Qin Shengshui graduated from the Graduate Class of Contemporary Art Creation， Academy of Arts & Design， Tsinghua University. He is a member of China Artists Association， first-Class national artists， director of China Artists Association， dean of Chinese Ox Painting and Calligraphy Creation Institute， art consultant of Taiwan Art Association， member of Anhui Artists Association， member of Hongkong Artists Association， and National Public Welfare Care Artist. Qin Shengshui is good at drawing ox， landscapes， flowers and birds. His style of paintings is “magnificent and beautiful in both physical and spiritual image”. His works have been exhibited many provincial exhibitions and in Canada. They are on display in Peoples Daily， Chinese Culture Daily， Anhui Daily， Art Daily， Chinese Painting and Calligraphy Daily， and so on， and are auctioned and collected by auction agencies， state leaders and relevant art galleries.

秦勝水，字耕者、耕夫、大牛。畢業(yè)清華大學美術學院當代藝術創(chuàng)作研究生班，先后讀研于中國美院周韶華新水墨高研班、天津美院霍春陽傳統(tǒng)繪畫研究室。中國美術家協(xié)會會員，國家一級美術師，中國國畫家協(xié)會理事，中國牛書畫創(chuàng)作院院長，臺灣美術協(xié)會藝術顧問，安徽省美術家協(xié)會會員，香港藝術家協(xié)會會員，“全國公益愛心藝術家”。擅畫牛，兼及山水、花鳥。畫風“雄奇秀美，形神兼得”。作品先后在北京、河北、山東、上海、浙江、安徽、四川、江西、河南、甘肅、湖北、寧夏、山西、內(nèi)蒙古、廣東、江蘇等地，以及加拿大展出，在《人民日報》《中國文化報》《安徽日報》《美術報》《中國書畫報》十余家報刊發(fā)表，被拍賣機構征集拍賣和美術館等有關部門收藏。
