On September 7， 2013， Chinese President Xi Jinping delivered a speech during his visit to Kazakhstan， saying that with the rapid development of Chinas relations with Eurasian countries over the past 20 years， the ancient Silk Road was gaining new vitality. “To deepen economic ties with Eurasian countries， I propose that we work together to build a Silk Road Economic Belt.”

About one month later， Xi addressed the Indonesian Parliament. In the speech， he said Southeast Asia has been an important hub along the Maritime Silk Road since ancient times. “China is ready to work with the Association of Southeast Asian Nations （ASEAN） to promote maritime cooperation and build a 21st Century Maritime Silk Road，” he said.

They were then developed into the Belt and Road Initiative. Despite being proposed by China， it is never a platform for Chinas “one-man show，”but an open and inclusive mechanism. Chinas reform and opening-up started from international cooperation. As an upgraded version of it， noted Le Yucheng， the vice minister of foreign affairs， the Belt and Road Initiative is launched for upgraded international cooperation.

From Chinas perspective， this upgraded version is also the extension of the going global strategy for Chinese enterprises. For the international community， it is about economic development. In both cases， the initiative focuses on economic development and cooperation. The key to its sustainable and sound development lies in whether economic principles and laws are well observed.

Private Enterprises Key to National Economy

In the past 40 years since its reform and opening-up， China has undergone unprecedented changes. Facts have shown that the private economy has been invigorated， and contributed hugely to the prosperity of China.

The year of 2017 witnessed tangible benefits brought to Chinese people thanks to the medical care reform. The National Health Commission made comprehensive reforms in public hospitals， including requiring hospitals to phase out surcharges on drugs.

Great headways have been made in building a hierarchical medical treatment system to direct medical resources to primary levels.
