Developing shipping industry must depend on science and technology as well as modern management. And the crucial factor of improving marine technology is high quality professionals. Owning a team of high quality seafarers is the precondition for accomplishing transportation, decreasing marine accidents that caused by human factors, proving marine transportation security and protecting sea environment. Improving seafarers’ quality is directly in connection with the shipping industry development and the competition of seafarers’ market. Cultivating an excellent seafarer needs not only the education and training of colleagues, training organizations, companies, but also seafarer’s hardwork.
