National Development And Reform Commission: Standard Recycling Rate Of Lead Accumulator Should Achieve At Least 60% By The End Of 2025

On August, 14, NDRC sought public opinion for “Interim Provisions for Administration on Recycling of Lead Accumulator” (referred to as Draft), meanwhile bringing up target-oriented responsibility system of recycling of lead accumulator and formulating the goal of standard recycling rate of lead accumulator. Standard recycling rate of lead accumulator should achieve at least 60% by the end of 2025. This goal is going to be adjusted based on real-time industrial development.

The Draft raises that lead accumulator manufacturers (including importers, the same below) bear the responsibility for achieving recycling goal through recycling on their own and working with recycling companies. Lead accumulator manufacturers submit completion performance report of the previous year before every March. The Draft also encourages lead accumulator manufacturers and recycling companies to form association to complete recycling goal.

The Draft raises that the country implements full-life-circle unified coding for lead accumulator and the system of electronic statistical account for critical node; to build “Lifecycle management information system”; to entrust third-party institute with verifying the annual completion report submitted by lead accumulator manufacturers, and the result acts as a part of enterprise credit record system; to incorporate the performance of completion of recycling goal of lead accumulator manufacturers and implementation of extending producer responsibility into enterprise credit assessment. Ministries and commissions will impose punishment on those discredit companies.

The Draft also raises that we need to normalize lead accumulator recycling, storage and transportation through multiple measures including legal operation, classification management, reverse recovery network, co-constructing recovery network, branch filing, batch filing, transfer station layout. We also need to make reasonable plan for recycling project of waste lead accumulator, and conduct park-style management, raw material management and production management.
