中國(guó)—東盟中心官員出席中國(guó)—東盟環(huán)境合作論壇

2016年9月10日，中國(guó)—東盟環(huán)境合作論壇（2016）于第13屆中國(guó)—東盟博覽會(huì)期間在廣西南寧舉行。論壇以“綠色發(fā)展與城市可持續(xù)轉(zhuǎn)型”為主題，由中國(guó)環(huán)境保護(hù)部、廣西壯族自治區(qū)人民政府主辦，中國(guó)—東盟環(huán)境保護(hù)合作中心等承辦。廣西壯族自治區(qū)人民政府副主席黃世勇、中國(guó)環(huán)境保護(hù)部副部長(zhǎng)趙英民、越南自然資源與環(huán)境部副部長(zhǎng)楚范玉賢、東盟副秘書長(zhǎng)翁貼等來(lái)自中國(guó)和東盟國(guó)家政府部門、企業(yè)界、國(guó)際組織、媒體等300余位嘉賓出席論壇。中國(guó)—東盟中心官員應(yīng)邀參加。

黃世勇副主席表示，近年來(lái)，廣西堅(jiān)持在保護(hù)中發(fā)展、在發(fā)展中保護(hù)，促進(jìn)生態(tài)與經(jīng)濟(jì)的全面平衡發(fā)展，取得了積極成效。廣西愿繼續(xù)發(fā)揮自身優(yōu)勢(shì)，推動(dòng)中國(guó)—東盟環(huán)境合作，提升本區(qū)域發(fā)展質(zhì)量，增進(jìn)人民福祉。

趙英民副部長(zhǎng)為加強(qiáng)中國(guó)—東盟環(huán)境合作提出三點(diǎn)建議：一是共建綠色“一帶一路”，建設(shè)區(qū)域環(huán)境共同體。二是聯(lián)手打造南南環(huán)境合作典范。三是積極開展生態(tài)友好城市合作，為環(huán)境合作提供動(dòng)力。希望雙方繼續(xù)加強(qiáng)交流，為區(qū)域可持續(xù)發(fā)展做出更大貢獻(xiàn)。

楚范玉賢副部長(zhǎng)表示，2016年5月，東盟和中國(guó)通過了《中國(guó)—東盟環(huán)境合作戰(zhàn)略2016-2020》，為雙方進(jìn)一步加強(qiáng)環(huán)境合作指明了方向和路徑。希望雙方進(jìn)一步加強(qiáng)政策交流，形成合作機(jī)制，實(shí)現(xiàn)綠色發(fā)展的共同目標(biāo)。東盟副秘書長(zhǎng)翁貼表示，環(huán)境合作是中國(guó)—東盟合作的重點(diǎn)領(lǐng)域之一，希望雙方共同承擔(dān)起保護(hù)環(huán)境的責(zé)任，積極協(xié)調(diào)配合，實(shí)現(xiàn)低碳和可持續(xù)的城市發(fā)展。

嘉賓們圍繞城市可持續(xù)轉(zhuǎn)型的政策、進(jìn)展和經(jīng)驗(yàn)以及環(huán)境技術(shù)合作與創(chuàng)新、實(shí)現(xiàn)2030年可持續(xù)發(fā)展議程的環(huán)境目標(biāo)等議題進(jìn)行了討論。會(huì)議期間還舉行了“中國(guó)—東盟生態(tài)友好城市發(fā)展伙伴關(guān)系”啟動(dòng)儀式。

On 10 September 2016, the China-ASEAN Environmental Cooperation Forum 2016, with the theme of “Sustainable Urban Transformation for Green Development”, was held in Nanning during the 13thChina-ASEAN Expo. The Forum was co-hosted by China’s Ministry of Environment Protection and the Government of Guangxi Zhuang Autonomous Region, organized by China-ASEAN Environment Cooperation Centre. More than 300 delegates from the government sectors, business circles, international organizations, media, etc, including Mr. Huang Shiyong, Vice Governor of Guangxi Zhuang Autonomous Region, Mr. Zhao Yingmin, Vice Minister of Environmental Protection of China, Mr. Chu Pham Ngoc Hien, Vice Minister of Natural Resources and Environment of Viet Nam and Mr. Vongthep Arthakaivalvatee, Deputy Secretary-General of ASEAN attended the Forum. Representatives of ASEAN-China Centre attended the Forum.

Vice Governor Huang Shiyong said that, in recent years, Guangxi had been striving for the balanced development of environment and economy, which had achieved remarkable results. Guangxi would like to further play its active role, by virtue of itsadvantages, in pushing forward ASEAN-China environmental cooperation, raising the development level and bringing tangible benefits to the people living in this region.

Vice Minister Zhao Yingmin proposed three suggestions for strengthening ASEAN-China environmental cooperation. First, to build the“Green Belt and Road” and regional environment community together. Second, to set up a good example of south-south environmental cooperation. Third, to enhance the cooperation on Ecofriendly cities, so as to provide driving forces to environmental cooperation. He hoped that the two sides could have closer coordination and make greater contribution to the sustainable development of the region together.

Vice Minister Chu Pham Ngoc Hien said that this May ASEAN and China endorsed the ASEANChina Environmental Cooperation Strategy 2016-2020, which pointed out the direction and paths to further strengthen ASEAN-China environmental cooperation. He hoped that the two sides could strengthen policy coordination, form cooperation mechanism, and acheive the common goal of green development. Vice Secretary-General Vongthep said that environmental cooperation has been one of the priorities of ASEAN-China cooperation. The two sides should shoulder the responsibilities together, coordinate with each other, and strive for the low-carbon and sustainable urban development.

The delegates exchanged views on sustainable urban transformation: policies, progress and experience, environmentally sound technology cooperation and innovation, achieving environmental goals of the 2030 agenda for sustainable development, etc. During the Forum, the Inauguration Ceremony of China-ASEAN Partnership for Ecologically Friendly Urban Development was held.
