2024年7月，中國警察的身影第五次出現(xiàn)在了克羅地亞多個城市的街頭和機場等重要地段。中克警務(wù)聯(lián)巡隊這道克羅地亞旅游旺季的風(fēng)景線如約而至，在為中國赴克游客帶來安全感的同時，也成為創(chuàng)新中歐警務(wù)合作的成功模式。

2024年7月15日至8月15日，中國第五批赴克羅地亞聯(lián)巡警隊的8名隊員，在克羅地亞首都薩格勒布、古城杜布夫羅尼克、海濱城市扎達爾及普利特維采湖景區(qū)與克方警員聯(lián)合開展了為期一個月的聯(lián)合巡邏。此次來克聯(lián)巡的8名中國警員分別來自浙江、重慶、天津、江蘇、廣東、上海和湖北，具有豐富的基層工作經(jīng)歷和執(zhí)法經(jīng)驗，英語交流能力突出。隊員們把“平安中國”的經(jīng)驗帶到了克羅地亞，發(fā)揚“細致、精致、極致”的工作作風(fēng)，通過與克警方共同開展聯(lián)合巡邏，熱情服務(wù)中國游客；主動走訪中資企業(yè)和華人華僑聚集區(qū)，深入了解海外僑民僑胞及中資企業(yè)面臨的安全形勢和訴求，搭建克警方與在克中資企業(yè)、華人華僑的溝通渠道，廣泛開展反電詐宣傳，守護海外華人的“錢袋子”。

帶給中國游客切實的安全感

中國警察在薩格勒布巡邏的身影，讓正在薩格勒布旅游景點石門參觀的北京游客劉泓漪倍感驚喜。劉泓漪告訴記者，這是她第一次來克羅地亞旅游。她在薩格勒布的街頭遇到了中國警察，感到非常驚訝和親切，就好像在異國他鄉(xiāng)遇到了親人一樣。劉泓漪的兒子黃啟航也激動地告訴記者，在異國他鄉(xiāng)看到中國警察巡邏，感到非常有安全感，同時也感到非常自豪，因為有強大祖國為中國游客提供堅強后盾。

正在薩格勒布議會大廈旅游的廣東游客張園和宋若芳看到中國警察的身影也是感到非常驚喜。她們第一次來薩格勒布旅游，感覺人生地不熟，但是意外地在這里看到來自家鄉(xiāng)廣東的警察在開展聯(lián)合巡邏，讓她們感到了滿滿的安全感。張園和宋若芳說，接下來她們還會去普利特維采湖國家公園和杜布羅夫尼克游覽，得知在這兩個地方同樣也有中國警察在進行聯(lián)合巡邏時，感覺整個行程都有祖國在身后保駕護航！

來自中國香港的許永剛、江麗琳夫婦攜兩個女兒也是第一次來克羅地亞旅游。許永剛坦言，由于一些歐洲國家治安情況不好，起初對克羅地亞之行也有一點擔(dān)心。不過，在薩格勒布看到了中國的警察在巡邏，就感覺到很安全，加上克羅地亞風(fēng)景秀麗，他推薦親朋好友都來克羅地亞旅游。江麗琳說：“在克羅地亞看到我們中國的公安，感覺非常安全、非常好?！?/p>

聯(lián)巡期間，警隊8名隊員根據(jù)實際情況，主動調(diào)整巡邏覆蓋面和時間段，努力提升聯(lián)巡的“見警率”和“影響力”。首都薩格勒布警組協(xié)調(diào)克羅地亞警方增加火車站、巴士總站等交通樞紐巡邏點，在覆蓋主要景點的基礎(chǔ)上，提升聯(lián)巡警力在人員密集區(qū)域的“見警率”。杜布夫羅尼克警組針對景區(qū)夜間游客量較大的特點，創(chuàng)新開展夜間聯(lián)合巡邏，提升了工作實效。扎達爾和十六湖警組主動發(fā)放《海外防范電信網(wǎng)絡(luò)詐騙宣傳手冊》，面對面宣講防盜搶防電詐實用技巧，并為中國游客提供各類安全提醒和交通指引。

聯(lián)巡期間，隊員頂著高溫，在烈日下日均步行近10公里，共服務(wù)中國游客600余人次，發(fā)放反詐宣傳手冊300余份，擴大了聯(lián)巡的影響力，得到了克同行、當(dāng)?shù)厝A人華僑、赴克中國游客的高度認可和廣泛贊譽。

全體隊員在聯(lián)巡期間積極踐行“主動警務(wù)”理念，為中國游客提供線上線下服務(wù)，范圍由點到面，形成閉環(huán)。十六湖和扎達爾兩個相鄰的聯(lián)巡警組聯(lián)動處置、接力服務(wù)中國游客，利用微信構(gòu)建溝通平臺，及時協(xié)同解決他們遇到的各種問題，令同胞感受到了安全感和安心感。杜布夫羅尼克警組針對暑期從杜布夫羅尼克機場入境的中國游客大幅增加的情況，在入境高峰期每天固定時間前往機場出入境口岸，協(xié)助維持入境秩序，為中國籍公民入境提供溝通協(xié)調(diào)、流程指引等幫助，使得中國公民入境流程更為順暢，也便利了克警方的出入境管理工作。

針對多次發(fā)生中國游客財物被盜和遺失案件的情況，各警組高度關(guān)注涉中國游客的財物被盜遺失警情，除全程陪同完成受案手續(xù)外，還協(xié)助克警開展視頻倒查、走訪排摸等工作，幫助找回筆記本電腦、無人機、手機、耳環(huán)等物品，挽回經(jīng)濟損失約6300歐元，讓中國游客感受到祖國是堅強的后盾。針對中國游客經(jīng)常遇到各類矛盾糾紛，聯(lián)巡各警組提前介入、積極化解。對常見的購物糾紛及租車糾紛等問題，邀請各方座談，協(xié)商解決方案，并會同克警采取措施予以規(guī)范。

架起華人海外利益保護的連心橋

此次中克聯(lián)巡，警隊主動走訪，收集掌握海外華人華僑、中資企業(yè)各類安全訴求，搭建克警方與我企業(yè)、僑民溝通的橋梁。隊員們先后會同克警方走訪克羅地亞華商協(xié)會、北方工業(yè)集團總部、薩格勒布昆侖市場等華商中資企業(yè)，組織召開華商代表、克警和我方警員的三方座談會，將華商梳理提出的居留簽證審批發(fā)放較慢、華人商鋪遭受盜竊發(fā)案較多等問題，即時反饋給當(dāng)?shù)鼐瘎?wù)部門；邀請克警對困擾中資企業(yè)最多的問題，如企業(yè)員工工作簽證的辦理、運輸車輛通行等方面的法律法規(guī)進行了講解，幫助企業(yè)盡快熟悉，以減少在克經(jīng)營發(fā)展的法律風(fēng)險。同時，借鑒國內(nèi)成功經(jīng)驗，以“群防群治”的理念來維護華商的安全利益。在克羅地亞最大的華商聚集地昆侖市場，薩格勒布警組借鑒中國公安基層治理經(jīng)驗，會同克警和市場管理方組織策劃針對市場華商的反詐、防盜搶、消防等方面的培訓(xùn)，協(xié)助市場制定消防檢查規(guī)范，并組織開展各商戶參與的火災(zāi)搶險應(yīng)急演練，組織商戶進行日常巡邏和鄰里守望，定期開展反詐宣防等，以“一呼百應(yīng)”的“組合拳”，助力海外華人守平安、促發(fā)展。

深化中克傳統(tǒng)友誼，創(chuàng)新合作模式

克羅地亞警察總局國際合作處處長佩特科維奇表示，克中警務(wù)聯(lián)合巡邏深化了雙邊執(zhí)法合作，為提升克旅游安全做出了貢獻。克中警務(wù)聯(lián)巡的核心目標是深化雙邊執(zhí)法合作，為來克游客創(chuàng)造安全環(huán)境。在此前幾次聯(lián)巡中，中國警員表現(xiàn)“非常出色”，展現(xiàn)了高度的專業(yè)精神。警務(wù)聯(lián)巡已成為克羅地亞一道風(fēng)景線，將吸引更多中國游客的到來。

在完成各項聯(lián)巡任務(wù)的同時，隊員們深入走訪了當(dāng)?shù)匾痪€警務(wù)部門，拜訪地方警局高層，開展了多維度的警務(wù)交流活動。薩格勒布警組走訪參觀了薩格勒布警局第一派出所、交通警察站、指揮中心、刑事犯罪偵查部、犯罪預(yù)防中心等一線警務(wù)實戰(zhàn)部門，詳細了解克方警種部門架構(gòu)、運作模式及基礎(chǔ)警務(wù)數(shù)據(jù)，交流中克警務(wù)模式的異同，分享中國在大數(shù)據(jù)應(yīng)用、基層社會治理、防范電信網(wǎng)絡(luò)詐騙等領(lǐng)域的成功經(jīng)驗，為雙方在警務(wù)領(lǐng)域相互借鑒、共同提高創(chuàng)造了條件。

值得一提的是，此次聯(lián)巡是在多國聯(lián)巡背景下展開的。在開展多國聯(lián)巡時，中方警員與各國同行探討各國警務(wù)機制的異同和文化理念的差異，講述“平安中國”建設(shè)取得的成就。

與中國警察一起在薩格勒布聯(lián)巡的克羅地亞警員米斯拉夫說，雖然每年都有不同的中國警察來參加聯(lián)巡，但我們總是一見如故，好像已經(jīng)合作了很久。

中克執(zhí)法部門自2017年簽署聯(lián)合巡邏備忘錄以來，已成功開展4次聯(lián)巡。此前共有30名中國警察來克開展聯(lián)巡，為中國及各國游客提供安全保障服務(wù)。利用聯(lián)巡平臺，真實、全面、立體地展示了中國警察專業(yè)、敬業(yè)、自信、包容的形象，加深了與克羅地亞及歐洲其他國家警方之間的了解與互信，不斷拓展聯(lián)巡內(nèi)涵、擦亮中克聯(lián)巡品牌，為進一步深化對歐執(zhí)法合作打下了扎實基礎(chǔ)?！?/p>

Innovations in Sino-EU Policing Cooperation

—the Fifth China-Croatia Joint Patrol Operation

In July 2024， Chinese police officers participated in their fifth joint patrol operation in Croatia， engaging in security efforts across several cities and at key airports. This joint initiative， an example of successful Sino-EU policing cooperation， offered Chinese tourists a reassuring sense of security during Croatia's peak travel season.

From July 15 to August 15， 2024， eight Chinese police officers joined their Croatian counterparts for joint patrols in Zagreb， Croatia's capital; Dubrovnik， a historic city; the coastal city of Zadar; and the Plitvice Lakes National Park. Equipped with strong English communication skills， these officers from Zhejiang， Jiangsu， Guangdong， and Hubei provinces， and the municipalities of Chongqing， Tianjin， and Shanghai brought extensive frontline policing experience to Croatia， embodying the principles of the "Peaceful China" initiative with a commitment to "precision， dedication， and excellence."During joint patrols， they assisted Chinese tourists， engaged with local Chinese communities and businesses to address security concerns， and facilitated communication between Croatian police and the local Chinese population. Additionally， they conducted anti-fraud awareness campaigns to safeguard the financial interests of Chinese compatriots abroad.

Delivering Reassurance to Chinese Tourists

Liu Hongyi， a tourist from Beijing visiting the historic Stone Gate， was surprised to see Chinese police officers patrolling the streets of Zagreb. She shared in an interview that it was her first time traveling to Croatia and the sight of Chinese officers in a foreign city exuded a sense of geniality and family bond. Her son， Huang Qihang， expressed similar excitement， saying that it was reassuring to see Chinese officers overseas and he was proud to have the support of his homeland.

Zhang Yuan and Song Ruofang， tourists from Guangdong， were also delighted to spot officers from their home province patrolling near Zagreb's Parliament Building.As first-time visitors unfamiliar with the city， they felt a strong sense of security seeing familiar faces in a foreign land. They revealed their plans to visit Plitvice Lakes National Park and the historic city of Dubrovnik. They felt reassured when they learned that Chinese officers would also be present in their next destinations.

Xu Yonggang and his wife， Jiang Lilin， from Hong Kong， were also visiting Croatia for the first time with their two daughters. Xu admitted his safety concerns due to reported security issues in some European countries. However， the Chinese police patrolling in Zagreb quickly alleviated his worries. Captivated by Croatia's stunning scenery， he wholeheartedly recommended it as a travel destination to friends and relatives. Jiang echoed his sentiments， saying， "The presence of Chinese police officers in Croatia makes us feel very safe and reassured."

During joint patrols， the eight Chinese officers proactively adjusted their coverage areas and schedules to maximize visibility and effectiveness. In Zagreb， the team worked with Croatian police to add patrol points at key transit hubs， such as train and bus stations， increasing police presence in major tourist spots and crowded areas. The Dubrovnik team introduced night patrols to address the high number of evening visitors and enhance patrol efficiency. In Zadar and the Plitvice Lakes area， the Chinese officers distributed brochures titled Overseas Guide for Preventing Telecom and Online Fraud， offered practical advice on theft and fraud prevention， and provided safety tips and travel guidance to Chinese tourists.

Despite the intense summer heat， the Chinese officers walked nearly 10 kilometers a day， assisting over 600 Chinese tourists and distributing more than 300 anti-fraud brochures. Their dedication earned wide recognition from their Croatian counterparts， local Chinese residents， and Chinese tourists.

During joint patrols， the officers fully embraced the concept of "proactive policing" and provided both online and offline services to Chinese tourists， creating a seamless service loop. The joint patrol teams in Zadar and the Plitvice Lakes region worked together， using WeChat to communicate and resolve issues faced by Chinese tourists. In response to the increased number of Chinese tourists arriving at Dubrovnik Airport during the summer peak season， the Dubrovnik team established regular patrols at the airport during peak hours. They assisted with maintaining order at entry points and helped Chinese citizens navigate the immigration process by offering guidance and support. This not only streamlined the entry process for Chinese tourists but also facilitated efficient immigration management for Croatian authorities.

To address the frequent cases of theft and loss of property involving Chinese tourists， the joint patrol teams took active steps to assist the victims. Besides accompanying them through the case registration process， the officers collaborated with their Croatian counterparts to conduct video reviews and on-site investigations. Their efforts led to the recovery of items such as laptops， drones， smartphones， and earrings， valued at around 6，300 euros， showing Chinese tourists that their motherland is always their rock. Addressing common issues like shopping and car rental disputes often faced by Chinese tourists， the patrol teams intervened early to prevent escalation. They facilitated discussions between all parties involved to find resolutions and worked with the Croatian police to implement measures to standardize the handling of such disputes.

Safeguarding the Interests of Overseas Chinese

During this joint mission， the Chinese police team proactively engaged with overseas Chinese communities and Chinese-funded enterprises to understand their security needs， acting as a bridge between the Croatian police and Chinese businesses and residents. Officers visited key locations such as the Croatian Chinese Business Association， Norinco （China North Industries Group） Headquarters， and the Kunlun Market in Zagreb. They also organized three-way forums involving Chinese business representatives， Croatian police， and Chinese officers to address issues significant to the Chinese business community， including delays in residence visa processing and frequent theft incidents targeting Chinese-owned stores.Additionally， the team arranged discussions for Croatian police to clarify laws and regulations affecting Chinese businesses， such as work visa processing and vehicle access approvals. This helped businesses better understand local legal requirements and reduce operational risks in Croatia. Drawing on China's successful "community-based defense and governance" model， the team worked to protect the interests of Chinese businesses.At Kunlun Market， the largest Chinese business hub in Croatia， the Zagreb team collaborated with Croatian police and market management to organize specialized training sessions on anti-fraud， theft prevention， and fire safety for local Chinese businesses. They helped establish fire inspection protocols and conducted drills to prepare for potential emergencies. Business owners were also encouraged to participate in routine patrols， neighborhood watch programs， and regular anti-fraud awareness campaigns. This comprehensive approach， which was well-received by the community， has significantly contributed to the safety and development of the Chinese community abroad.

Deepening Friendship and Innovating Cooperation

Mr. Petkovi?， Director of the International Cooperation Department at the Croatian General Police Office， stated that the Sino-Croatian joint police patrols strengthened bilateral law enforcement cooperation and contributed to improved safety for tourists in Croatia. The primary objective of the initiative is to create a safe environment for visitors to Croatia. In previous joint patrols， Chinese officers have demonstrated exceptional performance and professionalism. This collaborative policing effort has become a salient landscape of Croatia， appealing to more and more Chinese tourists.

While completing their joint patrol tasks， the Chinese officers also conducted in-depth visits to local frontline police departments and senior officials to fulfill multi-dimensional police exchanges. The Zagreb team visited key operational units， such as the city's No. 1 Police Station， Traffic Police Station， Command Center， Criminal Investigation Department， and Crime Prevention Center. Through these visits， they gained detailed insights into the structure， operational model， and essential policing data of the Croatian police. The officers exchanged views on the differences between Chinese and Croatian policing models， sharing China's successful experiences in areas such as big data applications， community governance， and telecom fraud prevention. These exchanges helped lay the foundation for mutual learning and collaboration to improve both sides' policing practices.

Notably， this joint patrol mission was carried out within the context of a multi-nation initiative. During the patrols with officers from various countries， Chinese police officers exchanged ideas on the similarities and differences in policing systems and cultural philosophies. They also shared China's achievements in the Peaceful China Initiative.

Officer Mislav， a Croatian police officer in the Zagreb joint patrol team， remarked that although different Chinese officers participate in the patrols each year， they always felt like long-time partners — as if they had been working together for years.

Since the signing of the Memorandum on Joint Patrol between China and Croatia in 2017， the two countries have witnessed four joint operations， involving 30 Chinese officers who provided security services to tourists from China and other countries. Through these patrols， the Chinese officers have showcased their professionalism， dedication， confidence， and inclusiveness， deepening mutual understanding and trust between them and Croatian police as well as other European law enforcement forces. The joint patrols，expanded in scope， have enhanced the Sino-Croatian cooperation brand and paved the way for further strengthened law enforcement collaboration across Europe.■
