative Future” 2018 Mayors’ Roundtable for International Sisters Cities of Chongqing, China.She has said in an interview with the media that Chongqing is a very promising city and hope that the two places will deepen interactive exchanges on “smart cities” and strengthen cooperation in many fields in the context that Antwerp Province and Chongqing have become sister cities.

In 2011, Antwerp Province and Chongqing became sister cities. In the past seven years, relations between the two places have been growing, and exchanges have been made in the areas of economy, business development and culture through trade delegations and mutual visits. Both ports are under the “Belt and Road Initiative” project. Belgium will give full play to the role of the port trade hub to promote the development of economic and trade relations with China.

Ms. Dickin introduced that two of the most advanced research institutions in Belgium came to exhibit at the 2018 Smart China Expo, Imec and VITO (Flanders Institute of Technology). Imec is a well-known microelectronics research and development institution in Belgium and is currently exploring and cooperating with some companies in Chongqing on microelectronics and smart cities. VITO is a leading independent research and technology institution in the field of clean technology and sustainable development in Europe and will cooperate with the Chongqing environmental protection department and conduct exchanges and talks with some Chongqing enterprises.

美國帕羅奧圖市議員田中·格雷：帕羅奧圖硅谷人才聚集，智慧城市建設(shè)值得借鑒

出席重慶國際友好城市市長圓桌會議的美國帕羅奧圖市議員田中·格雷，與記者們交流智慧城市發(fā)展的見解時說，“帕羅奧圖的硅谷能取得令世界矚目的創(chuàng)造性研發(fā)成果，得益于人才的匯聚，著名的斯坦福大學(xué)就為硅谷培養(yǎng)了眾多高科技產(chǎn)品領(lǐng)導(dǎo)者和創(chuàng)業(yè)型人才?！?/p>

目前，越來越多的硅谷公司在中國開設(shè)工廠，比如惠普就在重慶開設(shè)了電腦生產(chǎn)基地，特斯拉現(xiàn)已定在上海開設(shè)工廠，相信良好的環(huán)境會吸引越多的硅谷公司來到中國，來到重慶。

當記者問到帕羅奧圖在智能城市方面有什么值得重慶借鑒的地方時，田中·格雷打開手機向記者展示了一個APP。他介紹，市民可以通過這個A P P上報市政設(shè)施的狀況，比如有道路出現(xiàn)破損，不僅全體市民都能看到，政府方面也能在第一時間看到，并能及時得到解決?！斑@是其他城市都可以借鑒的地方。也希望借智博會多了解重慶，為兩個城市在智能發(fā)展方面搭建起橋梁?！?/p>

At present, more and more Silicon Valley companies are setting up factories in China. For example, Hewlett-Packard has set up a computer production base in Chongqing. Tesla has determined to establish a factory in Shanghai. It is believed that a good environment will attract more Silicon Valley companies to China and Chongqing.

When the reporter asked that what of Palo Alto was worth learning for Chongqing in the field of smart city, Tanaka Gray turned on the cell phone to show an application. He introduced that the public can report the condition of the municipal facilities via this app. For example, damage to the road is not only presented to the public, but also the government in the first time and the latter can solve it in time. “This is worth learning for other cities. I also hope that he can learn more about Chongqing through the 2018 Smart China Expo and build a bridge for smart development in the two cities.”

荷蘭王國駐重慶總領(lǐng)事館商務(wù)官員陳俊亦、荷蘭橙色體育組織創(chuàng)始人卡米爾:把荷蘭的智能制造、智能體育創(chuàng)新技術(shù)帶到重慶

在智博會新聞中心會客廳，荷蘭王國駐重慶總領(lǐng)事館商務(wù)官員陳俊亦、荷蘭橙色體育組織創(chuàng)始人卡米爾，就與重慶在智慧產(chǎn)業(yè)方面的合作、智能體育等問題與記者進行了交流。

荷蘭王國駐重慶總領(lǐng)事館商務(wù)官員陳俊亦表示，重慶與荷蘭在智慧科技、智能制造方面已經(jīng)展開了多項合作，目前荷蘭落戶在重慶的殼牌、飛利浦照明等五六家企業(yè)在各自的領(lǐng)域中都有很多科技創(chuàng)新。荷蘭政府鼓勵荷蘭科技研發(fā)企業(yè)與重慶企業(yè)開展合作，尤其在汽車技術(shù)領(lǐng)域開展合作，“總部位于荷蘭的、全球著名半導(dǎo)體生產(chǎn)企業(yè)恩智浦公司，目前就與長安汽車在無人駕駛方面開展合作?！?/p>

此次在智博會進行全球首發(fā)的WE P A R K（數(shù)字化快樂運動體育公園）項目，就是快樂運動中國計劃與荷蘭機構(gòu)在智能體育領(lǐng)域開展合作取得的成果，其集智能足球場、兒童體能管理于一體，將讓更多的孩子和成年人體會到智能體育的樂趣。

英國威爾士斯旺西大學(xué)納米健康中心主任歐文·蓋依則針對智能技術(shù)給人類健康帶來的好處做了介紹?！八雇鞔髮W(xué)納米健康中心主要利用納米技術(shù)解決醫(yī)療方面的問題，目前的重點工作放在傳感器、組織工程學(xué)、納米技術(shù)等方面的研究。例如用平臺傳感器技術(shù)監(jiān)測人體生物指標，預(yù)測和診斷例如心臟病、老年癡呆癥等疾??；中心正在進行微針技術(shù)的臨床人體試驗，未來將不再需要抽血、血檢等侵入身體，就可以持續(xù)性地觀測到生命健康指標……”

Director of the Nano Health Center at University of Wales Swansea, Wales, UK, Owen Gay describes the benefits of smart technology for human health. “Nano Health Center at University of Wales Swansea mainly makes use of nanotechnology to solve medical problems. The current work focuses on sensors, tissue engineering, nanotechnology, etc. Platform sensor technology is used to monitor human biological indicators, predict and diagnosis diseases such as heart disease and Senile Dementia. The center is conducting clinical human trials of micro-needle technology, and in the future, life-health indicators can be continuously observed with drawing blood and blood tests no longer invading the body...”

Currently, the Nano Health Center at University of Wales Swansea has partnered with Chongqing University to develop a sensor project to monitor biomarkers for liver disease. During the 2018 Smart China Expo, they have displayed the application of process design and technology to inform the audience about nanotechnology with combining the exhibition stand of Welsh government and the equipment of the Nano Health Center in their partner Wales STPS Scientific and Technical Corporation in China.

Wales STPS Scientific and Technical Corporation from UK is a supplier of global semiconductor and microelectronic device manufacturing companies with more than 30 years of history. The company representative Lin Yingjie has told reporters that Wales is an important UK local friendly partner of Chongqing. 美國國家材料與制造委員會主席王緒斌：重視制造業(yè)，其產(chǎn)生的財富能夠分配到整個產(chǎn)業(yè)鏈

來自重慶工港致慧增材制造技術(shù)研究院的專家王緒斌，同時也是美國佐治亞理工學(xué)院首席制造執(zhí)行長、制造研究院院長，美國國家材料與制造委員會現(xiàn)任主席，工業(yè)4.0及先進制造技術(shù)路線圖制定人（美方代表），美國先進制造伙伴第一屆大會的共同主席。

在王緒斌看來，機器人和智能制造不會對人們的就業(yè)造成阻礙。通過工業(yè)1.0、工業(yè)2.0、工業(yè)3.0等發(fā)展過程可以看出，雖然隨著技術(shù)的進步，使得一些傳統(tǒng)職業(yè)消失了，但同時也會誕生出很多新的職業(yè)?！岸倚碌穆殬I(yè)所能創(chuàng)造的價值更高。”王緒斌還特別強調(diào)制造業(yè)的重要性，“制造業(yè)是每一個國家都應(yīng)該重視的行業(yè)，制造業(yè)產(chǎn)生的財富能夠分配到整個產(chǎn)業(yè)鏈，不能被忽略掉。實體經(jīng)濟和數(shù)字經(jīng)濟結(jié)合在一起是未來的方向，誰能先完成這個融合發(fā)展的過程，誰就能在以后的市場上取得主動權(quán)?！?/p>
