重慶代表團:呼吁支持重慶建設內陸開放高地
3月3日,重慶代表團召開全團會議,一致通過將全團建議提交十二屆全國人大三次會議,呼吁國家層面支持重慶建設內陸開放高地,包括支持重慶與新加坡合作建設中新產(chǎn)業(yè)園;支持重慶進一步加強開放平臺建設;支持在重慶設立中國(重慶)內陸自由貿(mào)易園區(qū)。
“改革開放以來,我國由南向北、自東向西梯度推進的開放方式,使我國經(jīng)濟發(fā)展在取得舉世矚目成績的同時,也暴露出如外資過度集聚于沿海地區(qū),加劇了區(qū)域發(fā)展不協(xié)調的矛盾;單一的對外開放格局在國際地緣政治深刻變化的今天也存在風險等問題。”全團建議首先分析了當前我國開放格局中的不足。
因此,重慶代表團全團建議提出,支持重慶建設內陸開放高地,可以進一步發(fā)揮重慶在全國開放大格局中的作用:向西北通過“渝新歐”鐵路可加強與歐洲及中亞國家的合作,向東通過長江黃金水道與沿江省市合作,向南通過渝黔、渝昆通道可加強與東盟、南亞國家的合作,發(fā)揮重慶承接東西、聯(lián)通南北的紐帶作用。對我國加快內陸開放進程,擴大向西開放,使我國對外開放的總體格局由向東開放形成雙向開放新格局,具有重要意義。
全團建議也提出,當前重慶已具備建成內陸開放高地的良好基礎——重慶已形成三大交通樞紐、三個一類開放口岸、三大保稅監(jiān)管區(qū)“三個三合一”的內陸開放平臺,并具備全國一流的網(wǎng)絡通訊平臺、良好的金融生態(tài)環(huán)境和較為雄厚的產(chǎn)業(yè)基礎。

因此,全團建議呼吁支持重慶建設內陸開放高地,并從三方面予以支持。第一,支持重慶與新加坡合作建設中新產(chǎn)業(yè)園,即圍繞現(xiàn)代互聯(lián)互通與現(xiàn)代服務主題,著眼現(xiàn)代物流、金融結算、大數(shù)據(jù)應用,推動新加坡方面支持在渝設立中新產(chǎn)業(yè)園,允許園區(qū)發(fā)展離岸金融和跨境投融資便利試點等。其次,支持重慶加強開放平臺建設,即支持重慶進一步完善開放口岸體系,支持重慶進一步完善開放平臺功能。第三,支持設立中國(重慶)自由貿(mào)易園區(qū),與上海自由貿(mào)易試驗區(qū)實現(xiàn)優(yōu)勢互補,聯(lián)動發(fā)展,共同形成長江黃金水道首尾呼應的局面。

Chongqing's delegation was unanimously in favor of its proposals to be submitted to the third session of the Twelfth NPC on March 3, 2015, calling for to build Chongqing into a national-level an inland highland of opening-up, e.g. support Chongqing to cooperate with Singapore to erect the China-Singapore Industrial Park; support Chongqing to further augment the opening-up platform building; and support Chongqing to set up China (Chongqing) FTA Zone.
“Since the reform and opening-up policy was adopted,the way of opening-up from the south to the north and the east to west enabled the country to achieved remarkable progress in economic development, while it exposed that foreign capitals are over centralized in coastal regions, exacerbating the problems of unbalanced regional development; and the singular structure of opening-up contains risks today when the international geopolitics are undergoing profound change”, the delegation firstly analyzed the weakness of the opening-up structure.
Accordingly, Chongqing's delegation raised to support Chongqing to build into an inland highland of opening-up and further wield the influence of the city in China's big picture:the Chongqing-Xinjiang-Europe rail can solidify cooperation northwestward with Europe and Central Asia; the Yangtze River golden waterway can consolidate cooperation eastward with the provinces and cities along the economic belt; the Chongqing-Guizhou and Chongqing-Kunming railways can bolster cooperation southward with the ASEAN and South Asia,empowering Chongqing to exercise the role of linking the east to the west and the south to the north. The move will quicken the opening-up process inland, expand opening-up westward,and create a dual opening- up structure in the overall openingup layout of China.
The delegation also proposed that Chongqing is f tted with sound essentialities of becoming an inland highland of openingup as the city accommodates three transport hubs, three class-I ports for opening-up, and three “three in one” platforms,moreover, the first-rated network communication platform in the country, sound financial ecological environment, and comparatively strong industrial foundation.
Subsequently, the delegation appealed to the NPC to support Chongqing to build into an inland highland of openingup in three aspects: First, support Chongqing to cooperate with Singapore to set up China-Singapore Industrial Park with modern connectivity and service as its theme with a focus on modern logistics, financial settlement, big data application,prompting Singapore to support putting up the industrial park,and allowing the park to conduct the pilot projects of offshore finance and cross-border investment facilitation; Second,support Chongqing to reinforce the opening-up platform building i.e. support Chongqing to further ameliorate the opening-up port system, and support Chongqing to further improve the functions of the opening-up platform; and Third, support Chongqing to establish China (Chongqing) FT A Zone to complement with the China (Shanghai) Pilot Free Trade Zone in a bid to create interaction between the head and tail of the golden waterway.
