On January 12th,2021,State Administration for Market Regulation issued the No.35th order,claiming that the Specification on Cosmetics Registration Record (hereinafter referred to as“Specification”) was approved in the 14th conference by State Administration for Market Regulation in 2020 and was put into force since May 1st,2021.The Specification totals 6 chapters and 63 articles,involving the first chapter as the general provisions,the second chapter as the registration of new materials of cosmetics and record management,the third chapter as cosmetics registration and record management,the fourth chapter as supervision and management,the fifth chapter as legal responsibility as well as the six chapter as supplementary provisions.Great changes remain comparing with 88 articles,7 chapters in the draft,such as the deletion of specification on “efficacy information”.The paper,if put into operation during May Day,may result in the competition for talents inside the industry.Cosmetics registration certificate is valid for 5 years,while cosmetics from Hong Kong,Macao and Taiwan are not imported cosmetics.The status of “person in charge of quality and safety” would rise.According to the New Regulation,some topics have brought into the spotlight in the cosmetic industry.For example,“person in charge of quality and safety shall have over five years of cosmetics production or quality and safety managerial experience” and registration or record shall “submit formula or all components”.The Regulation on Cosmetics Registration issued on July 21st,2020 and the Specification on Cosmetics Registration and Record Profile introduced on November 5th,2020 (exposure paper) also make supplementary introduction concerning the above requirements.
