Shanxi Yuncheng’s Aluminum Capacity is Expected to Reach 2 Million Tonnes in 2020

Recently, Deputy Secretary of CPC Shanxi Yuncheng Municipal Committee and Mayor Wang Qingxian held a discussion meeting with Ge Honglin, Chairman and Secretary of CPC Party Leadership Group of China Aluminum Corporation, in Beijing. Both sides reached extensive consensus over further strengthening cooperation, vigorously developing coal-electricity-aluminum product integrated industrial cluster, and building Yuncheng into a national aluminum industry base.

Chinalco has 3 enterprises in Yuncheng, namely Shanxi Aluminum Plant, Huaze Aluminum and Power, and Huasheng Aluminum, both sides possess extensive cooperation foundation in promoting the development of aluminum industry. According to the “Framework Agreement for Strategic Cooperation on Constructing Chinalco Shanxi Aluminum Circular Industrial Base” signed between Shanxi Provincial Government and Chinalco in May this year, as well as the Provincial Government’s “Promotion Plan About Reform, Restructuring, Adjustment, Upgrading of Chinalco Shanxi Aluminum Circular Industrial Base”, Chinalco plans to construct 1 million tonnes of aluminum circular industrial base in Yuncheng. During the discussion, both sides exchanged views on actual issues and in-depth cooperation for constructing 4×350MW low calorific value coal power generation project, coordinating aluminum capacity substitution adjustment, developing aluminum deep processing project.

Wang Qingxian introduced Yuncheng’s basic condition, development advantages, development approaches and route measures, analyzed domestic and overseas aluminum product consumption markets in comparison and the potential of China’s aluminum industry development. He said, with the development in domestic and overseas economic situation and the implementation of upgraded strategy to develop Chinese economy, Chinalco had entered a key stage of enhancing quality and improving efficiency. As a leading enterprise in the industry, Chinalco plays a crucial role in developing and rejuvenating the aluminum industry. The CPC Provincial Committee and the Provincial Government attached high importance to integrated development of coal-electricity-aluminum products, and formulated a series of measures and methods on electricity price subsidy, and construction of self power plant, and support Yuncheng to construct national aluminum industry base. Yuncheng actively implemented and enforced relevant requirements of the CPC Provincial Committee and the Provincial Government, continually intensify efforts in communicating with the MIIT, against the nationwide macro background of phasing out backward capacity, consolidate confidence, seek opportunity in crisis, bring out the whole city’s advantage in advanced aluminum industry technology, by adopting the approach of setting up park zone to develop cluster investment invitation, through merging, restructuring, substitution of capacity, and extending industrial chain measures, expand aluminum industry cluster. According to the “Promotion Plan on Speeding up Construction of Aluminum Industry Base“ by Yuncheng City, by 2020, the whole city’s aluminum oxide capacity will reach 5 million tonnes, aluminum capacity will reach 2 million tonnes, self-equipped generator unit equipment capacity will reach 3400MW, aluminum processing capacity will reach 3 million tonnes, total output value of aluminum industry will reach 150 billion yuan, aluminum industry will become the whole city’s biggest industrial cluster. It is hoped both sides will give full play to advantages, strengthen communication and cooperation in product R&D center construction, coal and electricity aluminum products integration especially aluminum products high-end processing aspects, build Yuncheng into a national aluminum industry base, and fulfill joint development.

Ge Honglin said, Yuncheng boasts abundant resources, superior geographical location, convenient transport, and flat terrain, it has a number of advantages for developing aluminum industry, with vast development prospects. Chinalco will strengthen cooperation with Yuncheng in project planning, investment invitation, and park zone construction aspects, in particular it will fully bring out the Group’s advantage, support Yuncheng aluminum products processing industry to expand, and push forward integrated development of coal electricity aluminum products.
