中國(guó)每年舉行的全國(guó)兩會(huì)具有重大的國(guó)際意義，全國(guó)兩會(huì)是世界了解中國(guó)的窗口，也是中國(guó)向世界展示自己的重大時(shí)刻。全國(guó)兩會(huì)所取得的成果不僅關(guān)乎中國(guó)，也關(guān)系到全球發(fā)展，中國(guó)的繁榮進(jìn)步將為世界經(jīng)濟(jì)發(fā)展作出貢獻(xiàn)。

我有著一張外國(guó)面孔，我是外國(guó)人，但我不是外人，已在中國(guó)生活、工作了16年。中國(guó)發(fā)展迅速，我不僅參與其中，也從中感到了中華民族的復(fù)興。每年的全國(guó)兩會(huì)，我會(huì)和中國(guó)普通民眾一樣，關(guān)注那些與生活有保障、日子有奔頭有關(guān)的話題。今年我關(guān)注的是民生、教育、持續(xù)開放。

China’s annual Two Sessions (NPC &CPPCC,i.e.,National People’s Congress and Chinese People’s Political Consultative Conference) is of great international significance.Two Sessions are a window for the world to learn more about China and a significant moment for China to present itself to the world.The achievements of Two Sessions are not only related to China but also to global development.China’s prosperity and progress will contribute to the world’s economic growth.

With an unfamiliar face,I am a foreigner but not an outsider.Having lived and worked in China for 16 years,I have participated in and felt the rejuvenation of the Chinese nation with its rapid development.During Two Sessions,I always focus on topics closely linked to a guaranteed life and a promising future,just like the general public in China.I focus on people’s livelihood,education and sustainable opening up this year.

人民幸福安康是推動(dòng)高質(zhì)量發(fā)展的最終目的

此次全國(guó)兩會(huì)期間習(xí)近平主席在參加十四屆全國(guó)人大一次會(huì)議江蘇代表團(tuán)審議時(shí)強(qiáng)調(diào)，必須以滿足人民日益增長(zhǎng)的美好生活需要為出發(fā)點(diǎn)和落腳點(diǎn)，把發(fā)展成果不斷轉(zhuǎn)化為生活品質(zhì)，不斷增加人民群眾的獲得感、幸福感、安全感。我親歷了新時(shí)代以來(lái)這十年中國(guó)的偉大變革，包括全面建成小康社會(huì)，全國(guó)近一億貧困人口擺脫絕對(duì)貧困以及改善生態(tài)環(huán)境、醫(yī)療衛(wèi)生和通信條件等。美育精神也作為人民美好生活的需要在發(fā)生變化，作為藝術(shù)教育工作者，我見證了近十年中國(guó)高等藝術(shù)教育的蓬勃發(fā)展。中國(guó)政府發(fā)布的關(guān)于藝術(shù)教育和素質(zhì)教育的文件促進(jìn)了藝術(shù)教育更大規(guī)模地發(fā)展，使藝術(shù)教育呈現(xiàn)出向更廣泛、更普及拓展的趨勢(shì)。這種惠及大眾的審美教育的發(fā)展，促進(jìn)了人文素養(yǎng)教育的發(fā)展，這些美育教育的精神及成果已經(jīng)作用在民眾生活和工作的方方面面，有著不可替代的作用。這些年中國(guó)人民煥發(fā)出的踔厲奮發(fā)及主動(dòng)精神，不斷把對(duì)美好生活的向往變成現(xiàn)實(shí)。

The happiness and well-being of the people are the ultimate goals of promoting high-quality development

During Two Sessions this year,when attending the deliberation of the Jiangsu delegation at the first session of the 14th National People’s Congress,President Xi Jinping stressed that we must make meeting the people’s ever-growing expectation for a better life the starting point and goal,transform the development outcomes into the quality of life,and continuously strengthen the people’s sense of gain,happiness,and security.I have witnessed significant changes in China this decade since the new era,including building a moderately prosperous society in all respects,lifting nearly 100 million people out of absolute poverty,improving the ecological environment,health care and communication conditions,etc.The spirit of aesthetic education is also changing as people expect a better life.As an art educator,I have witnessed the vigorous development of China’s higher art education in the past decade.The documents issued by the Chinese govermment on art education and quality education have promoted the development of art education on a larger scale,showing the trend of expanding art education to a broader and more popular perspective.Aesthetic benefiting the general public has improved the development of humane attainment education.The spirit and achievements of this aesthetic education have played an irreplaceable role in all aspects of the public’s life and work.Over the years,the proactive nature of forging ahead with enterprise and the grit of the Chinese people have continued to turn expectations for a better life into reality.

中國(guó)始終堅(jiān)持高水平對(duì)外開放

今年的全國(guó)兩會(huì)要求推動(dòng)高質(zhì)量共建“一帶一路”，促進(jìn)各領(lǐng)域交流合作不斷深化。2013年，習(xí)近平主席著眼人類前途命運(yùn)及中國(guó)和世界發(fā)展大勢(shì)，提出“一帶一路”倡議，今年是該倡議提出十周年。在過(guò)去的十年里，“一帶一路”已成為近年來(lái)規(guī)模最大、范圍最廣的國(guó)際合作平臺(tái)，為構(gòu)建全球伙伴關(guān)系提供了一條團(tuán)結(jié)之路。中國(guó)在國(guó)際合作上不斷開辟新路徑，為世界經(jīng)濟(jì)發(fā)展提供新機(jī)遇。作為文藝教育工作者，我也親歷了“一帶一路”共建下的中國(guó)與歐洲音樂(lè)文化交流與互鑒，感受到“一帶一路”倡議帶來(lái)的很多變化。音樂(lè)教育在“促進(jìn)民心相通，提供人才支撐”方面具有獨(dú)特優(yōu)勢(shì)和重要價(jià)值，2017年，在中國(guó)教育部國(guó)際司支持下，中央音樂(lè)學(xué)院發(fā)起“一帶一路”沿線國(guó)家音樂(lè)教育聯(lián)盟，至今聯(lián)盟成員已增至61個(gè)，取得了豐碩的成果。例如，開展了多樣化的“一帶一路”音樂(lè)教育交流與演出，創(chuàng)作并演出了一批“一帶一路”原創(chuàng)音樂(lè)作品，組織開展了多個(gè)“一帶一路”音樂(lè)和音樂(lè)教育研究課題，等等?！耙粠б宦贰币魳?lè)教育聯(lián)盟的成立，就是在音樂(lè)領(lǐng)域促進(jìn)交流、促進(jìn)發(fā)展、促進(jìn)互相理解，在不同的音樂(lè)文化間搭建起互相溝通的橋梁，匯聚各方力量，為推動(dòng)區(qū)域教育開放、交流、融合提供了契機(jī)，建立了可持續(xù)的交流合作長(zhǎng)效機(jī)制，實(shí)現(xiàn)了沿線國(guó)家共同發(fā)展。“一帶一路”倡議中各個(gè)領(lǐng)域取得的成果，說(shuō)明世界上大多數(shù)國(guó)家積極認(rèn)可中國(guó)夢(mèng)，愿意加深對(duì)中國(guó)的了解，并在本國(guó)發(fā)展中借鑒中國(guó)經(jīng)驗(yàn)，從而構(gòu)建人類命運(yùn)共同體。

China always promotes a high-standard opening up

During Two Sessions this year,focusing on promoting the high-quality co-construction of Belt and Road and deepening the exchanges and cooperation in various fields.In 2013,President Xi Jinping proposed Belt and Road Initiative with an eye on the future and destiny of humankind and the development trend of China and the world.This year marks the 10thanniversary of the initiative.Over the past decade,Belt and Road Initiative has become the largest and most comprehensive international cooperation platform in recent years,providing a path of solidarity for building global partnerships.China has continuously opened up new directions in international cooperation,providing new opportunities for world economic development.As a literary and artistic educator,I have experienced the musical and cultural exchanges and mutual appreciation between China and Europe under the Belt and Road Initiative and have felt many changes brought by the initiative.Music education has unique advantages and essential value in “promoting people-to-people exchanges and providing talent support”.In 2017,under the support of the International Division of the Ministry of Education,the Music Education Alliance across the “Belt and Road”was launched by the Central Conservatory of Music,its member has increased to 61,achieving fruitful results.For example,diversified exchanges and performances of Belt and Road music education have been carried out;several original Belt and Road music works have been created and performed;lots of Belt and Road music education research topics have been organized and implemented.The establishment of the Music Education Alliance across the “Belt and Road” promotes exchanges,development,and mutual understanding in the field of music,builds communication bridges among different music cultures and gathers all forces.It is an opportunity to promote regional education’s opening,exchange,and integration and establish a sustainable long-term mechanism of exchanges and cooperation for countries’joint development along the road.The achievements of the initiative in various fields show that most countries actively recognize the Chinese Dream and are willing to deepen their understanding of China and learn from China’s experience in their development,thus building a community with a shared future for humankind.

加快建設(shè)高質(zhì)量教育體系

習(xí)近平主席強(qiáng)調(diào)，堅(jiān)持以人民為中心發(fā)展教育，加快建設(shè)高質(zhì)量教育體系，發(fā)展素質(zhì)教育，促進(jìn)教育公平。作為文藝教育工作者，這和我長(zhǎng)期在中國(guó)工作中的所見所感是一致的。2019年，根據(jù)社會(huì)發(fā)展、科技發(fā)展趨勢(shì)，中央音樂(lè)學(xué)院在原有音樂(lè)科技基礎(chǔ)上，創(chuàng)新提出音樂(lè)和人工智能融合，與一批全國(guó)頂尖人工智能專家合作，創(chuàng)建了“音樂(lè)人工智能與音樂(lè)信息科技學(xué)科”。2021年，中央音樂(lè)學(xué)院與中國(guó)人工智能學(xué)會(huì)聯(lián)合主辦世界音樂(lè)人工智能大會(huì)，大會(huì)匯聚了全球音樂(lè)人工智能頂尖專家；2022年，中央音樂(lè)學(xué)院人工智能系兩篇論文被國(guó)際音樂(lè)信息檢索頂級(jí)會(huì)議ISMIR 2022錄用。智能時(shí)代，教育要與科技發(fā)展進(jìn)步同行同向，加快建設(shè)高質(zhì)量教育體系，這一系列成果正體現(xiàn)了“守正創(chuàng)新”，一方面守住中國(guó)的傳統(tǒng)與文化的根脈，讓帶有中國(guó)基因的傳統(tǒng)文化根植在所有人心中；另一方面又敢于去創(chuàng)新，在堅(jiān)守文化內(nèi)核基礎(chǔ)上前進(jìn)與發(fā)展，與時(shí)俱進(jìn)，吸收外來(lái)優(yōu)秀文化，面向未來(lái)。

我真切地感受到中國(guó)高質(zhì)量發(fā)展的速度，令人贊嘆！中國(guó)政府對(duì)于社會(huì)各個(gè)領(lǐng)域的開放與發(fā)展、政策與支持、交流與融合，都為國(guó)內(nèi)外人士提供了精彩紛呈且多元的舞臺(tái)！同時(shí)，我也相信新征程上的中國(guó)，將同世界分享更多發(fā)展機(jī)遇，向著美好未來(lái)踔厲奮發(fā)！

Move faster to build a high-quality education system

President Xi Jinping stressed that we would continue to follow a people-centered approach to developing education and move faster to build a high-quality educational system.we would develop quality education and promote equality in education.As a literary and artistic educator,it is consistent with what I have seen and felt in my long-term work in China.In 2019,according to the development of society and the development trend of science and technology,the Central Conservatory of Music innovatively proposed the integration of music and artificial intelligence (AI) based on original music technology.It cooperated with a group of top AI experts in China to create the discipline of Music AI and Information Technology.In 2021,the Central Conservatory of Music and the Chinese Association for Artificial Intelligence co-hosted the Summit on Music Intelligence,bringing together the top music AI experts worldwide.In 2022,two papers from the Department of AI of the Central Conservatory of Music were published by ISMIR 2022,the leading conference of international retrieval.In the age of intelligence,we should go together with the development and progress of science and technology.This series of achievements embody “uphold fundamental principles and break new ground.” On the one hand,we should keep the roots of Chinese tradition and culture,letting the traditional culture with China genes rooted in everyone’s hearts;on the other hand,we should dare to innovate,advance and develop based on adhering to the culture core,keep pace with the times,absorb what is best and face the future.

I sincerely feel the speed of China’s high-quality development is unique! The Chinese government’s opening and development,policies and support,exchanges and integration in all areas of society have provided outstanding and diverse stages for people at home and abroad! I believe that China,on its new journey,will share more development opportunities with the world and forge a better future with enterprise and fortitude!
