踏著堅實步伐，我們在創(chuàng)新引領中推動產(chǎn)業(yè)升級。強化科技創(chuàng)新和產(chǎn)業(yè)創(chuàng)新深度融合，因地制宜發(fā)展新質生產(chǎn)力，加快構建現(xiàn)代化產(chǎn)業(yè)體系。全社會研發(fā)投入2386億元、同比增長9.4%，12英寸碳化硅襯底全球首發(fā)，全球運力最強固體火箭“引力一號”成功發(fā)射，全球最大直徑智能盾構機“山河號”投用；國家級和省級領軍人才超過8700人，高新技術企業(yè)突破3.5萬家，國家制造業(yè)單項冠軍超過230家，青島國際通信業(yè)務出入口局獲批建設，齊魯大地處處涌動著創(chuàng)新創(chuàng)造的澎湃熱潮。

踏著堅實步伐，我們在勇立潮頭中深化改革開放。習近平總書記勉勵山東“在進一步全面深化改革、推進高水平對外開放上勇爭先”。我們堅持以改革增動力，扎實推進要素市場化配置等十大牽引性集成改革，深入實施營商環(huán)境創(chuàng)新提升行動，縱深推進“高效辦成一件事”，健全政企常態(tài)化溝通交流機制，推動惠企政策“免申即享、直達快享”。我們堅持以開放拓空間，深度融入共建“一帶一路”，積極構建國際物流大通道，做強上合示范區(qū)、濟南新舊動能轉換起步區(qū)、自貿(mào)試驗區(qū)等高能級平臺，規(guī)劃建設中新濟南未來產(chǎn)業(yè)城，成功舉辦上合組織國家綠色發(fā)展論壇、海洋合作發(fā)展論壇、跨國公司領導人青島峰會、港澳山東周、新加坡山東周等重大活動，中歐班列累計開行超過1.1萬列，開放的齊魯大地蓬勃葳蕤、活力無限。

踏著堅實步伐，我們在戰(zhàn)略牽引中促進協(xié)調(diào)發(fā)展。深入落實黃河重大國家戰(zhàn)略，加強與黃河流域省份戰(zhàn)略協(xié)同，扎實推進濟南、青島兩大都市圈建設，山東半島城市群龍頭作用進一步彰顯。扎實推進鄉(xiāng)村全面振興，大力發(fā)展優(yōu)勢特色農(nóng)業(yè)，規(guī)上農(nóng)產(chǎn)品加工企業(yè)突破1.1萬家，蔬菜、肉蛋奶、水產(chǎn)品產(chǎn)量居全國前列。加力發(fā)展海洋經(jīng)濟，現(xiàn)代海洋產(chǎn)業(yè)體系加快構建，世界級海洋港口群提速建設，沿海港口貨物吞吐量突破20億噸、穩(wěn)居全國首位。齊魯大地呈現(xiàn)出區(qū)域協(xié)調(diào)、城鄉(xiāng)融合、陸海統(tǒng)籌的美好新圖景。

踏著堅實步伐，我們在堅定自信中勇?lián)幕姑?。深入踐行文化“兩創(chuàng)”，大力弘揚沂蒙精神，在推動文化繁榮、建設中華民族現(xiàn)代文明上積極作為，“文明探源”“文物活化”“山東文脈”等工程扎實推進，國際孔子文化節(jié)儒風雅韻、金聲玉振，尼山世界文明論壇美美與共、交流互鑒，小戲小劇創(chuàng)演、全民閱讀等文化惠民活動讓群眾盡享“文化大餐”“精神盛宴”。文旅深度融合發(fā)展，“好客山東好品山東”品牌持續(xù)擦亮，全年接待游客超9億人次、旅游收入破萬億元，越來越多的海內(nèi)外朋友奔赴山東、暢游齊魯，盡享文化之韻、山川之美、物華之豐、待客之誠。

踏著堅實步伐，我們在枝葉關情中增進民生福祉。堅定踐行以人民為中心的發(fā)展思想，把群眾“心上事”當成“上心事”，扎實辦好20項重點民生實事。民生支出占比保持在80%左右，城鎮(zhèn)新增就業(yè)120萬人以上；累計建成縣域醫(yī)療服務次中心209家、社區(qū)醫(yī)院488家、中心衛(wèi)生室6334家，改造提升村衛(wèi)生室1萬余個；基層普通門診報銷比例提高到65%，異地就醫(yī)直接結算率達到90%以上；生態(tài)環(huán)境質量持續(xù)改善，齊魯大地天更藍、山更綠、水更清、環(huán)境更優(yōu)美，人民群眾生活更加殷實。
