輸華香蕉種苗傳帶有害生物的風(fēng)險分析研究

摘""要:本研究對香蕉種苗傳帶有害生物進行風(fēng)險分析,評估其在我國的風(fēng)險水平,為其風(fēng)險管理提供技術(shù)支持。通過查閱國內(nèi)外文獻資料(主要包括中國國家有害生物檢疫信息系統(tǒng)等),確定境外輸華香蕉中可能傳帶的有害生物共有68種,包括昆蟲32種、真菌19種、線蟲9種、細菌4種、軟體動物1種、螨類(包括蜘蛛)3種。根據(jù)在中國的分布情況(未分布或分布未廣)、是否官方管制、隨香蕉種苗攜帶的可能性進行評估,確定需要進一步評估的潛在檢疫性有害生物9種,包括真菌7種,細菌2種。從入境、定殖、擴散可能性、經(jīng)濟影響等方面對以上9種潛在的檢疫性有害生物進行定性分析,并利用構(gòu)建的檢疫性有害生物風(fēng)險綜合評估指標(biāo)體系對其進行定量分析,確定了中度風(fēng)險有害生物5種、高風(fēng)險有害生物4種。最終確定富氏葡萄孢盤菌(Botryotinia"fuckeliana)等9種有害生物為香蕉種苗輸華中需關(guān)注的檢疫性有害生物,并提出相應(yīng)的風(fēng)險管理措施。

香蕉(Musa"nana"Lour.)是熱帶和亞熱帶地區(qū)重要的水果,同時也是世界貿(mào)易的大宗鮮果。我國作為香蕉的原產(chǎn)地之一,具有上千年的栽培歷史[1-2],在香蕉種植和消費方面位居世界前列。國家統(tǒng)計局數(shù)據(jù)顯示,2022年我國香蕉收獲面積達32.69萬hm2,2023年產(chǎn)量達1170.28萬t。香蕉產(chǎn)業(yè)已發(fā)展成為我國熱帶地區(qū)的支柱性產(chǎn)業(yè),對促進農(nóng)民增收和熱區(qū)鄉(xiāng)村振興乃至世界熱區(qū)農(nóng)業(yè)經(jīng)濟發(fā)展都具有深遠意義。近年來,隨著國民經(jīng)濟的發(fā)展,香蕉進出口日益頻繁,我國已成為第三大香蕉凈進口國[3-4],香蕉種植和需求不斷增加,引進、遴選和儲備農(nóng)藝性狀優(yōu)良和適合大面積種植的香蕉種質(zhì)資源對香蕉產(chǎn)業(yè)的可持續(xù)發(fā)展具有戰(zhàn)略性意義[5-6]。輸華香蕉種苗傳帶有害生物入侵我國并擴散成災(zāi)的風(fēng)險增加,一些有害生物如雷爾氏菌(Ralstonia"sp.)和尖孢鐮刀菌(Fusarium"oxysporum)等危害嚴重[6-7],嚴重制約香蕉產(chǎn)業(yè)的可持續(xù)發(fā)展。

有害生物入侵是經(jīng)濟全球化過程的必然問題,造成輸入國(地區(qū))經(jīng)濟損失和生態(tài)破壞,甚至影響社會穩(wěn)定。采取有效措施避免、減少外來有害生物入境,其成本遠低于外來有害生物入境后的控制。世界各國(地區(qū))越來越重視有害生物分析(pest"risk"analysis,"PRA)工作。當(dāng)前PRA是制定檢疫制度的前提,也是維持安全貿(mào)易的首要保障[7]。目前僅報道香蕉種苗上的單一有害生物香蕉枯萎病和香蕉穿孔線蟲的風(fēng)險分析[8-10]。隨著種業(yè)的加速發(fā)展,輸華植物種質(zhì)資源也急劇增加,實時開展PRA對我國采取有效檢疫措施,防止外來有害生物傳入,保護我國農(nóng)作物產(chǎn)業(yè)具有重要意義[11-14]。本研究采用有害生物風(fēng)險分析方法,綜合評價輸華香蕉種苗傳帶有害生物造成的風(fēng)險,以期為香蕉種苗等進境物品有害生物檢疫措施和綜合防控策略的制訂提供理論依據(jù)。

1""材料與方法

1.1""材料

輸華香蕉種苗的有害生物種類主要通過查閱國內(nèi)外文獻資料,包括中國國家有害生物檢疫信息系統(tǒng)(http://www.pestchina.com)等收集,列出香蕉種苗可能攜帶的有害生物大名單68種。

1.2""方法

1.2.1""潛在檢疫性有害生物的篩選""根據(jù)有害生物在中國的分布情況(未分布或分布未廣)、是否官方管制、隨香蕉種苗攜帶的可能性進行評估,確定需要進一步評估的潛在檢疫性有害生物(quarantine"pests,"QP)。

1.2.2""潛在檢疫性有害生物風(fēng)險評估""(1)定性風(fēng)險評估。參考劉福秀等[11]的方法對確定的潛在檢疫性有害生物從其入境、定殖、擴散的可能性及其對經(jīng)濟的影響進行評估,按高、中、低進行判別。

(2)定量風(fēng)險評估。參照蔣青等[15]建立的多指標(biāo)綜合評價方法,對確定的潛在檢疫性有害生物進行定量風(fēng)險分析。按以下公式計算風(fēng)險指標(biāo)值(R):R=,其中,P2="0.6P21+0.2P22+0.2P23;P3=Max(P31,"P32,"P33);P4=;P5=(P51+P52+P53)/3,其中一級指標(biāo)P1,二級指標(biāo)P21、P22、P23、P31、P32、P33、P41、P42、P43、P44、P45、P51、P52、P53均為根據(jù)定量風(fēng)險評估指標(biāo)的評判標(biāo)準所得的賦值分。計算出R值后,按照有害生物危險程度標(biāo)準進行分級[16],Rlt;1.0,無風(fēng)險為I級;1.0≤Rlt;1.5,低風(fēng)險為II級;1.5≤Rlt;2.0,中風(fēng)險為III級;2.0≤Rlt;2.5,高風(fēng)險為IV級;2.5≤Rlt;3.0,極高風(fēng)險為V級。

1.2.3""風(fēng)險評估結(jié)論""依據(jù)1.2.2的結(jié)果,將中風(fēng)險及以上等級的有害生物列為我國需要關(guān)注的檢疫性有害生物。

1.2.4""提出風(fēng)險管理措施""依據(jù)風(fēng)險分析結(jié)果,針對不同等級的有害生物提出相應(yīng)的風(fēng)險管理措施。

2""結(jié)果與分析

2.1""確定香蕉種苗有害生物大名單

通過查閱國內(nèi)外相關(guān)文獻資料,確定了全球輸華香蕉種苗上可能攜帶的有害生物種類共68種,其中昆蟲33種,真菌19種,線蟲9種,細菌3種,軟體動物1種,螨類(包括蜘蛛)3種。

2.2""篩選潛在的檢疫性有害生物

根據(jù)在中國的分布情況(未分布或分布未廣)、是否官方管制、隨香蕉種苗攜帶的可能性等對確定的香蕉種苗可能攜帶的68種有害生物進行評估,確定需要進一步評估的9種潛在檢疫性有害生物(QP),包括7種真菌,2種細菌(表1)。

2.3""潛在檢疫性有害生物風(fēng)險評估

根據(jù)相關(guān)文獻[17-30],對9種潛在的檢疫性有害生物進行定性與定量風(fēng)險分析。

2.3.1""定性分析""對9種潛在的檢疫性有害生物從其入境、定殖、擴散的可能性和經(jīng)濟影響4個方面進行分析,判定高風(fēng)險有害生物4種,其中細菌1種,真菌3種,包括富氏葡萄孢盤菌、甘蔗凋萎病菌、蒲桃雷爾氏菌、古巴尖鐮孢;判定中風(fēng)險有害生物5種,其中細菌1種,真菌4種,包括假彎孢菌、桃色歐文氏菌、松樹脂潰瘍病菌、香蕉小球腔菌、枝孢斑點菌(表2)。

2.3.2""定量分析""本研究構(gòu)建的9種潛在的檢疫性有害生物的風(fēng)險綜合評估指標(biāo)體系包括5個一級指標(biāo)15個二級指標(biāo),從國內(nèi)外分布、經(jīng)濟影響、寄主植物、傳播與擴散、風(fēng)險管理方面等方面對二級指標(biāo)分別賦值(表3)。根據(jù)有害生物風(fēng)險分析相關(guān)公式,分別計算風(fēng)險指標(biāo)值(R),根據(jù)中國有害生物危險程度標(biāo)準[16],判定高風(fēng)險有害生物4種(2.0≤Rlt;2.5),包括富氏葡萄孢盤菌、甘蔗凋萎病菌、蒲桃雷爾氏菌和古巴尖鐮孢;中風(fēng)險有害生物5種(1.5≤Rlt;2.0),包括假彎孢菌、桃色歐文氏菌、松樹脂潰瘍病菌、香蕉小球腔菌和枝孢斑點菌(表3)。

綜合9種潛在的檢疫性有害生物的定量和定性風(fēng)險分析結(jié)果,以所有檢疫性有害生物中風(fēng)險水平最高者作為該植物種苗的檢疫風(fēng)險,因此,判定香蕉種苗的檢疫風(fēng)險為高。

2.4""風(fēng)險管理措施

依據(jù)潛在檢疫性有害生物風(fēng)險分析的結(jié)論提出相應(yīng)的風(fēng)險管理措施,通過實施風(fēng)險管理措施可將輸華香蕉種苗風(fēng)險降低到適宜的風(fēng)險保護水平之下。

2.4.1""加強封鎖與檢疫""建議加強封鎖與檢疫。少量引進(特別應(yīng)考慮所需隔離檢疫設(shè)施的實際承載能力),與植物檢疫部門合作,加強檢疫封鎖;做好香蕉種植大國及病蟲害發(fā)生嚴重國家入境的檢疫工作,阻止病原菌或害蟲隨寄主材料入境。

2.4.2""進境要求""(1)檢疫審批:香蕉種苗進口前,規(guī)定進口商應(yīng)向海關(guān)總署申請辦理《進境動植物檢疫許可證》。

(2)進境檢疫:香蕉種苗到達進境種苗指定監(jiān)管場地(指定口岸)后,海關(guān)人員將根據(jù)有關(guān)規(guī)定對種苗實施檢疫,特別對需關(guān)注的潛在檢疫性有害生物實施針對性檢疫。包裝、鋪墊材料、集裝箱不得黏附土壤、害蟲及雜草籽等,經(jīng)檢疫合格的,準予入境。

(3)隔離種植:根據(jù)風(fēng)險分析結(jié)果,進境香蕉種苗須按每批每品種約15%的比例進行抽樣檢查,在具備相應(yīng)資質(zhì)、硬件和管理條件的植物隔離檢疫圃實施隔離檢疫,其余種苗應(yīng)封存保管,待隔離檢疫期滿合格后,方可運往引種企業(yè)進行種植。

2.4.3""不符合要求的處理""(1)如口岸查驗中發(fā)現(xiàn)有檢疫性有害生物,則該批種苗作退回、銷毀或檢疫處理;(2)如隔離檢疫或種植期間發(fā)現(xiàn)檢疫性有害生物,根據(jù)有關(guān)檢疫法規(guī)對該批種苗進行退回或銷毀處理。

2.4.4""有害生物監(jiān)測""在海關(guān)部門的監(jiān)管下,生產(chǎn)者應(yīng)在香蕉種苗的生長期和收獲期對有害生物進行監(jiān)測,證明需要關(guān)注的檢疫性有害生物是否傳入。

2.4.5""檢疫處理技術(shù)研究""加強有害生物檢疫處理技術(shù)的研究工作。研究有害生物多目標(biāo)檢測技術(shù),以及以微生物菌劑等為核心的綠色靶向檢疫處理技術(shù)對有害生物去除效率、植株生長和抗?。ㄏx)能力的影響,為檢疫部門開展政策制定、有害生物快速檢測、檢疫處理等工作提供理論依據(jù)和技術(shù)保障。

2.4.6""加大宣傳及與國外的溝通力度""積極開展香蕉種苗傳帶有害生物危害嚴重性的科普宣傳工作,發(fā)現(xiàn)疫情及時上報,同時加強與發(fā)現(xiàn)有害生物的國家的溝通,建立相應(yīng)的監(jiān)測網(wǎng)絡(luò)、檢疫處理技術(shù)規(guī)程,做到精準識別和有效防除。

3""討論

有害生物風(fēng)險分析是植物檢疫領(lǐng)域中的重要基礎(chǔ)性工作,是國家制定有害生物風(fēng)險管理策略的理論依據(jù)[7,"10]。本研究通過查詢中國國家有害生物檢疫信息系統(tǒng)等數(shù)據(jù)庫和有關(guān)文獻,根據(jù)在中國的分布情況(未分布或分布未廣)、是否官方管制、隨香蕉種苗攜帶的可能性進行評估,確定了輸華香蕉種苗上需要進一步評估的9種潛在檢疫性有害生物,經(jīng)定性和定量風(fēng)險分析表明,高風(fēng)險有害生物有4種,其中富氏葡萄孢盤菌(B."fuckeliana)分布在美國、加拿大、巴西、西班牙、日本和印度等國;甘蔗凋萎病菌(G."sacchari)分布于洪都拉斯、波蘭、美國和孟加拉國等多個國家;蒲桃雷爾氏菌(R."syzygii)分布在印度尼西亞;古巴尖鐮孢(F."oxysporum"f."sp."cubense)分布在巴拿馬、古巴、美國和澳大利亞等多個國家。中風(fēng)險有害生物有5種,其中假彎孢菌(C."fallax)分布在加納和印度;桃色歐文氏菌(E."persicina)分布在美國、澳大利亞、西班牙和日本等多個國家;松樹脂潰瘍病菌(F."circinatum)分布洪都拉斯、美國、澳大利亞和南非等多個國家;香蕉小球腔菌(L."musarum)分布在中國臺灣;枝孢斑點菌(M."musae)分布在古巴、洪都拉斯、加拿大、美國、馬來西亞和越南等多個國家。上述有害生物均屬于微生物、個體小,肉眼難于觀察,不僅為害香蕉種苗,還為害多種寄主植物,早期為害隱蔽性強,潛伏和為害香蕉育苗基質(zhì)、根、莖和葉等多個部位,難以精準識別,同時香蕉種苗的跨國運輸,容易引起輸入地有害生物爆發(fā)成災(zāi),應(yīng)該引起足夠的重視.

隨著經(jīng)濟全球化的不斷發(fā)展,我國香蕉種植人員和企業(yè)與赴越南、柬埔寨等國開展香蕉生產(chǎn)、貿(mào)易,以及香蕉種苗資源的引進等活動日益頻繁[8]。本研究中的9種潛在檢疫性有害生物入侵我國并傳播擴散的可能性極大,應(yīng)嚴格限制從疫區(qū)引進的種苗和帶基質(zhì)的寄主植物,入境后需隔離檢疫,同時需高度重視對傳病介質(zhì)昆蟲的嚴格檢疫。

風(fēng)險分析涉及的因素多而復(fù)雜,需要有效豐富的數(shù)據(jù)[7],常用方法為定性和定量方法相結(jié)合用于1~2種有害生物的分析,冼曉青等[31]分析發(fā)現(xiàn)番茄潛麥蛾的R值為2.64,屬于極高風(fēng)險性農(nóng)業(yè)有害生物。楊臘英等[8]分析發(fā)現(xiàn)香蕉細菌性枯萎病病原菌(Ralstonia"solanacearum"race"2)的綜合R值為2.32,屬于高度危險的農(nóng)業(yè)植物有害生物。謝梅瓊等[10]分析發(fā)現(xiàn)香蕉枯萎病菌[尖孢鐮刀菌古巴?;停‵."oxysporum"f."sp."cubense)]的R值為2.12,屬于高度危險的檢疫性有害生物。姚衛(wèi)民等[9]分析發(fā)現(xiàn)香蕉穿孔線蟲的R值為2.7,在廣西屬高度危險的有害生物。徐永紅等[32]分析發(fā)現(xiàn)柑橘輪斑病菌(Pseudofabraea"citricarpa)的R值為2.08,處于高度風(fēng)險等級。陳志云等[33]分析發(fā)現(xiàn)紅樹林的2種有害生物薇甘菊、星天牛最為嚴重,R值分別為1.63和1.61,均屬中度危險的林業(yè)有害生物。

本研究應(yīng)用定性和定量方法對輸華香蕉種苗上傳帶的假彎孢菌等9種潛在檢疫性有害生物開展風(fēng)險分析,為檢疫部門監(jiān)測預(yù)警和檢驗檢疫提供了理論依據(jù)。由于香蕉種苗傳帶的潛在檢疫性有害生物仍缺乏全面和深入的研究,部分指標(biāo)仍存在一定程度的主觀性??傊憬斗N苗傳帶有害生物風(fēng)險評估體系將隨著其傳帶的有害生物生物學(xué)、流行學(xué)、成災(zāi)機理、檢疫處理技術(shù)、田間防控技術(shù)和風(fēng)險評估方法等領(lǐng)域取得新進展而更加完善和科學(xué)。
