10月13日,重慶全面融入共建“一帶一路”十周年成果暨藍(lán)皮書新聞發(fā)布會(huì)舉行。重慶市政府外辦副主任、新聞發(fā)言人張婭茜介紹了重慶發(fā)揮外事資源優(yōu)勢(shì),促進(jìn)共建“一帶一路”的經(jīng)驗(yàn)做法。
舉辦高規(guī)格國(guó)際會(huì)議
張婭茜表示,在共建“一帶一路”倡議框架下,重慶先后舉辦、承辦了重要國(guó)際會(huì)議50場(chǎng),其中,承辦了中國(guó)共產(chǎn)黨與世界對(duì)話會(huì)、紀(jì)念中國(guó)-東盟建立對(duì)話關(guān)系30周年特別外長(zhǎng)會(huì)等國(guó)家交辦的重要國(guó)際會(huì)議近20場(chǎng),積極爭(zhēng)取了“一帶一路”陸海聯(lián)動(dòng)發(fā)展論壇機(jī)制性在渝舉辦。
此外,重慶創(chuàng)設(shè)了智博會(huì)、西洽會(huì)、中新金融峰會(huì)、陸海新通道國(guó)際合作論壇等國(guó)際會(huì)議,日益成為對(duì)外交流合作的重要平臺(tái)。
張婭茜透露,接下來,“一帶一路”科技交流大會(huì)、川渝地區(qū)-湄公河國(guó)家地方合作論壇等重要國(guó)際會(huì)議將在重慶舉辦。
服務(wù)“請(qǐng)進(jìn)來”“走出去”
“請(qǐng)進(jìn)來”方面,重慶先后接待了新加坡總理李顯龍、柬埔寨國(guó)王西哈莫尼、老撾國(guó)家主席通倫、尼泊爾總理普拉昌達(dá)等近40位副國(guó)級(jí)以上政要來渝訪問,還邀請(qǐng)了沿線國(guó)家駐華使節(jié)、友城代表、商協(xié)會(huì)和企業(yè)代表、外媒記者到訪重慶,推動(dòng)取得了一系列合作成果。
“走出去”方面,市領(lǐng)導(dǎo)率團(tuán)出訪新加坡、斯里蘭卡、尼泊爾、泰國(guó)、白俄羅斯等國(guó)家,深化政治交往、經(jīng)貿(mào)對(duì)接、人文交流。全市各領(lǐng)域?qū)ν饨涣骱献饕踩找婊钴S,成果豐碩。
拓展國(guó)際交往朋友圈
積極吸引外國(guó)來渝設(shè)立代表機(jī)構(gòu)。截至目前,已有13個(gè)國(guó)家在渝設(shè)立總領(lǐng)館,其中包括烏拉圭、白俄羅斯、緬甸等共建“一帶一路”國(guó)家。重慶還爭(zhēng)取共建“一帶一路”國(guó)家越南來渝設(shè)立了貿(mào)易代表機(jī)構(gòu)。
積極擴(kuò)大友城交往朋友圈。重慶與共建“一帶一路”國(guó)家友好城市、友好交流城市分別增至29個(gè)和84個(gè),國(guó)際“朋友圈”越來越大。
積極培育國(guó)際交流平臺(tái)。新設(shè)立中希文明互鑒中心、中國(guó)南亞國(guó)家減貧與發(fā)展合作中心,重慶特色國(guó)際交流平臺(tái)近20個(gè)。
積極邀請(qǐng)外媒參訪報(bào)道。邀請(qǐng)共建“一帶一路”國(guó)家多批次外媒記者來渝采訪報(bào)道,講好中國(guó)故事、傳遞重慶聲音,促進(jìn)共建共享。
張婭茜表示,將以加快中西部國(guó)際交往中心建設(shè)為契機(jī),著力提升國(guó)際事務(wù)參與度、國(guó)際要素集聚度、對(duì)外交往活躍度、開放環(huán)境舒適度、城市品牌知名度,深化重慶與共建“一帶一路”國(guó)家交流合作,推進(jìn)共建“一帶一路”高質(zhì)量發(fā)展。

Chongqing Bolstering Global Ties with “Bringing-In” and “Going-Global” Initiatives
On October 13, a press conference on the achievements of Chongqings full integration into the Belt and Road Initiative over the past decade and Blue Book was held. Zhang Yaxi, Deputy Director-General and spokesperson for the Chongqing Foreign Affairs Office of the Chongqing Municipal Peoples Government, introduced the citys experience and practice in promoting the Belt and Road Initiative by capitalizing on its advantages in foreign affairs resources.
Hosting High-Level International Conferences
Zhang Yaxi highlighted that guided by the framework of the Belt and Road Initiative, Chongqing has organized and hosted 50 significant international conferences, including nearly 20 important international conferences mandated by the central government, such as The CPC in Dialogue with the World and the Special ASEAN-China Foreign Ministers Meeting in Celebration of the 30th Anniversary of Dialogue Relations. Forums, such as the Belt and Road Forum for Interconnected Land-Sea Development, have been held in Chongqing on a regular basis.
Moreover, Chongqing has initiated international events like the Smart China Expo, the Western China International Fair for Investment and Trade (WCIFIT), the China-Singapore (Chongqing) Connectivity Initiative Financial Summit, and the CCI-ILSTC International Cooperation Forum, which are increasingly becoming crucial platforms for global exchanges and collaborations.
Zhang Yaxi also disclosed that important international conferences such as the Belt and Road Conference on Science and Technology Exchange and the Sichuan-Chongqing Region & Mekong Countries Sub-National Cooperation Forum will be held in Chongqing.
Contributing to “Bringing-In” and “Going-Global” Initiatives
In terms of the “Bringing-In” initiative, Chongqing has received nearly 40 foreign dignitaries above the Vice-Ministerial level, such as Prime Minister Lee Hsien Loong of Singapore, King Norodom Sihamoni of Cambodia, President Thongloun Sisoulith of Lao PDR and Prime Minister Pushpa Kamal Dahal ‘Prachanda of Nepal. Chongqing also invited diplomatic envoys from Belt and Road partner countries and representatives of sister cities, associations and enterprises, and foreign press to visit Chongqing, witnessing fruitful cooperation achievements.
In terms of the “Going-Global” initiative, the municipal leaders have led delegations to pay visits to countries like Singapore, Sri Lanka, Nepal, Thailand, and Belarus, fostering political exchanges, economic and trade matchmaking, and cultural exchanges. The citys international exchange and cooperation in various sectors have grown more dynamic and productive.
Expanding the International Network
Chongqing has proactively encouraged other countries to set up representative offices in Chongqing. Up to now, 13 countries have set up consulates general in Chongqing, including Uruguay, Belarus, Myanmar, and other Belt and Road partner countries. With Chongqings facilitation, Vietnam, a Belt and Road partner country, has set up a trade representative office in Chongqing.
Chongqing has extensively expanded its network of sister cities. There are 29 sister cities and 84 cities with friendly cooperative relations in Belt and Road partner countries. Thus, Chongqing is having more and more friends in the world arena.
Chongqing has actively fostered platforms for international exchanges. There have been nearly 20 international exchange platforms with unique Chongqing features, such as the Center of Chinese and Greek Ancient Civilizations and the China-South Asian Countries Poverty Alleviation and Cooperative Development Center.
Chongqing has invited international media coverage. Chongqing has invited several groups of press from Belt and Road partner countries, offering them opportunities to visit and report on the city, so as to tell Chinese stories in an intriguing way, convey Chongqings voice, and promote joint contribution and shared benefits.
Zhang Yaxi said that by seizing the opportunities to speed up the development of the Center for International Exchanges in Central and Western China, Chongqing aims to improve its involvement in global affairs, attract international resources, stimulate its international engagement, enhance its opening-up environment, and boost its global visibility. All of these efforts will deepen cooperation with Belt and Road partner countries and contribute to high-quality Belt and Road cooperation.
