[摘要]面對(duì)全面從嚴(yán)治黨的新形勢(shì)、新任務(wù)，在深化落實(shí)“三轉(zhuǎn)”的背景下，作為基層科研單位的紀(jì)檢監(jiān)察部門(mén)，如何加強(qiáng)科研人員接受監(jiān)督的意識(shí)，圍繞中心工作履行好監(jiān)督職責(zé)，為科研事業(yè)健康發(fā)展保駕護(hù)航。通過(guò)對(duì)中國(guó)醫(yī)學(xué)科學(xué)院科研院所監(jiān)督工作的現(xiàn)狀調(diào)查，結(jié)合基層科研機(jī)構(gòu)監(jiān)督工作的特點(diǎn)，深入分析存在的共性問(wèn)題和不足。本文擬從加強(qiáng)廉政文化建設(shè)、廉政風(fēng)險(xiǎn)防控機(jī)制建設(shè)、聯(lián)合監(jiān)督和專(zhuān)業(yè)能力四個(gè)方面提出相應(yīng)對(duì)策，探索新形勢(shì)下基層科研院所紀(jì)檢監(jiān)察部門(mén)開(kāi)展監(jiān)督工作的有效做法。

[Abstract] Facing the new situation and new tasks of comprehensively and strictly administering the party，the discipline inspection and supervision department of grassroots scientific research institutes appear to be in a quandary about how to strengthen the awareness of scientific research personnel to accept supervision， perform good supervision duties around the center work， and escort the healthy development of scientific research undertakings in the context of deepening the implementation of the "three turns". This paper makes an investigation on the status quo of the supervision work of the institutes of Chinese Academy of Medical Sciences， also deeply analyzes the existing common problems and deficiencies on the basis of the characteristics of the supervision work of grassroots scientific research institutes. This article intends to propose corresponding countermeasures from four aspects of incorrupt government culture， risk prevention and control mechanism， joint supervision， professional competence， and explores some effective ways of carrying out supervision work in grassroots scientific research institutes as a discipline inspection and supervision department under the new situation.

科研院所是科學(xué)發(fā)展的主力軍，承擔(dān)著大量科研和成果轉(zhuǎn)化工作，對(duì)推動(dòng)社會(huì)生產(chǎn)力發(fā)展、實(shí)施科教興國(guó)戰(zhàn)略、建設(shè)創(chuàng)新型國(guó)家、實(shí)現(xiàn)偉大中國(guó)夢(mèng)起著至關(guān)重要的作用。近年來(lái)，科研院所承擔(dān)的國(guó)家科研任務(wù)逐年上升，科研經(jīng)費(fèi)不斷增多，加強(qiáng)科研院所反腐倡廉工作形勢(shì)更為緊迫，加強(qiáng)科研院所監(jiān)督工作勢(shì)在必行[1]。

科研院所的主要工作都圍繞科學(xué)研究這一中心開(kāi)展，在規(guī)范院所治理結(jié)構(gòu)方面均以科技創(chuàng)新為導(dǎo)向[2-3]。隨著科技體制改革的不斷深化，國(guó)家賦予科研院所更大的科研自主權(quán)，賦予創(chuàng)新領(lǐng)軍人才更大的人財(cái)物支配權(quán)，這對(duì)科研院所的紀(jì)檢監(jiān)察工作提出了更高的要求。

做好監(jiān)督工作，準(zhǔn)確把握職能定位，找準(zhǔn)工作切入點(diǎn)和著力點(diǎn)，把監(jiān)督工作融入到各項(xiàng)科研業(yè)務(wù)工作中去，把廉政的理念深入到每一個(gè)科研人員的心中，激發(fā)科研人員的積極性，自覺(jué)主動(dòng)地去維護(hù)研究所的秩序，營(yíng)造和諧廉潔的工作氛圍，才能將全面從嚴(yán)治黨、黨風(fēng)廉政建設(shè)和反腐敗斗爭(zhēng)不斷引向縱深，從而推進(jìn)科研事業(yè)的健康發(fā)展，為研究所科研事業(yè)發(fā)展保駕護(hù)航。

1當(dāng)前科研院所監(jiān)督工作的現(xiàn)狀和面臨的突出問(wèn)題

1.1少數(shù)科研人員法律意識(shí)薄弱

當(dāng)前，科研院所黨員干部普遍具有一定的法律意識(shí)和依法辦事觀念，但在實(shí)際工作中依法辦事能力總體水平還有待進(jìn)一步提高，與科研院所落實(shí)全面從嚴(yán)治黨要求、依法治院（所）以及促進(jìn)科技創(chuàng)新事業(yè)發(fā)展要求還存在不相適應(yīng)的方面[4]。

基層科研機(jī)構(gòu)科研工作是主流，是核心業(yè)務(wù)。長(zhǎng)期以來(lái)，科研院所往往重視科研計(jì)劃、產(chǎn)業(yè)開(kāi)發(fā)、成果推廣等工作，科研人員對(duì)紀(jì)檢監(jiān)察工作為單位依法依規(guī)開(kāi)展各項(xiàng)工作保駕護(hù)航重要性的認(rèn)識(shí)不足，對(duì)紀(jì)檢監(jiān)察工作了解和支持不夠，甚至存在抵觸情緒。因此，紀(jì)檢部門(mén)在監(jiān)督工作的實(shí)際開(kāi)展過(guò)程中難以與其他業(yè)務(wù)部門(mén)相互融合，無(wú)法真正參與到中心工作中去。部分科研人員甚至認(rèn)為監(jiān)督工作是對(duì)科研業(yè)務(wù)工作的干涉，這些是科研院所監(jiān)督工作必須加以重視的問(wèn)題。
