醫(yī)療信息化項目績效指標(biāo)體系設(shè)計思考

摘? 要:目的? 研究在共性指標(biāo)體系框架下的醫(yī)療信息化項目績效指標(biāo)體系設(shè)計思路,提高醫(yī)療信息化項目管理水平。方法? 以蘇州市立醫(yī)院互聯(lián)網(wǎng)醫(yī)院項目為例,分析現(xiàn)行的衛(wèi)生信息化項目的績效評估方法。結(jié)果? 醫(yī)療信息化項目有周期長、技術(shù)性強等特點,在績效評估中易單純從技術(shù)層面對其進行績效評估,忽略持續(xù)性服務(wù)能力,而造成項目評估“重建設(shè)、輕應(yīng)用、弱運維”的導(dǎo)向。結(jié)論? 給出了應(yīng)加強頂層設(shè)計、在共性指標(biāo)體系框架下加入針對性強的個性化指標(biāo)內(nèi)容、引入回頭看機制、引入專家暗訪體驗機制等建議,采取措施進行針對性的改進,來更好地實現(xiàn)醫(yī)療信息化項目的建設(shè)成效。

—Taking the Internet Hospital Project of Suzhou Municipal Hospital as an Example

Abstract: Objective? To study the design idea of medical informatization project performance index system under the framework of common index system, and to improve the management level of medical informatization project. Methods? Taking the Internet hospital project of Suzhou Municipal Hospital as an example, the current performance evaluation methods of health information projects were analyzed. Results? medical informatization projects have the characteristics of long cycle and strong technicality. In the performance evaluation, it is easy to evaluate its performance only from the technical level and ignore the continuous service ability, resulting in the guidance of "emphasizing construction, neglecting application and weak operation and maintenance" in the project evaluation. Conclusion, It is suggested that we should strengthen the top-level design, add targeted personalized index content under the framework of common index system, introduce look back mechanism and expert unannounced visit experience mechanism, and take measures for targeted improvement to better realize the construction effect of medical informatization project.

現(xiàn)如今,信息化項目績效評估已成為政府績效評估中的重要組成部分[1]。信息化項目績效評估一方面作為實現(xiàn)信息化項目戰(zhàn)略目標(biāo)的管理手段,能夠指引信息化項目建設(shè)的方向,改善政府治理水平;另一方面也將提高政務(wù)產(chǎn)出質(zhì)量,獲取公民支持與信任[2]。

近年來,國家不斷加大對醫(yī)療衛(wèi)生的投入,尤其是醫(yī)療信息化項目。醫(yī)療信息化項目作為提供公共醫(yī)療衛(wèi)生信息服務(wù)的基礎(chǔ)設(shè)施,往往具有項目的資金投入較大,整體建設(shè)工期長,過程環(huán)節(jié)復(fù)雜,效果反應(yīng)滯后等特點,而且一個項目往往參與實施的廠家較多。無論是工程實施過程的規(guī)范性、資金配置的有效性、項目管理的健全性、竣工使用的效果性以及配套的長效機制等都存在諸多問題[3]。如何能讓醫(yī)療信息化項目在建成后發(fā)揮出真正的內(nèi)在價值,將數(shù)據(jù)更好地取之于民,用之于民,項目的績效評價是個重要的抓手,而對績效評價的指標(biāo)設(shè)計則是首要大事。
