重慶正積極嘗試拓展開放通道、打造引領(lǐng)性開放平臺、發(fā)展開放型經(jīng)濟、打造開放環(huán)境以推動全方位開放。全球化格局深度調(diào)整、區(qū)域發(fā)展重大戰(zhàn)略布局、出海出境大通道建設(shè)、新經(jīng)濟新業(yè)態(tài)發(fā)展，將為重慶促進外貿(mào)外資發(fā)展帶來重大戰(zhàn)略機遇。

4月9日，由重慶市政府、中國歐盟商會共同主辦，重慶市商務(wù)委、中國歐盟商會西南分會承辦的“重慶市助力外資企業(yè)復(fù)工復(fù)產(chǎn)暨招商引資政策宣講會”在市商務(wù)委通過視頻連線的方式舉行。與會嘉賓熱議重慶發(fā)展機遇，對未來合作充滿信心。

重慶市政府副市長李波、中國歐盟商會主席伍德克出席視頻會，市發(fā)展改革委、市財政局、市經(jīng)濟信息委、江北區(qū)、沙坪壩區(qū)等市級部門及區(qū)縣平臺相關(guān)負責(zé)人，以及中國歐盟商會111家會員企業(yè)代表近200人參加會議。

李波介紹，目前，重慶新冠肺炎疫情防控形勢持續(xù)向好、生產(chǎn)生活秩序加快恢復(fù)。習(xí)近平總書記對重慶提出“兩點”定位、“兩地”“兩高”目標(biāo)和發(fā)揮“三個作用”的要求，開放型經(jīng)濟在推動重慶經(jīng)濟高質(zhì)量發(fā)展中發(fā)揮重要作用。李波表示，全球化格局深度調(diào)整、區(qū)域發(fā)展重大戰(zhàn)略布局、出海出境大通道建設(shè)、新經(jīng)濟新業(yè)態(tài)發(fā)展，為重慶促進外貿(mào)外資發(fā)展帶來了重大戰(zhàn)略機遇。重慶將以百倍的信心，推動重慶內(nèi)陸開放高地建設(shè)取得新發(fā)展，歡迎更多中國歐盟商會的會員企業(yè)來渝投資展業(yè)，重慶市將提供精準(zhǔn)和優(yōu)質(zhì)的服務(wù)，攜手共進、互利共贏。

“在國內(nèi)國際新冠肺炎疫情先后暴發(fā)的時期，中國歐盟商會及會員企業(yè)始終積極作為，調(diào)配捐贈醫(yī)療物資協(xié)助抗擊疫情?！蔽榈驴吮硎荆浅８兄x中國政府包括地方政府向暴發(fā)疫情的歐盟國家提供醫(yī)療物資援助，充分肯定重慶市政府為幫助外資企業(yè)復(fù)工復(fù)產(chǎn)所作出的努力及取得的成效。他表示，“危機時刻既是挑戰(zhàn)也是機遇。盡管全球疫情持續(xù)蔓延，全球經(jīng)濟遭受巨大沖擊，但歐盟商會及會員企業(yè)仍然對中國以及重慶未來發(fā)展充滿信心?！?/p>

市商務(wù)委介紹，2019年重慶開放型經(jīng)濟發(fā)展成績不俗，為貫徹落實陳敏爾書記在全市外資外貿(mào)企業(yè)發(fā)展座談議上提出的“七保七穩(wěn)”工作總要求，重慶市在疫情防控指導(dǎo)、扶持政策研究、企業(yè)復(fù)工復(fù)產(chǎn)、投資服務(wù)、投資權(quán)益保障等方面積極作為，成效突出。希望外資企業(yè)能抓住重慶恢復(fù)經(jīng)濟發(fā)展的政策機遇、成渝地區(qū)雙城經(jīng)濟圈建設(shè)的戰(zhàn)略機遇和疫情催生的市場機遇，進一步加大在渝投資力度，深化戰(zhàn)略合作，推動投資合作取得新的更大成果。

會上，中國歐盟商會西南分會主席保羅及副主席多米，均肯定了重慶市政府抗擊疫情及助力外資企業(yè)復(fù)工復(fù)產(chǎn)所得取得的成效，高度評價此次會議的必要性及重要性。

兩江新區(qū)、高新區(qū)、重慶經(jīng)開區(qū)分別作了推介發(fā)言，參會企業(yè)與相關(guān)市級部門就復(fù)工復(fù)產(chǎn)扶持政策、招商引資政策等問題實時互動、深入交流。本次會議反響熱烈，與會企業(yè)均表示借此機會建立了聯(lián)系、掌握了情況、提振了信心。

Chongqing is now actively advancing all-round opening-up by expanding opening-up channels， building leading opening-up platforms， developing an open economy and creating an open environment. With the landscape of globalization facing profound adjustments， major regional development strategies being deployed， the corridors connecting Chongqing to the sea and the world being constructed， and new economy and businesses being developed， Chongqing will embrace major strategic opportunities to grow its foreign trade and investment.

On April 9， jointly hosted by the Chongqing Municipal Government and the European Union Chamber of Commerce in China， and organized by Chongqing Municipal Commission of Commerce and European Chamber Southwest China Chapter， the Webinar on Measures to Support Foreign Enterprises to Resume Work & Production and Policies for Investment Promotion was held at Chongqing Municipal Commission of Commerce. Participants of the webinar had discussions over Chongqing's development opportunities and expressed full confidence in future cooperation.

Li Bo， vice mayor of Chongqing Municipal Government， Joerg Wuttke， president of European Union Chamber of Commerce in China， together with about 200 representatives from 111 member enterprises of the Chamber， and executives of relevant municipal departments and counties such as the Chongqing Municipal Development and Reform Commission， the Municipal Finance Bureau， the Municipal Economic and IT Commission， Jiangbei District， Shapingba District， attended the webinar.

The Municipal Commission of Commerce introduced， the development of open economy in Chongqing had achieved good results in 2019. In order to implement the general requirements of "Seven Guarantees and Seven Stabilities" put forward by Secretary Chen Miner at the Chongqing's Foreign Investment and Trade Development Meeting， Chongqing has acted proactively and achieved outstanding results in offering guidance on epidemic prevention and control， studying support policies， resuming work and production， providing investment services， and protecting investment rights and interests. It is hoped that foreign capital enterprises would seize the opportunities presented by Chongqings favorable policies on the resumption of economic development and Chengdu-Chongqing Economic Circle， and the market opportunities triggered by the epidemic， to further increase investment in Chongqing and deepen strategic cooperation to achieve greater results.

Paul Sives， chairman and Dominik Widmer， vice-chairman of European Chamber Southwest China Chapter， both expressed their recognition of the achievements made by the Chongqing Municipal Government in fighting the epidemic and assisting foreign capital enterprises to resume production， and spoke highly of the necessity and importance of the webinar.

Liangjiang New Area， Chongqing High-tech Industry Development Zone and Chongqing Economic and Technological Development Zone made presentations respectively. Participating enterprises and relevant municipal departments had in-depth exchanges on issues such as policies to support the resumption of work&production and policies to attract foreign investment. The webinar was well received and participating enterprises said they had taken this opportunity to establish contacts， get information about the current situation and it also helped boost their confidence.
