第十一屆重慶威爾士周精彩紛呈

早春3月，第十一屆威爾士周系列活動在山城重慶精彩上演。相較往年，今年既有追求實效的經(jīng)貿(mào)活動，也有內(nèi)涵豐富的文化藝術(shù)交流。其中頗具看點的主要活動有威爾士議會政府經(jīng)濟(jì)部長來訪、“世界最美童畫”國際巡展（重慶展）、“威爾士蘭戈倫國際音樂節(jié)”重慶選拔賽等。

自2006年重慶與英國威爾士簽訂友好合作備忘錄以來，特別是2007年第一屆威爾士周活動在重慶舉辦至今，雙方在政府關(guān)系、經(jīng)濟(jì)貿(mào)易、文化教育和科技創(chuàng)新等方面的合作交往日益密切。同時也在城市規(guī)劃、低碳環(huán)保、公共醫(yī)療衛(wèi)生和現(xiàn)代農(nóng)業(yè)等多個領(lǐng)域進(jìn)行了有益的探索和嘗試，取得了豐碩成果。

在過去的11年間，重慶和英國威爾士以每年一屆的威爾士周系列活動為主要載體，通過人員往來、貨物流通、科技合作等富有成效的多渠道、多方位、全天候的互聯(lián)互通措施，不僅取得了上述“有形”的成果，還使雙方兩地人民的相知相親、文化的互尊互敬逐步得到加強(qiáng)。威爾士周活動作為重慶了解英國、走向英國威爾士的窗口，也成為重慶對外交往工作的重要內(nèi)容。威爾士首席部長卡文?瓊斯也說：“在威爾士的對外關(guān)系中，與重慶的友好關(guān)系是最積極活躍的一個?！?/p>

“世界最美童畫”，小畫家描繪不一樣的重慶和威爾士

2月19日，在重慶市政府與英國威爾士政府的大力支持下，由四川美術(shù)學(xué)院與課堂內(nèi)外雜志社共同推出的青少年國際藝術(shù)交流項目—“世界最美童畫”國際巡展（重慶展）在四川美術(shù)學(xué)院美術(shù)館?羅中立美術(shù)館開幕。

重慶市委宣傳部、重慶市文化委員會、重慶市教育委員會、英國威爾士政府駐重慶辦公室、英國駐重慶總領(lǐng)事館文化教育處，以及四川美術(shù)學(xué)院的領(lǐng)導(dǎo)和嘉賓出席活動開幕式并參觀畫展。

本次展出的200幅作品從重慶全市征集而來，由四川美術(shù)學(xué)院專家、教授組成的專家評審團(tuán)秉承公平、公正的原則評選得出。這些畫作圍繞“不一樣的重慶，不一樣的威爾士”主題，描繪出重慶和威爾士多樣的風(fēng)土人情，充滿童真童趣和無限的想象力。小畫家們的年齡最小5歲，最大14歲，他們分別來自重慶50余所中小學(xué)校。

“從一幅幅作品當(dāng)中，我們深切地感受到孩子們對重慶與威爾士無限的熱愛與美好的憧憬，我們看到了未來中國藝術(shù)的希望。”四川美術(shù)學(xué)院院長龐茂琨在現(xiàn)場表示，“世界最美童畫”項目有助于提升青少年的藝術(shù)素養(yǎng)，開拓國際視野，提高中國下一代的國際競爭力。

英國威爾士政府駐重慶辦公室首席代表馬青云表示，“世界最美童畫”國際巡展（重慶展）搭建了重慶與威爾士友好交流的國際平臺，為愛好繪畫的青少年提供了風(fēng)采展示、互助學(xué)習(xí)的舞臺。

本次國際巡展（重慶展）只是活動的一個階段，部分獲獎作品將遠(yuǎn)赴英國QUAD藝術(shù)中心展出。據(jù)主辦方介紹，經(jīng)過選拔脫穎而出的重慶與威爾士友好地區(qū)小代表們，將在今年8月接受威爾士政府的官方接待，參觀威爾士市政廳，并在英國知名藝術(shù)家的帶領(lǐng)下，走進(jìn)英國著名的博物館、美術(shù)館，與英國的小朋友在德比藝術(shù)中心進(jìn)行藝術(shù)交流和創(chuàng)作。

開幕式上，來自渝北區(qū)星光學(xué)校的張亦凡、南岸區(qū)珊瑚小學(xué)的彭詩涵、九龍坡區(qū)謝家灣小學(xué)的索逸云3名學(xué)生，作為重慶與威爾士友好地區(qū)小代表，接受了威爾士政府代表授予的官方出訪旗幟。彭詩涵同學(xué)在出訪宣言中說：“我喜歡繪畫藝術(shù)，我將好好把握這次出訪威爾士的機(jī)遇，向國外的藝術(shù)家學(xué)習(xí)，用自己的語言和畫筆，描繪重慶與威爾士的美好友誼。”

“威爾士蘭戈倫國際音樂節(jié)”重慶選拔賽

2月20日晚，重慶國泰藝術(shù)中心大廳舉行了第十一屆威爾士周招待酒會。來自英國駐重慶總領(lǐng)事館、威爾士政府駐重慶辦公室、市政府外事僑務(wù)辦公室、市商務(wù)委、市文化委、市貿(mào)促會等部門，以及我市院校、企業(yè)界代表共約150人出席。當(dāng)晚，提前獲得參賽資格、將赴英國參加今年“威爾士蘭戈倫國際音樂節(jié)”的重慶中學(xué)生表演了精彩節(jié)目，美妙動聽的歌聲贏得了嘉賓陣陣掌聲。

3月中旬，英國威爾士政府駐重慶辦公室攜手重慶一中、重慶外國語學(xué)校和重慶德普學(xué)校，舉辦了2017年“威爾士蘭戈倫（Llangollen）國際音樂節(jié)”重慶選拔賽，比賽勝出者將代表中國參加今年的“威爾士蘭戈倫國際音樂節(jié)”。

一年一度的“威爾士蘭戈倫國際音樂節(jié)”是英國最著名的音樂節(jié)之一，創(chuàng)立于1947年，至今已有70年歷史。它起初是為了緩解二戰(zhàn)給人們帶來的傷痛，以促進(jìn)世界和平為目的的全球性音樂交流。發(fā)展至今，已經(jīng)成為展示世界各民族文化、促進(jìn)文化交流和世界友好的絕佳舞臺，曾在2004年獲得諾貝爾和平獎提名。

每年的音樂節(jié)上，來自世界各個國家的參賽者身著各式各樣的民族服飾載歌載舞。整個蘭戈倫處處笙歌，各種民族音樂、歌曲、舞蹈熱鬧非凡。每年的“威爾士蘭戈倫國際音樂節(jié)”都有中國代表隊參加，向世界展示中國藝術(shù)的獨特魅力。

重慶與威爾士友好交往情況

威爾士（Wales）是大不列顛與北愛爾蘭聯(lián)合王國（簡稱“英國”）的一個擁有獨立議會和政府、高度自治的重要地區(qū)之一，面積2萬平方公里，人口310萬，首府卡迪夫。

威爾士地區(qū)是重慶在英國的重要地方友好合作伙伴，交往關(guān)系密切。近十年來，在雙方共同努力下，兩地區(qū)交往深入發(fā)展，各領(lǐng)域合作取得積極成效，已成功舉辦了十屆的重慶威爾士周活動成為了兩地友好交往的亮麗名片。同時，在教育、衛(wèi)生、科技、低碳、文化藝術(shù)等領(lǐng)域也進(jìn)行了深入的友好交流與合作。

2000年，時任國務(wù)院副總理溫家寶在訪問英國威爾士時提議重慶和威爾士建立友好關(guān)系。2006年3月，威爾士時任首席部長羅德里·摩根訪渝，與重慶市政府簽訂了地區(qū)友好合作諒解備忘錄，確定了雙方在經(jīng)貿(mào)、科技、文化等多領(lǐng)域開展合作。2007年10月，重慶市對外貿(mào)易經(jīng)濟(jì)委員會和威爾士國際商務(wù)局簽訂了有關(guān)經(jīng)濟(jì)發(fā)展和貿(mào)易投資方面的合作諒解備忘錄。2008年8月，重慶市政府和威爾士政府簽署了正式的《友好合作協(xié)議》。

2011年3月，威爾士政府在重慶設(shè)立專門的辦公室，全面推進(jìn)雙方在經(jīng)貿(mào)、科技、教育、文化藝術(shù)等各方面的交流與合作。2013年3月，英國威爾士政府文化部長休·路易斯應(yīng)邀率團(tuán)來渝訪問，出席了第七屆重慶威爾士周活動。重慶市副市長譚家玲會見了代表團(tuán)一行。市外經(jīng)貿(mào)委、市文廣局分別與威爾士住房、舊城改造及文化遺產(chǎn)保護(hù)局，威爾士政府商務(wù)部簽署了有關(guān)合作諒解備忘錄。代表團(tuán)拜訪了市經(jīng)信委，推動和加深兩地在先進(jìn)材料及制造業(yè)、創(chuàng)意產(chǎn)業(yè)、信息和通信技術(shù)產(chǎn)業(yè)、新能源、環(huán)境保護(hù)和旅游等領(lǐng)域的交流與合作。

2016年3月4日，為紀(jì)念重慶與英國威爾士友好交往十周年，我市與威爾士政府在市外事大樓共同舉辦了重慶·威爾士友好十周年紀(jì)念暨第十屆重慶威爾士周開幕活動?；顒悠陂g還舉辦了重慶·威爾士友好十周年圖片展、文藝演出、經(jīng)貿(mào)推介等系列活動。

今年正值重慶與英國威爾士結(jié)為友好地區(qū)的第十一個年頭，在渝舉辦了第十一屆威爾士周系列活動。受威爾士地區(qū)首席部長瓊斯委托，威爾士經(jīng)濟(jì)和基礎(chǔ)設(shè)施內(nèi)閣部長肯·斯蓋茨來渝出席了有關(guān)活動，就繼續(xù)深化兩地區(qū)在經(jīng)貿(mào)人文等領(lǐng)域合作與我市領(lǐng)導(dǎo)交換意見，促進(jìn)兩地區(qū)友好關(guān)系深入發(fā)展。

In the March of the early spring,a series of activities of the Eleventh Welsh Week gave a wonderful performance in the mountain city of Chongqing.Compared with the past years,this year saw a different Welsh Week with more practical economic and trade activities and rich cultural and artistic exchange.What most attracts public attention involves the activities of the frst visit of Cabinet Secretary for Economy and Infrastructure of Welsh Government,UK,the international exhibition of“The World Most Beautiful Children Drawing”(Chongqing exhibition) and the tryout of Welsh Llangollen International Music Festival in Chongqing,etc.

Since Chongqing signed the friendly cooperation memorandum with Wales in 2006 and particularly the first Welsh Week was held in Chongqing in 2007,the both parties have grown a closer cooperation in the government relation,economy and trade,culture and education,science and technology,innovation and other fields.At the same time,the beneficial exploration and attempt have been made in many f elds such as city planning,low-carbon environmental protection,public health and modern agriculture,achieving the great progresses.

Over the past eleven years,by hosting the annual W elsh Week in Chongqing as the main connecting bridge and employing the effective measures featuring multi-channel,multi-faceted,allweather connectivity like personnel exchanges,goods circulation,scientific and technological cooperation,the both sides have not only gained the above-mentioned tangible achievements but strengthened the people’s intimacy and cultural respect.The Welsh Week provides Chongqing a window to be familiar with Britain and get access to Wales,which also serves as the major part of Chongqing foreign affairs.Calvin Jones,the First Minister of Welsh said,“The friendship with Chongqing is the most dynamic one in the Welsh foreign relations.”

“The World Most Beautiful Children Drawing”- young painters depict the different Chongqing and Wales

On February 19,with the great support of Chongqing municipal government and Welsh administration,the international exhibition of“The World Most Beautiful Children Drawing”(Chongqing exhibition) - the international youth art exchange project jointly launched by Sichuan Fine Art Institute and Open Class Magazines,kicked off in the Luo Zhongli Art Museum of Sichuan Fine Art Institute.

Leaders and guests attended the opening ceremony and visited the exhibition from the Propaganda Department of Chongqing Municipal Party Committee,Chongqing Culture Commission,Chongqing Education Commission,the Of fice of the Welsh Government in Chongqing,Cultural and Education Section of the British Consulate General in Chongqing and Sichuan Fine Art Institute.

Two hundred works displayed in this exhibition are collected from the whole city of Chongqing and selected by the expert judgment panel composed of experts and professors from Sichuan Fine Art Institute,adhering to the principles of fairness and justice.Themed with the title of“a different Chongqing and a different Wales”,these paintings vividly depict the diverse local customs of Chongqing and Wales,full of childlike innocence and in f nite imagination.Amongthese little painters,the youngest is 5 years old and the eldest 14,all of whom are from more than 50 primary and secondary schools in Chongqing respectively.

Wang Xiufeng,a middle school student in Chongqing,has won the qualif cation for the“Welsh Llangollen International Music Festival”.

“By appreciating children’s paintings,we have a deep feeling of their inf nite love and great expectation to Chongqing and Wales,and catch sight of the hope on future Chinese art.”Pang Maokun,the Dean of Sichuan Fine Art Institute,said,“ The project of ‘The World Most Beautiful Children Painting’ will contribute to improving the art cultivation of youngsters,broadening their international insight and raising the global competitiveness of China’s next generation.”

Ma Qingyun,the chief representative of the Of fice of the Welsh Government in Chongqing,told,“ The international exhibition of‘The World Most Beautiful Children Painting’(Chongqing exhibition) establishes an international platform for Chongqing and Wales to conduct friendly exchange and provide a practical stage for painting-loving youngsters to show their charming and learn mutually.”

This international exhibition in Chongqing is just one of parts in which some reward-winning works will be displayed in the British QUAD Art Center.The organizer said that in the August of this year,the selected outstanding young painters would have an opportunity to enjoy the off cial reception from Welsh Administration,visit the Welsh Guildhall,get access to British renowned museums and art gallery under the leadership of British famous artists and carry out art exchange and creation with British children in the Derby Art Center.

At the opening ceremony,Zhang Yifan,Peng Shihan and Suo Yiyun from the Xingguang School in Yubei District,Coral Primary School in Nan’an District and Xiejiawan Primary School in Jioulongpo District respectively,these three students,on behalf of the friendship between Chongqing and Wales,accepted the off cialvisit f ag granted by the representative of the Welsh government.Peng Shihan suggested in her of ficial-visit declaration,“I love painting; I will grasp this opportunity of visiting Wales to learn from foreign artists and picture the beautiful friendship between Chongqing and Wales with my words and painting brush.”

The tryout of“Welsh Llangollen International Music Festival”

On the evening of February 20,the cocktail reception for the Eleventh Welsh Week was held in Chongqing Guo Tai Art Center Hall.This reception entertained about 150 guests and representatives from the British Consulate General in Chongqing,Off ce of the Welsh Government in Chongqing,Off ce of Chongqing Municipal Foreign Affairs,Chongqing Municipal Commission of Commerce,Chongqing Municipal Commission of Culture,the Chongqing Council for the Promotion of International Trade,schools and colleges of Chongqing and business circle.Students from Chongqing secondary schools,who have won the early qualification to participate in the“Welsh Llangollen International Music Festival”in Britain this year,gave a wonderful performance in this evening.Their fascinating songs won the enthusiastic applause of the guests.

In the middle of March,the tryout for the 2017“W elsh Llangollen International Music Festival”was held by the joint ef forts of the Office of British Welsh Government in Chongqing,Chongqing No.1 Middle School,Chongqing Foreign Languages School and Chongqing Depu Foreign Languages School.The winners will take part in the 2017“Welsh Llangollen International Music Festival”on behalf of China.

The previous pomp of“Welsh Llangollen International Music Festival”

The annual“Welsh Llangollen International Music Festival”as one of the most famous music festival in Britain was created in 1947with a long history of more than 70 years.At the very beginning,being the stage for the global music exchange,it was held to relieve the pain on people from the World War II,aiming at promoting the world peace.Up to now,it has become a fantastic stage to demonstrate world-wide cultures,promote cultural exchange and improve the friendship among countries.For these reasons,it obtained the nomination of Nobel Peace Prize in 2004.

In the annual music festival,participants from all over the world dress diverse ethnic costumes to sing and dance.The wonderful melody would f y over the whole city of Llangollen where various ethnic musics,songs and dances throw a cheerful music party.China sends representatives to participate in this music festival every year to show the world how unique and charming Chinese art is.

The History of the Friendly Relation between Chongqing and Wales

Wales is an important autonomous region which belongs to the United Kingdom of Great Britain and Northern Ireland (referred to as“Britain”) and has the independent parliament and government.It has an area of 20,000 square kilometers and a population of 3.1 million whose capital is Cardiff.

Wales is an important friendly partner of Chongqing in Britain,having a close relationship with Chongqing.Over the past decade,the joint efforts by two parties witness a deeper mutual communication and more progresses in the cooperation of various f elds.The Chongqing-Wales Week which has been held successfully for ten times becomes the bright card identifying the friendly communication between Chongqing and Wales.At the same time,the further friendly exchange and cooperation are also carried out in education,health,science and technology,low-carbon environmental protection,culture and art.

In 2000 when W en Jiabao was the vice primer of the State Council,he recommended the establishment of friendly relation between Chongqing and Wales in his visit to Wales.In March 2006,Rhodri Morgan,the Chief Minister of Wales,visited Chongqing and signed a memorandum of understanding on the regional friendly cooperation with Chongqing municipal government,ensuring the cooperation in various f elds including economy and trade,science and technology,culture and others.In October 2007,Chongqing Foreign Trade and Economic Relations Commission signed a memorandum of understanding on the cooperation of economic development,trade and investment with Welsh International Business Bureau.In August 2008,Chongqing Municipal Government formally signed the Agreement on Friendly Cooperation with Welsh government.

In March 2011,the Welsh government set up a special off ce in Chongqing to comprehensively advance mutual communication and cooperation in the f elds of economy and trade,science and technology,culture and art and others.In March 2013,Hugh Louis,the Minister of Culture of the Welsh government,was invited to lead a delegation to visit Chongqing and attended the Seventh Chongqing-Wales Week.Tan Jialing,vice mayor of Chongqing met with his delegation.Chongqing Foreign Economic and Trade Commission and Municipal Bureau of Cultural Affairs signed a memorandum of understanding on the relevant cooperation respectively with Welsh Department responsible for housing,old city renewal and cultural heritage protection and Welsh Business Department.The delegation visited the Chongqing Economic Information Commission with the aim of boosting and strengthening the exchange and cooperation in the areas of advanced materials and its manufacturing,creative industry,information and communication technology industry,new energy,environmental protection and tourism.

On March 4,2016,to commemorate the 10th anniversary of the friendly exchanges between Chongqing and Wales,Chongqing and the Welsh government jointly organized the 10th anniversary of the Chongqing-Welsh Friendship and the opening of the 10th Chongqing-Welsh Week in the city’s foreign affairs building.During the event,a series of events were organized,themed with the 10th anniversary of the Chongqing-Welsh Friendship such as Photo Exhibition,theatrical performances,trade promotion and so on.

As this year marks the eleventh year of establishing a friendly relation between Chongqing and Wales,a series of activities related to the Eleventh Welsh Week was held in Chongqing.Commissioned by Mr.Jones,the Chief Minister of Wales,Ken Skates,the Cabinet Minister of Welsh Economic and Infrastructure,attended the relevant activities and exchanged mutual views with our city leaders in continuing to deepen the cooperation in economy,trade and culture,contributing to the further development of friendly relation between these two regions.
