2013年天津市財(cái)政科技撥款統(tǒng)計(jì)調(diào)查分析

根據(jù)天津市地方財(cái)政科技撥款調(diào)查提供的數(shù)據(jù)顯示，2013年天津市財(cái)政科技支出為92.81億元，較上年增加 16.16億元，其中科技交流與合作、基礎(chǔ)研究支出增長最快。全市財(cái)政科技投入用于 R&D經(jīng)費(fèi) 30.41億元，較2009年增加了17.35億元。

天津市 財(cái)政撥款 科技支出

根據(jù)2013年天津市地方財(cái)政科技撥款調(diào)查提供的數(shù)據(jù)，2013年全市財(cái)政科技支出 92.81億元，較上年增加 16.16億元，增長 21.08%，占財(cái)政一般預(yù)算支出的比重為3.64%，比上年提高0.07個(gè)百分點(diǎn)。天津市各區(qū)縣財(cái)政科技支出快速增長，9個(gè)區(qū)縣超億元。

1 2013年天津市財(cái)政科技支出情況

2013年，全市財(cái)政科技支出 92.81億元，比上年增加 16.16億元，增長了 21.08%，占全市財(cái)政一般預(yù)算支出的比重為3.64%，比上年提高 0.07個(gè)百分點(diǎn)。市本級財(cái)政科技支出為44.78億元，比上年增加5.93億元，增長了 15.26%，占本級財(cái)政一般預(yù)算支出的比重為4.30%(見圖1)。

2 天津市各區(qū)縣財(cái)政科技支出快速增長

2013年，天津市有 9個(gè)區(qū)縣地方財(cái)政科技支出過億元，除濱海新區(qū)外，15個(gè)區(qū)縣平均年科技投入達(dá)到 10,915萬元，比上年提高 45.30%。天津市地方財(cái)政科技支出增速超過40%的有5個(gè)區(qū)縣。

地方財(cái)政科技支出強(qiáng)度比上年提高的有10個(gè)區(qū)縣，其中，濱海新區(qū)的支出強(qiáng)度為各區(qū)縣最高。投入強(qiáng)度超過 2%的有濱海新區(qū)、北辰區(qū)、南開區(qū)、和平區(qū)、津南區(qū)、東麗區(qū)和河西區(qū)。

3 天津市財(cái)政科技支出按類別分大都有不同程度增長

從全市財(cái)政科技支出的類別看，大都有不同程度增長。2013年全市財(cái)政科技支出中科技交流與合作、基礎(chǔ)研究增長最快(見表1)。

4 天津市財(cái)政科技投入用于R&D經(jīng)費(fèi)情況

2013年，我市財(cái)政科技投入用于 R&D經(jīng)費(fèi)30.41億元，較 2009年增加了 17.35億元，年均增速33%，占全市財(cái)政科技投入比重為 32.77%。市本級財(cái)政科技投入用于R&D經(jīng)費(fèi)為13.53億元，較2009年增加了5.61億元，年均增速18%，占本級財(cái)政科技投入比重為30.21%。

According to a survey of local financial allocations for science and technology sector in Tianjin，science and technology expenditures in Tianjin in 2013 totaled RMB 9.281 billion，a yearly increase of RMB 1.616 billion.Among the expenditures，items of science and technology communications and cooperation and basic researches grew with the fastest speed. Besides，expenditures for R&D were RMB 3.041 billion，an increase of 1.735 billion compared with those in 2009.
