資本+產(chǎn)業(yè)：為向海經(jīng)濟(jì)注入產(chǎn)業(yè)活力

為了契合中國國家主席習(xí)近平在廣西視察時(shí)提出的新要求，廣西北部灣經(jīng)濟(jì)區(qū)將“向海經(jīng)濟(jì)”確定為重要的發(fā)展目標(biāo)，并將推進(jìn)北部灣經(jīng)濟(jì)區(qū)內(nèi)相關(guān)產(chǎn)業(yè)的升級，作為實(shí)現(xiàn)這一目標(biāo)的手段。經(jīng)濟(jì)區(qū)對此充滿了信心，并已做出了詳細(xì)的規(guī)劃。

廣西壯族自治區(qū)北部灣經(jīng)濟(jì)區(qū)和東盟開放合作辦公室（以下簡稱“北部灣辦”）產(chǎn)業(yè)發(fā)展處的負(fù)責(zé)人稱，北部灣經(jīng)濟(jì)區(qū)將搭建一個(gè)常態(tài)化的產(chǎn)融對接平臺，為資本進(jìn)入?yún)^(qū)域內(nèi)的實(shí)體經(jīng)濟(jì)提供引導(dǎo)、建立信心，進(jìn)而為經(jīng)濟(jì)區(qū)“向海經(jīng)濟(jì)”的快速起步和統(tǒng)籌發(fā)展，提供能量和長效機(jī)制。

這一平臺目前已得到中國建設(shè)銀行的戰(zhàn)略支持。中國政策性銀行——國家開發(fā)銀行也表示有意在2017年中國—東盟博覽會期間，與廣西政府正式簽署有關(guān)合作協(xié)議。

“產(chǎn)融結(jié)合”構(gòu)想成為現(xiàn)實(shí)

2017年5月23日上午，中國建設(shè)銀行綜合金融服務(wù)進(jìn)廣西推介暨簽約活動(dòng)在南寧市荔園山莊舉行。北部灣辦與中國建設(shè)銀行共同簽署了《支持北部灣開放開發(fā)金融合作協(xié)議》（以下簡稱“《金融協(xié)議》”）。

根據(jù)《金融協(xié)議》，中國建設(shè)銀行在“十三五”期間，將整合建行集團(tuán)母子公司資源，發(fā)揮建行集團(tuán)金融鏈服務(wù)優(yōu)勢以及海內(nèi)外融資平臺服務(wù)優(yōu)勢，為北部灣經(jīng)濟(jì)區(qū)累計(jì)提供約4000億元人民幣的金融支持，推動(dòng)產(chǎn)融結(jié)合，扶持北部灣經(jīng)濟(jì)區(qū)重大產(chǎn)業(yè)發(fā)展，助推北部灣經(jīng)濟(jì)區(qū)產(chǎn)業(yè)升級；而北部灣辦將支持建設(shè)銀行發(fā)揮國有大銀行的主力標(biāo)桿作用，給予組織協(xié)調(diào)和政策支持。

“創(chuàng)新金融合作模式，加強(qiáng)政銀合作，促進(jìn)金融與新經(jīng)濟(jì)、新產(chǎn)業(yè)、新業(yè)態(tài)的深度融合，推動(dòng)產(chǎn)業(yè)發(fā)展由‘輸血功能’到‘造血功能’的轉(zhuǎn)變，對于打造北部灣經(jīng)濟(jì)區(qū)發(fā)展升級版具有重要意義。”北部灣辦一位負(fù)責(zé)人表示，這是北部灣經(jīng)濟(jì)區(qū)成立10余年來首次與國家級金融機(jī)構(gòu)簽署的合作協(xié)議，希望以此為契機(jī)加強(qiáng)雙方合作，盡快探索出集成式金融服務(wù)模式，共同推動(dòng)‘產(chǎn)融結(jié)合’，助推產(chǎn)業(yè)發(fā)展。

政府導(dǎo)向，融資效率更高

“金融部門對產(chǎn)業(yè)的扶持，目前在北部灣經(jīng)濟(jì)區(qū)還是有所欠缺的。所以針對這個(gè)痛點(diǎn)，我們提出了‘產(chǎn)融結(jié)合’的概念。”北部灣辦產(chǎn)業(yè)發(fā)展處是推動(dòng)“產(chǎn)融結(jié)合”的最主要部門之一。該處處長沈少紅為本刊記者介紹了推進(jìn)“產(chǎn)融結(jié)合”的重要性。

據(jù)悉，“產(chǎn)融結(jié)合”將把金融機(jī)構(gòu)與企業(yè)匯聚到同一個(gè)產(chǎn)融對接平臺上，利用政府所掌握的豐富市場信息及強(qiáng)大的公信力等優(yōu)勢，促進(jìn)金融機(jī)構(gòu)和企業(yè)之間的相互了解，以此解決企業(yè)融資的難題，同時(shí)為資本找到更可靠的投資渠道。

眾所周知，資本具有逐利性，在確認(rèn)對某個(gè)企業(yè)或某個(gè)產(chǎn)業(yè)投資的潛在收益和風(fēng)險(xiǎn)之前，資本對實(shí)體經(jīng)濟(jì)的態(tài)度是謹(jǐn)慎的。而北部灣經(jīng)濟(jì)區(qū)通過搭建“產(chǎn)融結(jié)合”平臺，在資本和企業(yè)之間的對接中，將發(fā)揮牽線搭橋的作用。其中的具體措施將包括定期舉辦產(chǎn)融對接會、建立廣西北部灣經(jīng)濟(jì)區(qū)重點(diǎn)項(xiàng)目庫等。

“政府掌握了相當(dāng)充分的市場信息，但這樣的信息以往是不公開的，這也使得資本只能在市場上盲目地尋找項(xiàng)目，花費(fèi)非常多的成本進(jìn)行市場調(diào)研?！鄙蛏偌t處長通過例證表示，在“產(chǎn)融結(jié)合”的平臺上，結(jié)合北部灣經(jīng)濟(jì)區(qū)重點(diǎn)項(xiàng)目庫的專家信息和政府的發(fā)展規(guī)劃，政府部門對于資本應(yīng)該向什么產(chǎn)業(yè)投資，會提供一個(gè)權(quán)威的意見。

“由政府來告訴資本有哪些項(xiàng)目可做、政府希望這些項(xiàng)目在哪進(jìn)行布局，這樣就能在產(chǎn)融對接的過程中，起到非常好的引導(dǎo)性作用。”沈少紅處長說道。

八大產(chǎn)業(yè)，6座城市，統(tǒng)籌發(fā)展

對金融在北部灣經(jīng)濟(jì)區(qū)內(nèi)的流向進(jìn)行引導(dǎo)的另一個(gè)重要目的，是要實(shí)現(xiàn)北部灣經(jīng)濟(jì)區(qū)6座城市的差異化發(fā)展，減少同質(zhì)化競爭造成的內(nèi)部博弈，避開發(fā)展過程中的彎路，進(jìn)而提升北部灣經(jīng)濟(jì)區(qū)產(chǎn)業(yè)升級的整體協(xié)調(diào)性。

北部灣辦產(chǎn)業(yè)發(fā)展處副處長鄧潔麗博士表示，北部灣經(jīng)濟(jì)區(qū)將使用市場化的手段，對6個(gè)城市的產(chǎn)業(yè)升級進(jìn)行統(tǒng)籌規(guī)劃。以防城港為例，政策與資金都向防城港的冶金業(yè)傾斜，在長期的發(fā)展中，防城港將會成為冶金企業(yè)投資的洼地，并逐漸在防城港形成冶金業(yè)的產(chǎn)業(yè)集群。

經(jīng)濟(jì)區(qū)已確定的重點(diǎn)發(fā)展的產(chǎn)業(yè)包括電子信息、冶金、石化、能源、健康與生物醫(yī)藥、裝備制造、糧油和食品加工和輕工制造業(yè)。這些產(chǎn)業(yè)將在北部灣經(jīng)濟(jì)區(qū)的統(tǒng)籌規(guī)劃之下，根據(jù)城市的發(fā)展特點(diǎn)、優(yōu)勢資源等因素，被分別規(guī)劃到南寧、北海、欽州、防城港、崇左和玉林共6座城市。

而根據(jù)廣西出臺的《廣西海洋經(jīng)濟(jì)可持續(xù)發(fā)展“十三五”規(guī)劃》，北部灣經(jīng)濟(jì)區(qū)內(nèi)3大濱海城市，今后將重點(diǎn)發(fā)展臨港產(chǎn)業(yè)，打造“向海經(jīng)濟(jì)”。其中北海市將著重發(fā)展電子信息、新材料等臨海先進(jìn)制造業(yè)；防城港市將著重發(fā)展鋼鐵、有色金屬、核電等龍頭臨港工業(yè)；欽州市則著重發(fā)展石化、海洋工程、裝備制造等現(xiàn)代臨港產(chǎn)業(yè)。

“我們現(xiàn)在要做的是，先通過現(xiàn)有產(chǎn)業(yè)的發(fā)展壯大，增加我們在‘向海經(jīng)濟(jì)’中的話語權(quán)，吸引更多的跨國企業(yè)進(jìn)來。之后再通過產(chǎn)業(yè)的培育，把幾個(gè)航運(yùn)、物流、貿(mào)易等中心培育起來，使北部灣成為國際貿(mào)易的一個(gè)重要樞紐。”鄧潔麗博士認(rèn)為，“產(chǎn)融結(jié)合”正是北部灣經(jīng)濟(jì)區(qū)實(shí)現(xiàn)產(chǎn)業(yè)升級、發(fā)展“向海經(jīng)濟(jì)”的重要一步。

To carry out the indication proposed by President Xi Jinping when he had an inspection tour in Guangxi on April 19, 2017, Guangxi Beibu Gulf Economic Zone (BGEZ)defined the maritime economy as its priority objective and pushed forward the upgrading of industries in BGEZ.Relevant plan has been drafted in detail.

According to the director of Industrial Development Division under Beibu Gulf Economic Zone & Cooperation with ASEAN Of fi ce of Guangxi Zhuang Autonomous Region, BGEZ is projected to build a platform for normal integration of industry and finance to help the real economy in the zone find financing channels thus providing capacities and a long-acting mechanism for the balanced development of maritime economy.

The initiative has been so far echoed with the strategic support from China Construction Bank (CCB). China’s state policy bank — China Development Bank intends to sign an of fi cial agreement with the People’s Government of Guangxi during CAEXPO in 2017.

Integrating industry and fi nance

C h i n a C o n s t r u c t i o n B a n k Comprehensive Financial Service Guangxi Promotion Conference &Signing Ceremony was held on May 23, 2017. At the conference, Beibu Gulf Economic Zone & Cooperation with ASEAN Office of Guangxi Zhuang Autonomous Region signed with CCB theAgreement on Supporting the Opening-up and Development of Finance in Guangxi Beibu Gulf Economic Zone.

According to the Agreement, China Construction Bank will try to lend about RMB 400 billion yuan to BGEZ to develop priority industries and promote the upgrading of BGEZ by leveraging its all resources in parent and subsidiary corporation, financing chains and fi nancing platforms at home and abroad.Besides, Beibu Gulf Economic Zone& Cooperation with ASEAN Office of Guangxi Zhuang Autonomous Region will coordinate and provide relevant policies.

It is essential for BGEZ to build an innovative mode for financial cooperation, strengthen cooperation between government and financial sectors, and further integrate finance,new economy, new industry and new business form. The Agreement aims to explore an integrated form of financial services, boost integration of industry and fi nance industrial development.

Financing more easily with governmental guidance

Mr. Shen Shaohong, head of Industrial Development Division under Beibu Gulf Economic Zone & Cooperation with ASEAN Of fi ce of Guangxi Zhuang Autonomous Region introduced the importance of the integration of industry and fi nance.

The concept aims to build a platform for integrating financial institutions and enterprises, plus government’s rich information sources and powerful credibility, thus boosting mutual understanding between financial institutions and companies, facilitating businesses’ fi nancing and providing more reliable investment channels. It will function as a bridge between financial and business sectors through regular matching conferences and a priority project library for BGEZ.

Mr. Shen Shaohong illustrated the advantage of the platform that it will integrate expert opinion and government development plan. With governmental guidance for industrial layout, the integration of industry and finance will be more effective.

Balancing the development of eight industries and six cities

One of the important purposes of guiding capital fl ow in BGEZ is to differentiate the development of six cities, to reduce homogeneous competition and to coordinate the overall industrial upgrading within the zone.

Dr. Deng Jieli, deputy director of the Development Division of Beibu Gulf Economic Zone & Cooperation with ASEAN Office of Guangxi Zhuang Autonomous Region, holistic approaches will be taken to upgrade industries in the six cities in BGEZ. In the city of Fangchenggang, capital flows into metallurgy industry. In the long run,Fangchenggang will be an investment destination for metallurgy, and will create a metallurgy industrial cluster.

Priority industries in BGEZ include electronic information, metallurgy,petrochemical engineering, energy,health and biological medicine equipment manufacturing, grain and oil,and food processing and light industry.According to BGEZ’s overall plan, these industries will be allocated in Nanning,Beihai, Qinzhou, Fangchenggang,Chongzuo and Yulin based on their own features and advantages.

According to the13th Five-year Plan for Sustainable Development of Maritime Economy in Guangxi, Qinzhou, Beihai and Fangchenggang will focus on portcentered industries. More specifically,Beihai will focus on the manufacturing concerning electronic information and new material; Fangchenggang will focus on the steel, nonferrous metal and nuclear and power; and Qinzhou will focus on petrochemical engineering, oceaneering and equipment manufacturing.
