新簽證優(yōu)惠政策旨在吸引更多的重慶投資者
——“投資意大利”論壇在渝舉行

7月22日，意大利駐重慶總領(lǐng)事館舉辦了“智慧投資，遠(yuǎn)見財富”投資意大利主題論壇工商銀行重慶分行專場。意大利駐重慶總領(lǐng)事館總領(lǐng)事馬非同出席。本次活動集結(jié)了眾多本地企業(yè)家以及意大利代表團：倫巴第大區(qū)投資促進(jìn)局（Invest in Lombardy）；德勤意大利分公司(Studio Tributario e Societario Deloitte，世界四大會計師事務(wù)所之一）；Gianni Origoni Grippo Cappelli&Patners（意大利著名律師事務(wù)所之一）以及意大利最大的投資基金組織Azimut。

來自意大利北部的歐洲經(jīng)濟重鎮(zhèn)倫巴第大區(qū)的4家企業(yè)及機構(gòu)的代表，就投資意大利的稅務(wù)等相關(guān)熱點問題作了主題演講，涉及到的行業(yè)包括時裝、食品、房地產(chǎn)與設(shè)計、汽車及船廠、電子設(shè)備、包裝材料等，向重慶投資者展示超過100多個的投資項目，總價值達(dá)5億歐元。

意大利駐重慶總領(lǐng)事館總領(lǐng)事馬非同先生介紹了意大利政府為方便中國投資者所頒布的簽證優(yōu)惠政策，并鼓勵更多的投資者走向意大利。為支持加強中國在意大利的投資業(yè)務(wù)，意大利政府于2011年5月11日公布了針對投資者發(fā)放長期居住簽證的新政策。在這一新的法律框架下，意大利駐北京大使館和其他意大利在中國境內(nèi)的外交機構(gòu)和領(lǐng)館已經(jīng)開始落實這一政策，以便向有意開拓意大利房地產(chǎn)市場的中國投資者發(fā)放這一簽證。獲簽條件為，中國投資者需出示年收入31000歐元的資金證明，固定收入和房產(chǎn)購買除外。作為此項法規(guī)內(nèi)優(yōu)惠政策的一部分，中國投資者還可同時享受意大利在全世界范圍內(nèi)領(lǐng)先的教育和衛(wèi)生保健系統(tǒng)。

“這是中意兩國專業(yè)人士共同組織的一項盛事，將成為在重慶提升‘投資意大利’吸引力的轉(zhuǎn)折點，使重慶企業(yè)家加深對意大利投資環(huán)境的了解，并探索中方在意大利各個投資領(lǐng)域內(nèi)，潛在的合作伙伴。我們將繼續(xù)向中國投資者呈現(xiàn)投資意大利的優(yōu)勢與機遇并以平衡意大利與中國西南地區(qū)雙邊貿(mào)易往來為目標(biāo)，向重慶投資者介紹這個充滿活力的市場。”總領(lǐng)事馬非同表示，如今，意大利與重慶的投資對話在良好的環(huán)境及經(jīng)濟事態(tài)下進(jìn)行，一方面，意大利正處于吸引外資政策的深度重組階段；另一方面，重慶作為世界經(jīng)濟和金融領(lǐng)域內(nèi)最具活力的城市之一，正面臨“走出去”的重要任務(wù)，它的影響力顯而易見。今后，中意雙方也將在環(huán)境保護(hù)、農(nóng)業(yè)、城鎮(zhèn)化建設(shè)、生物醫(yī)藥保健、航空業(yè)等五大領(lǐng)域展開合作。

據(jù)悉，2014年4月，僅有力帆和鑫源兩家重慶企業(yè)在意大利開展業(yè)務(wù)，總投資額為420萬美元。而如今已有34家意大利企業(yè)在重慶投資，總投資額達(dá)5180萬美元。

New Preferential Visa Policy to Attract more Investors in Chongqing --"Invest in Italy" Forum Held

On July 22, a forum session of invest in Italy called "wise investment, insight wealth" Chongqing branch of the industrial and commercial bank was held by Italy Consulate-General in Chongqing, the Consul General of Italy Chongqing, Mr. Sergio Maffettone attended this event. This event brings together a large number of local entrepreneurs, as well as Italian delegation: Invest in Lombardy, Studio Tributario e Societario Deloitte, Gianni Origoni Grippo Cappelli&Patners and Azimut, the largest investment foundation in Italy.

Representatives of 4 companies and institutions from Northern Lombardy, the European economic center in Italy made a keynote speech on taxation and other hot issues about investment in Italy, including fashion, food, real estate and design, auto and shipyard, electronic equipment, and packaging materials, introducing to Chongqing investors more than 100 investment projects, worth up to 500 million euros.

Mr. Sergio Maffettone introduced the preferential policies of Italy visa that just issued by the Government to facilitate Chinese investors and encourage more investors to invest in Italy. In support of China’s investment business in Italy, Italy Government announced a new policy to issue permanent residence visas for investors on May 11, 2011. In this new legal framework, Italy's Embassy in Beijing and the other Italian diplomatic missions and consular posts in China have begun to implement this policy in order to issue the visa to Chinese investors who intend to explore real estate market in Italy. The conditions to get visa for Chinese investors need to show proof of earning 31000 euros a year, except for the fixedincome and real estate purchases. As part of the preferential policies within the regulations, Chinese investors can also enjoy the world's leading educational and health care systems of Italy.

"This is a big event co-organized by bilateral professionals, which will be a turning point of upgrading the attraction of ' invest in Italy ' in Chongqing. Chongqing entrepreneurs will learn more about Italy and understand its investment environment, and explore potential partners and cooperation in Italy in every area. We will continue to present the strengths and opportunities of investing in Italy to Chinese investors and balance bilateral trade between Italy and Southwest China as our target, to describe this dynamic market to our Chongqing investors.In future, the two sides will also expand cooperation in five areas as environment protection, agriculture, urbanization, bio-medicine and health care, and the aviation industry.”

It is reported that in April 2014, only Xinyuan and Lifan of two enterprises started doing business in Italy with a total investment of $ 4.2 million while there are 34 Italy enterprises in Chongqing with a total investment of $ 51.8 million.
