中國駐南非德班市總領館采取迅速行動解救遭綁架中國公民
3月16日,南非夸祖魯納塔爾省科克斯塔德市(距離德班市270公里)一中國公民在其商店附近遭一伙劫匪綁架,去向不明。劫匪向被綁者家屬索要高額贖金。接到報案后,中國駐德班總領館高度重視,迅速采取解救行動,與我駐南非使館警務處、夸納省警察廳、德班中心警局、事發(fā)當?shù)鼐胶偷掳嗳A人警民合作中心保持密切聯(lián)系和協(xié)調,力促警方盡快偵破此案,解救人質,抓捕綁匪。
我駐德班總領事王建州在總領館緊急約見夸納省警察廳重案組負責人和德班中心警局外事警察負責人,要求警方采取迅速、有效和穩(wěn)妥的解救和搜捕行動??浼{省警方高度配合,迅速部署和行動,很快鎖定綁匪活動范圍和位置。警方負責人一直在總領館與我人員一起協(xié)調指揮解救行動。經(jīng)各方共同努力,被綁人質在傍晚成功脫險,由警方人員護送到安全地點。應我總領館要求,警方為受害人及其家屬提供了與本案有關的后續(xù)安保措施,并承諾力爭盡快抓捕綁匪,將其繩之以法。
受害人一家對我總領館為解救人質和保護其安全所做的積極努力和成效深表感謝。
在處理本案的過程中,王建州還與警方負責人就在該市領區(qū)建立聯(lián)合預防和打擊針對華人搶劫綁架犯罪活動的長效機制深入交換了意見。
駐德班總領館在此提醒廣大僑胞警惕各類風險,加強安全防范。如在商業(yè)活動中減少現(xiàn)金使用,警惕可疑人員尾隨跟蹤,盡可能雇傭保安,在招工時要求被雇人提供警方出具的無犯罪記錄證明等個人信息資料,從多方面確保自身安全,防止類似事件發(fā)生。

A Chinese citizen was kidnapped by a gang of criminals near his store at Kokstad, KwaZulu-Natal, South Africa (270km from Durban). His family didn't know where he had been taken. The kidnappers asked the victim's family for a large ransom. Having received the report of this case, the Consulate General of the PRC in Durban paid high attention to it, taking rescue action immediately. Staff kept in close contact with the Police Liaison Section of the Embassy of the PRC in South Africa, the KwaZulu-Natal Police Service, the Flying Squad in Durban Centre Police Department, the SAPS in Kokstad and the Durban Chinese community & Police Co-operation Centre,demanding that the police try their best to crack the case,rescue the hostage and capture the kidnappers as soon as possible.
Mr. Wang Jianzhou, Consul-General of the Consulate General of the PRC in Durban, had an urgent meeting with the colonel in charge of the Criminal Investigation Department in KwaZulu-Natal and the colonel in charge of the Flying Squad in the Durban Central Police Department, asking the police to take immediate, ef fective and safe action to search for and rescue the hostage. The police co-ordinated closely with the Chinese Consulate, taking rapid action and deploying several detectives. Soon the police located the area where the kidnappers were hiding. The colonels stayed in the consulate to command and co-ordinate the rescue action with the Consul-General. By nightfall, as a result of the ef forts made by all parties concerned, the hostage escaped from the kidnappers and was successfully escorted by police to a safe place. At the request of the Consulate General of the PRC in Durban, the police protected the victim and his family in the following days and promised that they would bring the criminals to justice as soon as possible.
The victim and his family expressed gratitude to the Consulate General for its ef forts in his rescue and for the follow-up security.
Consul-General Wang Jianzhou has had in-depth discussions with the police to establish a long-term mechanism to prevent and crack down on crimes that target Chinese citizens.
Hence, the Consulate General of the PRC in Durban reminds Chinese citizens to be on the alert for any kind of risk and to improve their safety consciousness. They are strongly advised to minimize the use of cash in commercial activities. Everyone should be aware of any suspicious stalkers. Anyone who runs a shop or a factory should hire security guards. Employers should require job applicants to submit their personal information, including a Non-Criminal Record issued by the police, in an effort to ensure safety and security.
