中共重慶市委五屆十一次全會召開

2021年11月29日，中國共產(chǎn)黨重慶市第五屆委員會第十一次全體會議召開。全會的主要任務(wù)是，全面貫徹習(xí)近平新時代中國特色社會主義思想，深入學(xué)習(xí)貫徹黨的十九屆六中全會精神，進(jìn)一步增強“四個意識”、堅定“四個自信”、做到“兩個維護(hù)”，始終堅持和加強黨的全面領(lǐng)導(dǎo)，大力弘揚偉大建黨精神，團(tuán)結(jié)帶領(lǐng)全市人民以史為鑒、開創(chuàng)未來，更好地把習(xí)近平總書記殷殷囑托全面落實在重慶大地上，確保實現(xiàn)“十四五”良好開局，開啟重慶社會主義現(xiàn)代化建設(shè)新征程，以優(yōu)異成績迎接黨的二十大召開。

全會聽取和討論了市委書記陳敏爾受市委常委會委托作的市委五屆九次全會以來工作報告和抓黨建工作報告，審議通過了《中共重慶市委關(guān)于深入學(xué)習(xí)宣傳貫徹黨的十九屆六中全會精神的決定》和全會決議，審議通過了《關(guān)于召開中國共產(chǎn)黨重慶市第六次代表大會的決議》。市委副書記、市長唐良智就《中共重慶市委關(guān)于深入學(xué)習(xí)宣傳貫徹黨的十九屆六中全會精神的決定（討論稿）》，市委常委、組織部部長彭金輝就《關(guān)于召開中國共產(chǎn)黨重慶市第六次代表大會的決議（討論稿）》向全會作了說明。

全會號召，全市上下要更加緊密地團(tuán)結(jié)在以習(xí)近平同志為核心的黨中央周圍，全面貫徹習(xí)近平新時代中國特色社會主義思想，以史為鑒、開創(chuàng)未來，埋頭苦干、勇毅前行，共同走好新的趕考之路，奮力譜寫重慶高質(zhì)量發(fā)展高品質(zhì)生活新篇章，以優(yōu)異成績迎接黨的二十大和市第六次黨代會召開。

On November 29， 2021， the eleventh plenary session of the 5th CPC Chongqing Committee was held. The main task of the plenary session is to thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era， deeply study and implement the guidelines of the sixth plenary session of the 19th CPC Central Committee， further enhance the "Four Consciousness"， strengthen the "Four-sphere Confidence"， realize the "Two Upholds"， adhere to and reinforce the Party's comprehensive leadership， vigorously carry forward the great Party building spirit， unite and lead the people of the whole city to draw lessons from history and create the future， so as to better implement general secretary Xi Jinping's earnest instructions in Chongqing， ensure a good start of the “14th Five-Year Plan”， kick off a new journey of the city's socialist modernization， and welcome the 20th National Congress of the Communist Party of China with remarkable achievements.

The plenary session heard and discussed the work report since the ninth plenary session of the 5th CPC Chongqing Committee and the work report on Party building delivered by Chen Min'er as well as deliberated and approved the Decision of the CPC Chongqing Committee on In-depth Study， Publicity and Implementation of the Guidelines of the Sixth Plenary Session of the 19th CPC Central Committee and plenary resolutions， as well as the Resolution on Convening the Sixth Chongqing Congress of the Communist Party of China. Tang Liangzhi， deputy secretary of the CPC Chongqing Committee and mayor， explained the Decision of the CPC Chongqing Committee on In-depth Study， Publicity and Implementation of the Guidelines of the Sixth Plenary Session of the 19th CPC Central Committee （Discussion Draft）， and Peng Jinhui， member of the Standing Committee of the CPC Chongqing Committee and director of the Organization Department， explained the Resolution on Convening the Sixth Chongqing Congress of the Communist Party of China （Discussion Draft）.

It was called on in the plenary that the entire city should unite more closely to the CPC Central Committee with Comrade Xi Jinping at its core， thoroughly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era， draw lessons from history， create the future， work hard and press forward bravely， blaze a new path amid tests， strive to compose a new chapter in Chongqing's high-quality development and high-quality life， and welcome the 20th National Congress of the Communist Party of China and the sixth Chongqing Congress of the Party with outstanding achievements.

重慶入選營商環(huán)境創(chuàng)新試點城市

國務(wù)院11月25日印發(fā)《關(guān)于開展?fàn)I商環(huán)境創(chuàng)新試點工作的意見》，部署在北京、上海、重慶、杭州、廣州、深圳6個城市開展?fàn)I商環(huán)境創(chuàng)新試點，聚焦市場主體關(guān)切，加快打造市場化法治化國際化的一流營商環(huán)境，更大力度利企便民。

On November 25， the State Council printed and issued the Opinions on Unfolding the Pilot Work of Business Environment Innovation， deploying pilot work of business environment innovation in six cities： Beijing， Shanghai， Chongqing， Hangzhou， Guangzhou and Shenzhen， addressing the concerns of market entities， expediting the creation of a market-oriented， legal and international first-class business environment， and making greater efforts to benefit enterprises and facilitate the people.

重慶獲“廣州國際城市創(chuàng)新獎”

第五屆廣州國際城市創(chuàng)新獎頒獎典禮暨2021年全球市長論壇及世界大都市協(xié)會第十三屆世界大會閉幕式11月12日在廣州舉行。重慶從60個國家和地區(qū)的175個城市中脫穎而出，憑借“處理疫情城市醫(yī)療廢棄物的應(yīng)急解決方案”案例成為中國唯一獲獎城市。同時還有黎巴嫩丹尼區(qū)、厄瓜多爾基多、奧地利維也納、塞內(nèi)加爾圣路易斯等4個城市榮獲第五屆廣州國際城市創(chuàng)新獎。

On November 12， the 5th Guangzhou International Award for Urban Innovation ceremony and the closing ceremony of the 2021 Global Mayors' Forum and the 13th Metropolis World Congress was held in Guangzhou. Chongqing stood out from 175 cities in 60 countries and regions and has become the only award-winning city in China with the case of "emergency solutions for dealing with epidemic urban medical waste". At the same time， four cities including Dally District of Lebanon， Quito of Ecuador， Vienna of Austria and St. Louis of Senegal won the 5th Guangzhou International Award for Urban Innovation.

陸海新通道中老鐵路（成渝—萬象）國際貨運班列開行

陸海新通道中老鐵路（成渝一萬象）國際貨運班列12月4日上午10點分別從重慶國際物流樞紐園區(qū)和成都國際鐵路港始發(fā)。重慶的班列主要搭載重慶堅果、摩托車配件、化工品等貨物，共58標(biāo)箱。中老鐵路于12月3日開通，開通前，重慶至老撾的貨物，陸路運輸需7至8天，陸路轉(zhuǎn)海運需30天左右。鐵路開通后時間縮短至4天左右，貨物也可借由這條鐵路轉(zhuǎn)運至泰國或者越南，降低企業(yè)運輸成本，提高貨運效率。

At 10：00 am on December 4， China-Laos Railway （Chengdu-Chongqing-Vientiane） international freight trains in New International Land-Sea Trade Corridor departed from Chongqing International Logistics Hub Park and Chengdu International Railway Port respectively. Chongqing trains mainly carried local nuts， motorcycle accessories， chemical products and other goods， with a total of 58 TEUs. The China-Laos Railway was put into service on December 3. Before its inauguration， it took 7 to 8 days to transport via land while it took 30 days to transport from land to sea. After the inauguration of the Railway， the transport time is shortened to about 4 days， and the goods could also be transferred to Thailand or Vietnam by this Railway， so as to reduce the transport cost of enterprises and improve the freight efficiency.

第十四屆中國—拉美企業(yè)家高峰會簽署18項合作協(xié)議

第十四屆中國—拉美企業(yè)家高峰會11月16日在重慶舉行。中國—拉美貿(mào)促機(jī)構(gòu)和商協(xié)會以及中拉企業(yè)共計簽署18項合作協(xié)議，涉及畜牧業(yè)、礦產(chǎn)、汽車、醫(yī)療器械等多個領(lǐng)域。中國—拉美企業(yè)家高峰會是中國首個面向拉美地區(qū)的機(jī)制性經(jīng)貿(mào)促進(jìn)平臺，于2007年11月由中國貿(mào)促會倡導(dǎo)創(chuàng)立。

On November 16， the 14th China-LAC Business Summit was held in Chongqing. A total of 18 cooperation agreements have been signed between China-LAC TPO and China-LAC enterprises， covering animal husbandry， minerals， automotive， medical equipment and other fields. As the first institutional economic and trade promotion platform for Latin America in China， China-LAC Business Summit was initiated and established by China Council for the Promotion of International Trade （CCPIT） in November 2007.

重慶推出93條冬季鄉(xiāng)村休閑旅游精品線路

2021重慶市鄉(xiāng)村休閑旅游精品線路（冬季）現(xiàn)場新聞發(fā)布會12月3日在大足十里荷棠·山灣時光荷棠寒舍舉行，共推出93條冬季精品線路，有采摘休閑體驗線路、冬季賞雪線路、民俗文化經(jīng)典線路等，為市民朋友冬季出行旅游提供多種選擇。

Chongqing launches 93 selected winter rural leisure tourism routes

On December 3， the Press Conference of 2021 Chongqing Rural Leisure Tourism Selected Routes （Winter） was held in Dazu Ten-mile Lotus Ponds · Mountain Bay Times live. A total of 93 selected winter routes were launched， including fruit-picking leisure experience routes， winter snow viewing routes， folk culture classic routes， etc.， providing multiple options for citizens to travel in winter.

酉陽車田鄉(xiāng)入選《2021年世界旅游聯(lián)盟—旅游助力鄉(xiāng)村振興案例》

世界旅游聯(lián)盟、中國國際扶貧中心和世界銀行在北京共同發(fā)布《2021世界旅游聯(lián)盟—旅游助力鄉(xiāng)村振興案例》，助推鄉(xiāng)村振興、講好中國故事、促進(jìn)全球減貧事業(yè)、實現(xiàn)可持續(xù)發(fā)展目標(biāo)。相關(guān)案例根據(jù)可量化的效果、創(chuàng)新性、可復(fù)制性、積極的社會影響、可持續(xù)性和提交材料質(zhì)量等標(biāo)準(zhǔn)，最終確定50個典型案例，覆蓋31個?。ㄗ灾螀^(qū)、直轄市）。重慶酉陽車田鄉(xiāng)憑借“規(guī)劃發(fā)動、示范帶動、文化驅(qū)動、融合聯(lián)動、改革推動”五大扶貧系統(tǒng)工程，助推脫貧攻堅，布局銜接鄉(xiāng)村振興的舉措，成為重慶市唯一入選的案例。

Chetian Township of Youyang selected into the WTA Best Practices of Rural Revitalization through Tourism 2021

The World Tourism Alliance （WTA）， the International Poverty Reduction Center in China （IPRCC） and the World Bank jointly issued the WTA Best Practices of Rural Revitalization through Tourism 2021 to help boost rural revitalization， tell China’s stories well， promote global poverty reduction and achieve sustainable development goals. According to the standards of quantifiable effect， innovation， replicability， positive social impact， sustainability and quality of submitted materials， 50 typical cases were finally determined， covering 31 provinces （autonomous regions and cities）. With five poverty alleviation system projects “initiated with planning， boosted via demonstration， driven by culture， linked with integration and promoted via reform，” Chetian Township of Youyang has advanced poverty alleviation and mapped out measures to connect with rural revitalization， becoming the only selected practice of Chongqing.
