China will Implement Total Mining Volume Control on Advantageous Mineral Resources Such As Rare Earth

On the end of January, the Ministry of Land and Resources convened the third round of mineral resource planning compilation work video conference, which made re-mobilization and re-deployment for a new round of planning compilation work.

According to report from the China Land and Resources News, the third round of mineral resource plan compilation will place focus on four aspects.

Firstly, improve regulation & control mechanism for total volume of development and utilization, based on national industrial policy, implement classified regulation based on different situations, rationally control total resource exploration, maintain stable and healthy operation of the mining industry economy. For resources with surplus production capacity such as coal, ensure stringent control; for traditional advantageous mineral resources and strategic emerging mineral resources such as rare earth and tungsten, implement total mining volume control; for domestic mineral resources in shortage such as petroleum, iron, copper and aluminum, implement encouraged prospecting and mining policies and measures.

Secondly, optimize mineral resources development & utilization deployment, properly plan strategic guiding layout, put forward a batch of mineral resources prospecting and development base, develop important strategic core zones for guaranteeing national resources security in terms of space. Properly implement management function zoning, mark out a batch of national planned mining zones, mining zones and key mining zones with important value for or national economy, mark out areas prohibited and restricted for prospecting and mining, mark out planned zones for prospecting and mining.

Thirdly, formulate mineral variety differentiation policy and regional differentiation policy. All provinces (cities, and districts) must give consideration to actual conditions, clarify mineral resources management policy orientation and access conditions for own region. Fourthly, concentrate on developing seven plan implementation platforms, including resource guarantee platform focusing on prospecting breakthrough strategic action, ecological civilization construction platform under the theme of green mining, and geological mining technology innovation platform combining industry, academic, research and application.

It has been learned that according to uniform deployment, in July this year it is required to finish compilation of provincial level planning outline, before June next year it is required to finish submission publication of national-level plan and submission review of provincial-level plan, by the end of next year it is required to fully complete approval of plan compilation at all levels. For regions failing to finish the planning compilation, arrange appointment talk or temporarily suspend the application of mineral exploration right and mining right.
