對(duì)于興奮劑，山東各方早就拉響警笛。第十一屆全運(yùn)會(huì)堅(jiān)持“零容忍”的態(tài)度，嚴(yán)令禁止，嚴(yán)格檢查，嚴(yán)肅處理，加大反興奮劑工作力度。各參賽單位也紛紛響應(yīng)，并簽署了第十一屆全運(yùn)會(huì)《賽風(fēng)賽紀(jì)和反興奮劑責(zé)任書》。

國(guó)家體育總局特出臺(tái)《第十一屆全運(yùn)會(huì)興奮劑違規(guī)處罰辦法》,對(duì)發(fā)生陽(yáng)性或其他興奮劑違規(guī)行為的運(yùn)動(dòng)員、教練員,將給予禁賽4年的處罰,并禁止其參加下一屆全運(yùn)會(huì)。對(duì)于所屬單位，將根據(jù)情況、情節(jié)與責(zé)任，給予取消十一運(yùn)會(huì)道德風(fēng)尚獎(jiǎng)評(píng)選資格、取消中國(guó)奧委會(huì)2009年度一切獎(jiǎng)勵(lì)、取消該單位主要領(lǐng)導(dǎo)在相應(yīng)運(yùn)動(dòng)項(xiàng)目協(xié)會(huì)擔(dān)任的領(lǐng)導(dǎo)職務(wù)，以及全國(guó)體育系統(tǒng)內(nèi)通報(bào)批評(píng)、通報(bào)代表團(tuán)所屬上級(jí)政府主管部門等嚴(yán)厲處罰。

北京奧運(yùn)會(huì)前，國(guó)際反興奮劑機(jī)構(gòu)已在興奮劑控測(cè)手段上實(shí)現(xiàn)了重大突破，北京奧運(yùn)會(huì)期間全面采用了這些新的檢測(cè)技術(shù)，十一運(yùn)也將采用這些新的檢測(cè)技術(shù)。

十一運(yùn)的興奮劑檢測(cè)數(shù)量將超過2000例，比在江蘇舉行的十運(yùn)會(huì)增加15%，在此基礎(chǔ)上,還將開展覆蓋面較大的隨機(jī)檢查,提高賽外檢查的針對(duì)性和有效性,加大賽外檢查力度。

興奮劑的檢測(cè)室也嚴(yán)密把關(guān)，滴水不漏。尿檢室是興奮劑檢測(cè)站的核心區(qū)域，尿檢室的三面墻上都貼著一人多高的鏡子，運(yùn)動(dòng)員取尿樣時(shí)的一舉一動(dòng)，都逃不過興奮劑檢查官的眼睛。血檢室和候檢室都安裝監(jiān)視探頭，確保興奮劑檢測(cè)樣本的安全。

興奮劑檢查官都由國(guó)家體育總局親自委派。血檢以及尿檢所使用的一些高科技設(shè)備，也是從北京運(yùn)來的。

工作人員嚴(yán)格把關(guān)，檢測(cè)樣本專車送京。運(yùn)動(dòng)員的尿樣，要送到北京的興奮劑檢測(cè)中心進(jìn)行檢驗(yàn)；血檢的樣本，則會(huì)送到濟(jì)南進(jìn)行檢測(cè)。全運(yùn)會(huì)期間，國(guó)家興奮劑檢測(cè)中心攜帶相關(guān)檢測(cè)設(shè)備在濟(jì)南設(shè)立一個(gè)檢測(cè)室，專門對(duì)全運(yùn)會(huì)的血檢樣本進(jìn)行檢測(cè)。

為了防止在運(yùn)輸途中發(fā)生意外，所有運(yùn)送興奮劑檢測(cè)樣本的專車，都會(huì)有公安人員和專業(yè)的興奮劑樣本護(hù)送員進(jìn)行沿途押運(yùn)，以確保安全。

“Zero Tolerance” Builds up a Firewall against Doping

The clarion call for the 11th National Games has been sounded. The competition venues in Shandong are all ready to host the events. To host the National Games well, first of all, the anti-doping work should be done beforehand.

Liu Peng, Director of the General Administration of Sport of China, said: “Competitive style and discipline is the important standard to evaluate whether the National Games is successfully held. Therefore, great importance should be paid to the style and discipline as well as to the anti-doping work of the National Games, which is very important work.”

According to the medical theory, the use of doping is extremely harmful to humans both physically and mentally, and this has been proven. Most people, including the athletes, are clearly aware of the adverse effects of doping, which is similar to using drugs. The abuse of doping is very harmful.

Shandong has been keeping alert about doping. Drawing on the experience of the anti-doping work of the Beijing Olympic Games, the 11th National Games will maintain a “zero tolerance” attitude to doping. Through strict prohibition, strict checking, and strict treatment, the 11th National Games will thoroughly prevent the use of doping.
