The State Council， Chinas Cabinet， rolled out a major regulation to promote the countrys 111 million self-employed businesses， which industry experts said will greatly boost confidence and resilience among private smaller businesses over the long term.

According to the regulation that will take effect on Nov.11， greater supportive policies， including on taxation， finance， employment， digital development and intellectual property protection， will be provided to self- employed households.

The regulation also emphasizes the role of self- employed households in driving the market and economy， and stressed that China will unswervingly encourage， support and guide the development of such businesses.

“The new regulation has more detailed and targeted supportive policies， which is of significance in promoting the development of self- employed households，”said Li Zhiqi， vice-chairman of the Beijing Federation of Industry and Commerce.

For instance， the regulation encourages financial institutions to offer financial products and services targeting self-employed households， as well as larger scale coverage of loans， which will help relieve financing difficulties among these individual households， Li said.

“Such efforts will offer timely support， as self- employed households， which rely on their own means to survive and develop in niche markets， are relatively weak in resisting external risks， especially amid the COVID-19 pan-demic，”he added.

The latest data from the State Administration for Market Regulation showed that more than 111 million self-employed households were registered nationwide as of the end of September， accounting for two-thirds of the countrys total number of market players. They also were responsible for about 300 million jobs.

A survey provided by the administration showed that since the beginning of this year， nearly 80 percent of individual households brought in an average monthly operating income of less than 10，000 yuan （$1，389）， which can only support basic living standards.

Over the past few years， the government has launched a package of policies to support the development of self-employed households. The SAMR rolled out two specialized platforms to improve services for such groups.

擬從11月1日起施行的這一條例指出，將為個(gè)體工商戶提供包括財(cái)稅、金融、就業(yè)、數(shù)字化發(fā)展和知識(shí)產(chǎn)權(quán)保護(hù)在內(nèi)的全方位支持政策。

條例還指出了個(gè)體工商戶對(duì)于推動(dòng)市場(chǎng)和經(jīng)濟(jì)的重要作用，并強(qiáng)調(diào)國(guó)家將堅(jiān)定不移地鼓勵(lì)、支持和引導(dǎo)個(gè)體經(jīng)濟(jì)發(fā)展。

北京市工商聯(lián)副主席李志起認(rèn)為，條例中細(xì)節(jié)上有許多精心設(shè)計(jì)，體現(xiàn)出對(duì)個(gè)體工商戶的精準(zhǔn)支持，對(duì)于促進(jìn)個(gè)體工商戶的發(fā)展具有重大意義。

李志起指出，舉例而言，條例鼓勵(lì)金融機(jī)構(gòu)提供適合個(gè)體工商戶發(fā)展特點(diǎn)的金融產(chǎn)品和服務(wù)，擴(kuò)大個(gè)體工商戶貸款規(guī)模和覆蓋面，這將有助于緩解個(gè)體工商戶融資難。

李志起稱，由于個(gè)體工商戶往往是以“一己之力”在縫隙市場(chǎng)中求生存和發(fā)展，其實(shí)力有限、抗風(fēng)險(xiǎn)能力較弱，尤其是在疫情反復(fù)影響下需要及時(shí)給予幫扶。

國(guó)家市場(chǎng)監(jiān)督管理總局的最新數(shù)據(jù)顯示，截至9月底，全國(guó)登記在冊(cè)的個(gè)體工商戶超1.11億戶，占市場(chǎng)主體總量的2/3，帶動(dòng)就業(yè)近3億人。

據(jù)國(guó)家市場(chǎng)監(jiān)督管理總局的一項(xiàng)調(diào)查，今年以來(lái)，近80%的個(gè)體工商戶平均月營(yíng)業(yè)收入不足1萬(wàn)元，僅能維持基本生活。

過(guò)去幾年來(lái)，政府已經(jīng)出臺(tái)了一攬子政策來(lái)支持個(gè)體工商戶發(fā)展。國(guó)家市場(chǎng)監(jiān)督管理總局還為個(gè)體工商戶推出了兩個(gè)專業(yè)服務(wù)平臺(tái)。
