Service-oriented Government and Citizen-Centered Government Performance Evaluation: Tax Collection Service as an Example

Abstract:Pushed and pulled by social and economic development and unprecedented urbanization，service-oriented government is Chinese government’s new governance model. Service-oriented government requires a citizen-centered government performance evaluation system. However，whether citizens’subjective performance evaluation is reliable has been a controversial issue with significant theoretical and practical implications in the field of public management. In this article，according to the literature review in service-oriented government in China and citizen’s subjective performance measurement，we discussed the importance of citizen-centered performance measurement system for service-oriented government building. Focusing on tax collection service，we construct a citizen-centered performance evaluation framework and empirically test the the framework with data collected in City X in China，providing an educational exploration for practitioners in constructing a public service measurement system based on citizens’subjective evaluation. In the history of modern state construction，budget and budget transparency are important ways to control corruption. However，the relationship between budget transparency and government integrity has not been empirically tested. Using the Open Budget Index，the Corruption Perception Index and the data from the World Bank and other sources，this article establishes a database of four years to test the relationship between the budget transparency and the integrity of government. Meanwhile，the 2SLS method is used to deal with the endogenous problem. The result shows that budget transparency is an important factor to government integrity，but the relationship between the two is non-linear. Only when the budget transparency is high enough，can it is effective to increase the government integrity. With the development of the national rural environment governance，people gradually found that it’s difficult to consolidate the achievements. In order to solve this difficult problem，We must carefully study the governance contents of rural environment. Compared with rural sewage disposal，rural garbage governance’s initial investment is lower and it’s daily operation is much more difficult. If only people give full consideration to the village itself and try to analysis governance content，they can solve the problems encountered in practice. As soon as the enthusiasm of local cadres and villagers is stimulated at the same time，the problem of effective supervision in the daily operation will be resolved and the achievements will be sustainable. Nowadays，China’s has made a great achievement in social-economy，therefore，it is a just time to review and research the inside mechanisms to support this development. For the first reason，it is to understand and explain the current achievement better；for the second reason，it is to update and better the system and compare with other system in the world. The Public management system is the one of the most important mechanisms，it support the run of the whole social-economy. This paper analyses the basic logic of China’s public administration system，and then suggest several principles for the communications with other systems in the world. The article analyzes the causes，processes，practices and results of yinao (medical disturbance). Nao (a disturbance or the act of speaking loudly and acting violently) has been carried out frequently in the Chinese society. This article tries to understand the mechanism and rules of nao，especially the moral and emotional factors in the practice of nao. Yinao relates to the sense of injustice and moral violation. The article explores how the moral and emotional factors are used in the practice of nao and therefore impact the result of dispute. It hopes to supplement the economic perspective that dominates current dispute analyses and to inspire dispute resolution in the future. The consumer group of middle class have been a part of western restaurant named with SS. They rely on the food provided by the restaurant through the standardized production and assembly line，they form some kind of food preference. The table manners have been a remarkable character differenced from fast food and popular industrial food. The food preferences have been transferring to the cultural identity of middle class. I have to say it is standardized production and service bringing the employees the class experiences as working class. The restaurant relies on informal economic to reduce human cost. The society of middle class is depended on the food space of the western restaurant while it is cultural identity not class consciousness recovering for the middle class as a multicultural society fused stratum characters together，furthermore，the structures of multicultural society of white collar are composed mainly by nuclear family and intimate relationship between love and marriage. In the process of the construction of the legal system，social integrations of migrant workers depend on both their social capitals and the political participations. Using data from the survey of migrant workers’development in 2013，this paper analyzes the effects of migrant workers’social capitals and political participations on their social integration. The results show that，social capitals at the level of relation，organization and institution have positive effects on social integrations. Institutional political participations mainly have positive effects on social integrations，while non-institutional political participations have negative effects. To solve complex social problems such as migrant workers’economic，social，cultural and mental integration，the governments may reconstruct social and political ecology，improve the public to build equal and inclusive generalized social capitals guide migrant workers to orderly participate in political activities，and avoid non-institutional political participations. It’s very common that rural housing land use right circulates implicitly，a household multi-occupied housing land，implicit occupied housing land，the unlawful sale and touch on the joint construction of the law continued to occur. Why can't a totally ban the circulation of these implicit? Its root cause lies in the homestead's fuzzy and regulatory failure，the homestead law of property right system of property rights and the fact property rights is inconsistent，as well as promotion of homestead real value and potential value. It is clear that perfect legal regulations，strict supervision and perfect the adjustment mechanism of interest is recessive flow regulation homestead a feasible approach. Agricultural land circulation and rural labor transfer are major issues to new socialist countryside construction.However，the relationship between off-farm employments and agricultural land tenancy is not simply mutual promotes.In order to discuss issues related to the relationship between off-farm employment and agricultural land tenancy，we will refer the“economic theory of agricultural land tenure”and establish the theoretical framework. The empirical analysis of this dissertation will divided into 2 levels，micro level and macro level，the micro level is based on the field survey data from 1305 households in Shandong，Hubei，Gansu and Guangxi provinces，and the macro level depends on provincial panel data. Finally，we come to some conclusions: both off-farm employment and agricultural land tenancy are endogenous variables，the impact on agricultural land tenancy by off-farm employment is significantly positive，especially outside off-farm employment promotes agricultural land rent-out. We discussed the effects mechanism of agricultural land tenancy by off-farm employment.
