Gansu Focuses on Cultivating Nonferrous Metallurgy New Material Industry
By adopting 8 fields such as new materials as cultivation focus, regarding 16 enterprises including Gansu Rare Earth New Material Co., Ltd, Lanzhou Jinchuan New Material Technology Co., Ltd as the first batch of backbone enterprises to support, Gansu kicked off overall besiege battle for implementing strategic emerging industries. Provincial officials pointed out that through creating new advantages of traditional industries, it would focus on cultivating new material industry, reverse the big but mediocre situation of metallurgy and nonferrous industry in the whole province.
In 2014, Gansu Province’s metallurgy and nonferrous industry produced 3.6053 million tonnes of ten nonferrous metals (including 900,000 tonnes of copper, 2.25 million tonnes of aluminum, 19,900 tonnes of lead, 273,500 tonnes of zinc, 161,300 tonnes of nickel), up by 7.43%; fulfilled 471.465 billion yuan of operating income, up by 15.48%. However, due to capacity surplus, and sluggish demand, the whole industry suffered loss of up to 820 million yuan. At the province-wide economic work meeting and province-wide industry work video conference, provincial officials repeatedly emphasized that products and industrial structure are irrational, which restrains the competitiveness of “Made in Gansu” in both domestic and overseas markets, this is the main reason why nonferrous and other industries are big but mediocre. For nonferrous industry and other traditional industries, by departing from energy resource features and industrial foundation, focusing on developing circular economy, seeking orientation from market demand, focusing on adjusting product structure, Gansu Province will implement a batch of technology reform projects in improvement of technological equipment, upgrading of dominant products, integrated utilization of resources, raw material deep processing, information technology and manufacture technology integration, in order to strive to urge traditional industries to improve quality, increase efficiency and fulfill upgrading.
Meanwhile, Gansu would put cultivating strategic emerging industry such as nonferrous new materials at a more prominent position, go all out to fight the overall besiege battle for the development of strategic emerging industries, support backbone enterprises of strategic emerging industries to grow and expand, push forward clustered development pilot work of Jinchang Nonferrous Metals New Material Industry Zone, accelerate the construction of innovation start-up demonstration park for nonferrous metals and new materials etc. For enterprises like Gansu Rare Earth New Material Co., Ltd, and Lanzhou Jinchuan New Material Technology Co., Ltd, by way of focusing on policy measures, integrating financial capital, improving marketized operation mechanism, it would adopt reform as approach, creatively make equity investment and introduce social funds, push forward these backbone enterprises of strategic emerging industries to make rapid development, enable them to join the ranks of domestic same-industry advantageous enterprises as soon as possible, and strive for public listing and financing on the securities market, so as to truly play pioneering and exemplary model role, enhance the development standard and level of strategic emerging industries across the province as soon as possible.
It has been learned that Gansu Rare Earth New Material Co., Ltd in recent years selectively developed rare earth functional materials, applied materials with high technological contents and good market prospects, progressively developed six industrial chains including mixed oxides → Mixed rare earth metal → Rare earth hydrogen storage alloy powder → Nickel-hydrogen power battery, electric vehicle battery series, against the downturn background of rare earth market, in 2014 it still recorded satisfactory profit earning of 70 million yuan. Lanzhou Jinchuan New Material Technology Co., Ltd is dedicated to development and production & sales of Cobalt metal, secondary battery and battery material, magnetic material, lithium, and Cobalt resources, it has 5 state-level and provincial-level innovation platforms. The company has developed industrial base with new energy material, electronic information material, functional structure material as main features, in the future it will adopt secondary battery and battery material as directions for strategic development, develop a complete industrial chain from mineral resources to terminal battery.
