國家主席習(xí)近平9月17日下午在北京以視頻方式出席上海合作組織成員國元首理事會第二十一次會議并發(fā)表重要講話。 本期 《中國會展》 雜志將此重要發(fā)言收錄。

各位同事！

Colleagues，

今天，上海合作組織已經(jīng)站在新的歷史起點(diǎn)上。我們應(yīng)該高舉“上海精神”旗幟，在國際關(guān)系民主化歷史潮流中把握前進(jìn)方向，在人類共同發(fā)展宏大格局中推進(jìn)自身發(fā)展，構(gòu)建更加緊密的上海合作組織命運(yùn)共同體，為世界持久和平和共同繁榮作出更大貢獻(xiàn)。為此，我提出以下建議。

The SCO has reached a new historical starting point. We should stay true to the Shanghai Spirit， keep to the right direction， follow the historical trends of promoting democracy in international relations， and pursue our own development as we pursue common development for humanity. Together， we can build a closer SCO community with a shared future and contribute even more to lasting global peace and common prosperity. To this end， I call for taking the following steps：

第一，走團(tuán)結(jié)合作之路。我們要充分利用各層級會晤機(jī)制和平臺，加強(qiáng)政策對話和溝通協(xié)調(diào)，尊重彼此合理關(guān)切，及時化解合作中出現(xiàn)的問題，共同把穩(wěn)上合組織發(fā)展方向。我們要堅定制度自信，絕不接受“教師爺”般頤指氣使的說教，堅定支持各國探索適合本國國情的發(fā)展道路和治理模式。我們要支持各自平穩(wěn)推進(jìn)國內(nèi)選舉等重要政治議程，絕不允許外部勢力以任何借口干涉地區(qū)國家內(nèi)政，把本國發(fā)展進(jìn)步的前途命運(yùn)牢牢掌握在自己手中。

First， we need to follow the journey of enhancing solidarity and cooperation. We should make the most of the meeting mechanisms and platforms at all levels， step up policy dialogue， communication and coordination， respect each others legitimate concerns and promptly resolve problems that may arise and affect our cooperation， thus keeping the SCO ona steady course of development. We should maintain firm confidence in our systems， reject condescending lecturing， and firmly support countries in exploring development paths and governance models that are compatible with their national conditions. We should support each other in steadily advancing important political agenda including domestic elections. We must never allow any external interference in the domestic affairs of countries in our region under whatever pretext. In short， we should keep the future of our countries development and progress firmly in our own hands.

應(yīng)對新冠肺炎疫情仍是當(dāng)前最緊迫的任務(wù)。我們要秉持人民至上、生命至上理念，弘揚(yáng)科學(xué)精神，深入開展國際抗疫合作，推動疫苗公平合理分配，堅決抵制病毒溯源政治化。中方從保障各國人民生命安全和身體健康出發(fā)，迄今已向100多個國家和國際組織提供將近12億劑疫苗和原液，居全球首位。中方將加緊實(shí)現(xiàn)全年向世界提供20億劑疫苗，深化同發(fā)展中國家抗疫合作，用好中方向“新冠疫苗實(shí)施計劃”捐贈的1億美元，為人類徹底戰(zhàn)勝疫情作出應(yīng)有貢獻(xiàn)。

Fighting COVID-19 remains the most pressing task facing us all. We should follow the principle of putting people and their lives first and promote the spirit of science. We need to deepen international cooperation against the virus， promote fair and equitable distribution of vaccines and firmly oppose any act of politicizing COVID-19 origins tracing. To protect the lives and health of people from around the world， China has provided close to 1.2 billion doses of finished and bulk vaccines to over 100 countries and international organizations， thus becoming the biggest vaccine provider in the world. China will step up efforts to provide a total of two billion doses to other countries in the course of this year. We will deepen anti-COVID cooperation with other developing countries， make good use of Chinas US$100 million donation to COVAX， and make our due contribution to humanitys ultimate victory over the virus.

第二，走安危共擔(dān)之路。面對復(fù)雜多變的地區(qū)安全形勢，我們要堅持共同、綜合、合作、可持續(xù)的安全觀，嚴(yán)厲打擊“東伊運(yùn)”等“三股勢力”，深化禁毒、邊防、大型活動安保合作，盡快完善本組織安全合作機(jī)制，推進(jìn)落實(shí)反極端主義公約等法律文件，加強(qiáng)各國主管部門維穩(wěn)處突能力建設(shè)。

Second， we need to follow the journey of upholding our common security. Faced with complex and fluid security dynamics in the region， we need to pursue common， comprehensive， cooperative and sustainable security， and take tough actions against terrorism， separatism and extremism， including the East Turkestan Islamic Movement. We need to strengthen cooperation on counter-narcotics， border control and security for major events， and speedily improve the SCOs security cooperation mechanism. We need to further implement the Convention on Countering Extremism and other legal instruments， and enhance the capacity of competent authorities of SCO countries to maintain stability and respond to emergencies.

阿富汗局勢已經(jīng)發(fā)生重大變化，外國軍隊(duì)撤出后，阿富汗歷史翻開了新的一頁。同時，阿富汗仍面臨諸多艱巨任務(wù)，需要國際社會特別是地區(qū)國家支持和幫助。各成員國應(yīng)該加強(qiáng)協(xié)作，用好“上海合作組織-阿富汗聯(lián)絡(luò)組”等平臺，推動阿富汗局勢平穩(wěn)過渡，引導(dǎo)阿富汗搭建廣泛包容的政治架構(gòu)，奉行穩(wěn)健溫和的內(nèi)外政策，堅決打擊一切形式的恐怖主義，同周邊國家實(shí)現(xiàn)友好相處，真正走上和平、穩(wěn)定、發(fā)展的道路。

Afghanistan has undergone drastic changes. The withdrawal of foreign troops has opened a new page in its history. But Afghanistan still faces many daunting challenges， and it needs the support and assistance of the international community， particularly countries in our region. We SCO member states need to step up coordination， make full use of platforms such as the SCO-Afghanistan Contact Group and facilitate a smooth transition in Afghanistan. We need to encourage Afghanistan to put in place a broad-based and inclusive political framework， adopt prudent and moderate domestic and foreign policies， resolutely fight all forms of terrorism， live in amity with its neighbors and truly embark on a path of peace， stability and development.ll.
