Instruction to Authors

Aims and Scope Journal of Northeast Agricultural University （English Edition） is a comprehensive academic journal on agricultural sciences sponsored by Northeast Agricultural University and distributed worldwide. It is a peer reviewed journal published quarterly and mainly publishes review and research articles that reflect the latest achievements on crop science，horticulture，plant protection，resource and environment，animal science，veterinary medicine，agricultural engineering and technology，agricultural water conservancy，life science，biotechnology and food science.

Copyright All rights reserved to Journal of Northeast Agricultural University （English Edition）. Submission of a manuscript implies that the submitted work has not been published before （except as part of a thesis or lecture note or report，or in the form of an abstract）； that it is not under consideration for publication elsewhere； that its publication has been approved by all co-authors as well as by the authorities at the institute where the work has been carried out； that，if and when the manuscript is accepted for publication，the authors hand over the transferable copyrights of the accepted manuscript to Northeast Agricultural University，and that the manuscript or parts thereof will thus not be published elsewhere in any language without the consent of the copyright holder. 最后，信用增級(jí)的法律缺位。我國(guó)《擔(dān)保法》規(guī)定：國(guó)家機(jī)關(guān)不得為擔(dān)保人，但經(jīng)國(guó)務(wù)院批準(zhǔn)為使用外國(guó)政府或國(guó)際經(jīng)營(yíng)組織貸款進(jìn)行轉(zhuǎn)貸的除外。這一規(guī)定使我國(guó)的外部信用增級(jí)機(jī)制無法進(jìn)行有效，從而制約了我國(guó)應(yīng)收賬款證券化的發(fā)展。

Manuscript's sequence The manuscript should be arranged in the order of Title，Abstract，Key words，Introduction，Materials and Methods，Results，Discussion，Conclusions，Acknowledgements and References.

Requirement All manuscripts should be well argued and precisely reasoned with the rigid structure and refinement words. The length of the article is within 4000-6000 words （not including tables，figures，and references）.

Title page The title page should be the first page and include a concise title of the article，full names and affiliations of the authors； the first author's name，birth date，gender，professional title，degree，research direction； and the corresponding author's name，professional title，supervisor of a Ph.D or a master candidate，research direction and E-mail； and the foundation support （Grant No.）. For authors in China，a Chinese abstract is required. The title should be no more than 20 words.

and Key words The manuscript should include an abstract of no more than 500 words in length. The abstract should state the objectives，materials and methods，results and conclusions of the original articles. Three to eight key words should be provided.

Acceptance All accepted manuscripts have been reviewed by two independent reviewers chosen by the editor. Authors will generally be notified of acceptance，rejection，or need for revision within three months. The editor reserves the right to make modifications to improve the clarity of the text. When it is necessary to reject a manuscript，the editorial department will not return any materials.

電力工程，是關(guān)系我國(guó)居民生活以及工業(yè)生產(chǎn)重要的工程，電力自動(dòng)化是實(shí)現(xiàn)電力工程安全、高效管理的重要途徑，也是電力工程發(fā)展的必然要求。我國(guó)的電力工程自動(dòng)化技術(shù)處于快速發(fā)展中，已經(jīng)取得了巨大的成就。現(xiàn)如今，在科學(xué)技術(shù)不斷進(jìn)步，社會(huì)經(jīng)濟(jì)不斷提高的新形勢(shì)下，電力工程中電力自動(dòng)化技術(shù)的運(yùn)用，在提高了供電穩(wěn)定性和安全性的同時(shí)，還降低了電力系統(tǒng)的運(yùn)營(yíng)成本，改善了供電質(zhì)量。因此，得到了國(guó)家有關(guān)部門以及電力工程人員的高度認(rèn)可。目前，我國(guó)電力工程的發(fā)展依賴于電力自動(dòng)化的實(shí)現(xiàn)。電力工程的電力自動(dòng)化對(duì)我國(guó)電力事業(yè)的發(fā)展有著重要的現(xiàn)實(shí)意義。

Figures and Tables Figures and Tables in the article should be the necessary ones，and avoid duplication of information in the text. They should be numbered consecutively and separately，and accompanied by a concise title at the top. Place explanatory matter in footnotes.

2.日常管理能力有待于進(jìn)一步提高。油田科研院所作為國(guó)有特大型企業(yè)人才密集、技術(shù)創(chuàng)新的重要窗口，工作界面涵蓋方方面面內(nèi)容，班組建設(shè)整體發(fā)展不太均衡，班組基礎(chǔ)管理相對(duì)薄弱，主要表現(xiàn)為：有的管理制度健全，但修訂完善不及時(shí)，執(zhí)行落實(shí)不到位；有的組織開展活動(dòng)較好，但記錄資料較少；有的管理自主能力差，班組長(zhǎng)素質(zhì)不高、不能適應(yīng)安全生產(chǎn)工作；有的班組學(xué)習(xí)意識(shí)不強(qiáng)，知識(shí)老化，不能適應(yīng)新崗位需要；有的管理基本到位，但卻沒有明確的目標(biāo)、措施，缺乏創(chuàng)新。新形勢(shì)下的班組建設(shè)應(yīng)進(jìn)一步提高認(rèn)識(shí)，明確建設(shè)目標(biāo)，加強(qiáng)統(tǒng)一規(guī)劃和指導(dǎo)協(xié)調(diào)，筑牢基礎(chǔ)工作，全面提高管理水平。

通過加強(qiáng)水土保持措施設(shè)計(jì)，合理安排施工進(jìn)度與工序，抓緊落實(shí)土地整治及植被恢復(fù)，減少地表裸露時(shí)間，以減少施工過程中因降水和風(fēng)等水土流失影響因素產(chǎn)生的水土流失。
