應(yīng)澳大利亞聯(lián)邦警察邀請(qǐng), 2023年4月25日至28日,中華人民共和國(guó)公安部派團(tuán)訪問(wèn)澳大利亞,同澳聯(lián)邦警察舉行第十次中澳執(zhí)法合作工作組年度會(huì)晤。在友好、務(wù)實(shí)氛圍中,雙方回顧總結(jié)了上次會(huì)晤以來(lái)中澳執(zhí)法合作情況,深入分析跨國(guó)犯罪形勢(shì),并就下一年度雙邊執(zhí)法合作達(dá)成廣泛共識(shí)。
雙方認(rèn)為,過(guò)去3年,雖然受到新冠疫情影響,中澳兩國(guó)警方依然穩(wěn)步推進(jìn)執(zhí)法合作,繼續(xù)成為中澳雙邊關(guān)系的重要組成部分和亮點(diǎn)。雙方共同努力,成功開(kāi)展多次打擊跨國(guó)犯罪專(zhuān)項(xiàng)行動(dòng),有力打擊犯罪團(tuán)伙,有效維護(hù)兩國(guó)人民和機(jī)構(gòu)安全。
雙方強(qiáng)調(diào),安全問(wèn)題事關(guān)兩國(guó)人民的福祉。中澳同為亞太地區(qū)重要國(guó)家,兩國(guó)執(zhí)法部門(mén)將認(rèn)真落實(shí)兩國(guó)元首巴厘島會(huì)晤達(dá)成的重要共識(shí),本著合作、創(chuàng)新、法治、共贏原則,以共贏思維應(yīng)對(duì)復(fù)雜交織的執(zhí)法安全挑戰(zhàn),加強(qiáng)對(duì)話(huà),拓展合作,推動(dòng)中澳警務(wù)執(zhí)法合作關(guān)系不斷向前發(fā)展。雙方同意在以下領(lǐng)域開(kāi)展合作:
一、保持高層及工作層溝通交流。用好各類(lèi)執(zhí)法交流合作機(jī)制平臺(tái),不斷增進(jìn)戰(zhàn)略互信,定期規(guī)劃戰(zhàn)略合作,共同打擊各類(lèi)跨國(guó)違法犯罪活動(dòng)。
二、加強(qiáng)打擊經(jīng)濟(jì)犯罪執(zhí)法合作。共同打擊跨境洗錢(qián)犯罪,開(kāi)展聯(lián)合調(diào)查、線索共享,完善信息通報(bào)預(yù)警機(jī)制和防逃機(jī)制,加強(qiáng)工作層專(zhuān)家交流。在兩國(guó)法律框架下,推動(dòng)個(gè)案?jìng)刹槠鹪V合作。
三、加強(qiáng)打擊電信網(wǎng)絡(luò)詐騙合作。探索建立資金查控快速反應(yīng)機(jī)制,推動(dòng)重點(diǎn)個(gè)案?jìng)赊k和情報(bào)線索交流共享,共同應(yīng)對(duì)跨國(guó)電信網(wǎng)絡(luò)詐騙犯罪難題。
四、加強(qiáng)網(wǎng)絡(luò)安全執(zhí)法合作。加強(qiáng)在打擊網(wǎng)絡(luò)犯罪、網(wǎng)絡(luò)恐怖活動(dòng)等網(wǎng)絡(luò)安全執(zhí)法領(lǐng)域雙邊合作,推動(dòng)開(kāi)展線索協(xié)查、情報(bào)共享、聯(lián)合執(zhí)法等工作。視情就雙方共同關(guān)注的網(wǎng)絡(luò)安全執(zhí)法合作議題組織專(zhuān)家交流。
五、加強(qiáng)打擊毒品犯罪合作。通過(guò)加強(qiáng)情報(bào)線索交流、證據(jù)互換、經(jīng)驗(yàn)分享繼續(xù)全力支持各自禁毒重點(diǎn)工作,積極推進(jìn)重點(diǎn)禁毒個(gè)案雙邊執(zhí)法合作,深度打擊摧毀跨國(guó)涉毒犯罪網(wǎng)絡(luò)。不斷拓寬禁毒技術(shù)合作領(lǐng)域。
在澳期間,代表團(tuán)還與新南威爾士州警方就打擊電信詐騙、虛擬綁架,保護(hù)華人華僑和中資機(jī)構(gòu)人身財(cái)產(chǎn)安全等領(lǐng)域合作進(jìn)行交流。

The Annual Meeting of China-Australia Working Group on Law Enforcement Cooperation Held
A delegation of the Ministry of Public Security of the People's Republic of China visited Australia from April 25 to 28, 2023 for the Tenth Annual Meeting of China-Australia Working Group on Law Enforcement Cooperation with the Australian Federal Police upon invitation of the Australian Federal Police. The parties, amid a friendly, pragmatic atmosphere, reviewed and summarized the law enforcement cooperation between China and Australia since the last meeting, had an in-depth analysis of situation of transnational crimes, and reached broad consensus on bilateral law enforcement cooperation.
The parties believed that Chinese and Australian polices have steadily advanced their law enforcement cooperation and made it an important part and highlight of China-Australia bilateral relations despite the great impacts imposed by the COVID-19 pandemic. By making concerted efforts, the parties have successfully conducted multiple special actions to crack down on transnational crimes, giving heavy blows to criminal gangs and safeguarding the security of the people and institutions of the two countries.
As emphasized by the parties, security issues matter the well-being of the people of the two countries. China and Australia are both important countries in the Asia-Pacific region. Law enforcement organs of the two countries will earnestly implement important consensuses reached by heads of the two countries at the Bali Summit, cope with complex and intertwined challenges on law enforcement and security with a win-win thinking in line with the principles of cooperation, innovation, rule of law and win-win, further strengthen the dialogue and expand the cooperation to push forward the policing and law enforcement cooperation ties between China and Australia. The parties agreed to cooperate in the following fields:
1. Maintaining communications and exchanges at the senior and working levels. The parties will make full use of various law enforcement cooperation mechanisms and platforms, keep enhancing strategic mutual trust, regularly plan strategic cooperation, and join hands to crack down on all kinds of transnational illegal and criminal activities.
2. Strengthening the law enforcement cooperation against economic crimes. The parties will co-combat cross-border money laundering, conduct joint investigations, share clues, improve the information disclosure & warning mechanism and escape-proof mechanism, and enhance exchange among experts at the working level. Moreover, there will be cooperation on individual case investigation and prosecution under the legal frameworks of the two countries.
3. Strengthening cooperation on cracking down on telecom and cyber frauds. The parties will pilot to set up a rapid response mechanism for fund check and control, advance the investigation and prosecution of key individual cases, share the intelligence and clues, and tackle together transnational telecom and cyber frauds.
4. Strengthening the network security law enforcement cooperation. The parties will establish bilateral cooperation in such network security law enforcement fields as cracking down on cyber crimes and terrorist activities, and advance the cooperative clue investigation, intelligence sharing, joint law enforcement, etc. Experts will be organized for discussion and communication on topics of network security law enforcement cooperation concerned by the parties as appropriate.
5. Strengthening the law enforcement cooperation against drug-related crimes. The parties will keep supporting each other's key drug control tasks by enhancing communication on clues, exchange of evidence and experience sharing, and actively advance the bilateral law enforcement cooperation on key drug control cases to crack down and destruct transnational drug-related criminal networks. In addition, the parties will expand the cooperation on drug control technologies in more fields.
While visiting Australia, the delegation also had communication with the Police of New South Wales about crackdown on Telecom fraud and virtual kidnapping, as well as protection of the personal and property security of overseas Chinese and Chinese-funded institutions.
