在2015全國(guó)“兩會(huì)”期間，“一帶一路”國(guó)家戰(zhàn)略、“深化改革、擴(kuò)大開放”等外向型經(jīng)濟(jì)的熱詞不斷出現(xiàn)在各大媒體的報(bào)道中，對(duì)于身處“渝新歐”起點(diǎn)、“長(zhǎng)江經(jīng)濟(jì)帶”與“成渝經(jīng)濟(jì)區(qū)”核心的廣大重慶民營(yíng)企業(yè)而言，如何順應(yīng)國(guó)家戰(zhàn)略積極參與其中？日前，重慶市委統(tǒng)戰(zhàn)部副部長(zhǎng)、市工商聯(lián)黨組書記蔣平就相關(guān)話題接受了本刊采訪。

蔣平表示：擴(kuò)大重慶開放程度，讓更多的重慶品牌與重慶制造、重慶創(chuàng)造走向世界，重慶民營(yíng)企業(yè)責(zé)無旁貸。重慶民營(yíng)企業(yè)家有“走出去”的光輝歷史，在各個(gè)歷史階段都涌現(xiàn)出一大批勇于“走出去”的重慶品牌和重慶民營(yíng)企業(yè)家，近代的“中國(guó)船王”盧作孚、“豬鬃大王”古耕虞等一大批具有“實(shí)業(yè)救國(guó)”思想、主營(yíng)業(yè)務(wù)遍及多個(gè)國(guó)家的渝商代表人物，為重慶的對(duì)外開放與現(xiàn)代化作出了不可磨滅的貢獻(xiàn)。

改革開放以來，也涌現(xiàn)出很多在國(guó)內(nèi)外知名重慶民營(yíng)企業(yè)，比如力帆集團(tuán)自2007年開始在海外建立生產(chǎn)工廠，目前已經(jīng)在7個(gè)國(guó)家開設(shè)工廠，市場(chǎng)形勢(shì)非常好；大渡口的鈺鑫集團(tuán)在澳大利亞進(jìn)行商場(chǎng)收購(gòu)，得到項(xiàng)目所在國(guó)主管政府部門部長(zhǎng)的高度評(píng)價(jià)；在全國(guó)“兩會(huì)”期間，全國(guó)人大代表、重慶博賽礦業(yè)董事長(zhǎng)袁志倫宣布，博賽將在加勒比海南部的特立尼達(dá)和多巴哥共和國(guó)興建一個(gè)冶煉廠，投資額達(dá)2億美元。2006年，博賽收購(gòu)了南美洲圭亞那歐邁礦業(yè)公司70%股權(quán)，占領(lǐng)了40%的國(guó)際高鋁熟料市場(chǎng)份額；2009年底，博賽又成功收購(gòu)世界礦業(yè)巨頭力拓旗下西非加納鋁礦公司80%的股權(quán)，極大改善了中國(guó)企業(yè)在該行業(yè)的“話語權(quán)”。被業(yè)內(nèi)譽(yù)為“全球最大的摩托車齒輪生產(chǎn)企業(yè)”的重慶秋田齒輪，目前也正在籌備到南亞地區(qū)設(shè)立辦事處，啟動(dòng)秋田的“南亞戰(zhàn)略”。

蔣平認(rèn)為，近年來，重慶無論是口岸建設(shè)、機(jī)場(chǎng)建設(shè)還是開天辟地的“渝新歐”，對(duì)重慶對(duì)外開放都具有重大意義，大大地提升了重慶作為中國(guó)內(nèi)陸開放城市的硬件，為重慶打造“大平臺(tái)、大通道、大通關(guān)”，這對(duì)重慶發(fā)展成為內(nèi)陸開放高地極為有利。他說，僅一個(gè)“一帶一路”就涉及65個(gè)國(guó)家，總?cè)丝?4億，年產(chǎn)值21萬億元，分別占全球的62.5% 和28.6%，至少有幾萬億的紅利可以去爭(zhēng)取。蔣平告訴記者，重慶民營(yíng)企業(yè)在境外投資總額和項(xiàng)目數(shù)量都已超過國(guó)有企業(yè)，項(xiàng)目質(zhì)量總體上也非常不錯(cuò)，由于民營(yíng)企業(yè)在當(dāng)?shù)卣加霉操Y源很少，不少國(guó)際和地區(qū)特別歡迎民營(yíng)企業(yè)“走進(jìn)去”。

最后，蔣平號(hào)召重慶的廣大民營(yíng)企業(yè)家進(jìn)一步解放思想，突破思維定勢(shì)，適應(yīng)國(guó)家戰(zhàn)略，發(fā)揮民營(yíng)企業(yè)優(yōu)勢(shì)，把這些政策、設(shè)施用好用活，用一流的開放思想、一流的開放的軟環(huán)境，在經(jīng)濟(jì)新常態(tài)中，用好全球發(fā)展的新空間，書寫出屬于重慶的“渝商”新傳奇。

During China's “Two Sessions” in 2015， buzzwords on export-oriented economy like national strategy of “One Belt and One Road”， “Deepening Reform and Expanding Opening-up” continuously popped up in reports of major media. As for numerous Chongqing private enterprises situated at the core of “Chongqing-Xinjiang-Europe Train”and the center of “Y angtze River Economic Belt” and “Chengdu-Chongqing Economic Zone”， how to actively take part in and comply with national strategy？ The other day，Jiang Ping， deputy head of United Front W ork Department，CPC Chongqing Committee and Party Secretary of Municipal Federation of Industry and Commence accepted an interview with us regarding this topic.

Jiang' f rst remarks： it is the due responsibility of local private enterprises to expand the opening-up of Chongqing and make more local brands， products made in and created in Chongqing go global. Chongqing private entrepreneurs enjoy a splendid history of “going global”. In all the historical stages， here emerged numerous Chongqing brands and private entrepreneurs who had this courage Many typical Chongqing merchants who held the opinion of “save the nation by engaging in industry” and whose main businesses spread all over various countries like Lu Zuofu， the “China Ship King” in modern times and Gu Gengyu， the “Bristle King” made indelible contribution to the opening-up and modernization of Chongqing.

After reform and opening-up， a great number of Chongqing private enterprises made their names known home and aboard. For example， Lifan Group started to build production plants overseas ever since 2007. Currently，its plants have been established in seven countries with favorable market outlook. Yuxin Group in Dadukou conducted mall acquisitions in Australia and gained commendations from the minister in charge of government sectors from the host country. During “Two Sessions” of this year， Yuan Zhilun， NPC deputy and president of Chongqing Bosai Minerals， announced that Bosai would build up a smelter in the Republic of Trinidad and Tobago south of Caribbean Sea with an investment of $ 200 million. In 2006， Bosai acquired 70% equities of Oumai Mineral Company in Guyana， South America and occupied 40% market shares of international high-alumina clinker； at the end of 2009， Bosai successfully acquired 80% equities of Aluminum Company in Ghana，West Africa under global mining giant Rio Tinto， which dramatically improved Chinese enterprises' “voice” within the industry. Chongqing Qiutian Gear， known as the “l(fā)argest producer of motorcycle gears in the world”， is now preparing to set up off ces in South Asian regions and initiating its “South Asia Strategy”.

Jiang believed that in recent years， either port construction， airport construction or the unprecedented “Chongqing-Xinjiang-Europe” train is of great significance for the opening-up of the city. They dramatically enhanced the hardware of Chongqing as an inland city of openingup in China and established “great platform， great channel and great customs declaration”， which will be extremely beneficial to develop Chongqing as an inland highland of opening-up. He added that “One Belt， One Road” alone involves 65 countries with 4.4 billion people and annual value of 21 trillion yuan， which accounts for 62.5% and 28.6% respectively worldwide. There is a bonus of at least several trillion to f ght for. He also told the reporter that the overseas aggregate investment and project number of Chongqing's private enterprises have exceeded that of government-owned corporations and the project quality is generally quite ref ned. As private enterprises occupy few local public resources，many countries and regions welcome private enterprises to “go global”.

At last， Jiang calls on numerous Chongqing private entrepreneurs to further free their mind， smash traditional thinking patterns， adapt to national strategies， give full play to advantages of private enterprises， make good and f exible use of these policies and facilities， adopt the most open mind and f rst-rate soft environment for opening-up and leverage new global development space in the economic new normal to forge a new legend for “Chongqing Merchants”.
