10月19日至29日，市委副書(shū)記、市長(zhǎng)胡衡華率市政府代表團(tuán)訪問(wèn)墨西哥、哥倫比亞和巴西，落實(shí)共建“一帶一路”倡議，分享現(xiàn)代化新重慶建設(shè)機(jī)遇，深化重慶與拉美地方交往和經(jīng)貿(mào)文化合作，為推動(dòng)新時(shí)代中拉關(guān)系行穩(wěn)致遠(yuǎn)貢獻(xiàn)重慶力量。

出訪期間，代表團(tuán)分別會(huì)見(jiàn)了墨西哥外交部、哥倫比亞外交部和墨西哥城、波哥大市、圣保羅州、里約熱內(nèi)盧市政府官員，與政商學(xué)界人士廣泛交流，系統(tǒng)推介新時(shí)代新征程新重慶的發(fā)展藍(lán)圖，探討深化合作事宜。胡衡華說(shuō)，當(dāng)前，重慶正全面貫徹習(xí)近平主席重要指示精神和中共二十大精神，緊扣現(xiàn)代化新重慶建設(shè)目標(biāo)，扎實(shí)推動(dòng)成渝地區(qū)雙城經(jīng)濟(jì)圈、陸海新通道等國(guó)家戰(zhàn)略落地實(shí)施，加快建設(shè)國(guó)家重要先進(jìn)制造業(yè)中心、西部金融中心、國(guó)際消費(fèi)中心城市和國(guó)際性綜合交通樞紐城市，經(jīng)濟(jì)持續(xù)回升向好，高質(zhì)量發(fā)展邁出堅(jiān)實(shí)步伐。重慶愿同墨西哥、哥倫比亞、巴西等拉美國(guó)家共享現(xiàn)代化建設(shè)機(jī)遇，擴(kuò)大各層面交流交往，加強(qiáng)產(chǎn)業(yè)對(duì)接、創(chuàng)新協(xié)同、貿(mào)易合作、文化往來(lái)，攜手譜寫(xiě)新時(shí)代合作共贏新篇章。

推動(dòng)產(chǎn)業(yè)協(xié)作和經(jīng)貿(mào)對(duì)接是此次訪問(wèn)的一項(xiàng)重要內(nèi)容。胡衡華先后出席中國(guó)（重慶）—墨西哥投資貿(mào)易合作推介會(huì)、中國(guó)（重慶）—哥倫比亞新能源汽車國(guó)際合作論壇和中國(guó)（重慶）—巴西投資貿(mào)易合作推介會(huì)，參加長(zhǎng)安汽車、賽力斯汽車品牌推廣活動(dòng)，考察了墨西哥、巴西食品加工等領(lǐng)域的世界500強(qiáng)企業(yè)，重點(diǎn)推進(jìn)智能網(wǎng)聯(lián)新能源汽車、食品及農(nóng)產(chǎn)品加工等產(chǎn)業(yè)合作。3場(chǎng)投資貿(mào)易推介活動(dòng)，吸引600多家中外企業(yè)參與，促成21個(gè)項(xiàng)目簽約，投資貿(mào)易總金額215.3億元。重慶汽車品牌推廣活動(dòng)，推動(dòng)“渝車出?！遍_(kāi)拓拉美市場(chǎng)，長(zhǎng)安、賽力斯、睿藍(lán)等汽車企業(yè)與當(dāng)?shù)亟?jīng)銷商簽訂超過(guò)20億美元的銷售協(xié)議。

在墨西哥城和波哥大市，胡衡華分別出席了墨西哥、哥倫比亞“中國(guó)時(shí)段”項(xiàng)目簽約啟動(dòng)活動(dòng)以及墨西哥魯班工坊項(xiàng)目簽約活動(dòng)。據(jù)介紹，“中國(guó)時(shí)段”是國(guó)家對(duì)外文化交流品牌活動(dòng)“電視中國(guó)劇場(chǎng)”的子項(xiàng)目。該項(xiàng)目的啟動(dòng)，填補(bǔ)了“電視中國(guó)劇場(chǎng)”在拉美地區(qū)的空白，將更好講述中國(guó)故事、傳遞中國(guó)友誼。魯班工坊是國(guó)家職業(yè)教育國(guó)際交流品牌，墨西哥魯班工坊作為拉美地區(qū)首個(gè)魯班工坊，將有力促進(jìn)中國(guó)技術(shù)傳播、助力中國(guó)企業(yè)出海。

地方交流方面，胡衡華代表重慶市政府，分別與墨西哥城、圣保羅州簽署了友好合作諒解備忘錄，深化與兩市州在經(jīng)貿(mào)、教育、人文等各領(lǐng)域合作。胡衡華還參觀了巴西圣保羅技術(shù)研究院，考察了墨西哥、哥倫比亞、巴西的城市規(guī)劃建設(shè)治理、文化遺產(chǎn)保護(hù)、文旅融合發(fā)展等。

Hu Henghua Leading Chongqing Municipal Government Delegation to Visit Mexico， Colombia， and Brazil

From October 19 to 29， Hu Henghua， Deputy Secretary of the CPC Chongqing Municipal Committee and Mayor of the Chongqing Municipal Government， led a delegation of the municipal government to visit Mexico， Colombia， and Brazil， seeking for further Belt and Road cooperation， share opportunities brought about by building a modern new Chongqing， and deepen local exchanges， as well as trade， and economic and cultural cooperation between Chongqing and Latin America， to contribute to the steady progress of China-Latin America relations in the new era.

During the visit， the delegation met with officials from the Ministry of Foreign Affairs of Mexico， the Ministry of Foreign Affairs of Colombia， and the municipal governments of Mexico City， Bogota， S?o Paulo State， and Rio de Janeiro， and exchanged views with a wide range of figures from politics， business， and academia， to present a blueprint for building a new Chongqing along a new journey in the new era in a systematic manner and discuss matters for closer cooperation. Hu Henghua noted that Chongqing is following through on President Xi Jinpings important instructions and the guiding principles of the 20th CPC National Congress. Committed to building a modern new Chongqing， the city is implementing national strategies such as the Chengdu-Chongqing Twin-Hub Mega-Region and the New International Land-Sea Trade Corridor （ILSTC）. Great efforts are being made to build an advanced manufacturing center with national importance， a financial center in Western China， an international consumption center， and an international integrated transportation hub. Its economy has maintained the momentum of recovery and growth and it is making solid progress towards high-quality development. He added that Chongqing is ready to share opportunities arising from its modernization drive with Latin American countries such as Mexico， Colombia， and Brazil， expand exchanges and contacts at all levels， enhance collaboration and connectivity among industries， promote coordinated innovation， trade cooperation， and cultural exchanges， to write a new chapter of win-win cooperation in the new era.

A key focus of the visit was to promote industrial collaboration and economic and trade matchmaking. For this purpose， Hu Henghua attended the Conference for Promoting Investment and Trade Cooperation between China （Chongqing） and Mexico， the Forum for International Cooperation on New Energy Vehicles between China （Chongqing） and Colombia， and the Conference for Promoting Investment and Trade Cooperation between China （Chongqing） and Brazil. He also joined the branding campaigns of Changan Auto and Seres Automobiles. He visited the Fortune Global 500 companies from Mexico and Brazil in food processing and other fields， focusing on pushing forward industrial cooperation in areas such as intelligent connected vehicles， new energy vehicles， and food and agro-processing. The three investment and trade promotions engaged more than 600 Chinese and overseas companies and enabled the signing of 21 projects， generating a total investment and trade volume of RMB21.53 billion. Aiming for “Made-in-Chongqing Vehicles Going Global，” the events allowed those brands to expand their presence in the Latin American market， with Changan Auto， Seres Automobiles， LIVAN Auto， and other auto companies signing sales agreements worth more than USD2 billion with local dealers.

In Mexico City and Bogota City， Hu Henghua attended the signing and launching events of the “China Time” project in Mexico and Colombia and the signing event of the Luban Workshop project in Mexico. It is learned that “China Time” is a sub-project of Chinas international cultural exchange program， “China Television Theater”. Marking the presence of “China Television Theater” in Latin America， this project serves to tell Chinese stories and carry on friendship with China in a better way. Luban Workshop is a state-level brand for international exchange in vocational education. As the first Luban Workshop in Latin America， the Mexican Luban Workshop will facilitate the dissemination of Chinese technologies and the overseas expansion of Chinese businesses.

In terms of exchanges with local partners， Hu Henghua， on behalf of the Chongqing Municipal Government， signed Memorandums of Understanding on Friendship and Cooperation with Mexico City and S?o Paulo， respectively， to deepen cooperation with the city and the state in economy and trade， education， culture， and other fields. Hu Henghua also visited the Institute of Technology of Sao Paulo， Brazil， and studied urban planning， construction and governance， cultural heritage protection， and integrated development of culture and tourism in Mexico， Colombia， and Brazil.
