May 19, 2017 saw an unforgettable day in the history of Qichun.The Qichun Yangtze River Port invested by the China Merchants Group, one of the largest SOEs based in Hong Kong, went into operation. With its advantage in public terminal operation,the Group invested 50 million yuan and helped Qichun build this modern deep-water wharf in Guanyao Town.

At the completion ceremony,Zhao Shaolian, member of the Standing Committee of the Huanggang Municipal Party Committee and secretary of the Qichun County Party Committee,exhumed a clear sentimentality when she said: “This marks the beginning of a new journey for the economic development of Qichun County on a broader stage.The city is no longer restricted to inland access, but now has unlimited ocean opportunities,and has been included in China’s‘Belt and Road’ construction.” Hu Zheng, executive vice president of the China Merchants Group Charitable Foundation, believes that this means the end of a traditional era and the advent of a modern era in Qichun.

Each year, 1.2 million tons of cargo can be shipped through the Yangtze River to other places of the country or even of the world.Now the “Shekou Mode” from Shenzhen, comprised of “Former Harbor, Central District, and Back City,” took a crucial step here in its replicate in Qichun.

2017年5月19日是蘄春歷史上難忘的一天——蘄春港長江碼頭竣工開港并投入試運營。這是香港四大中資企業(yè)之一的招商局集團，運用自身公共碼頭運營商優(yōu)勢，出資5000萬元，幫助蘄春建設管窯現(xiàn)代化深水碼頭。

竣工儀式上，黃岡市委常委、蘄春縣委書記趙少蓮說：“這標志著蘄春縣域經濟發(fā)展從此邁上一個新的征程，走向一個更為廣闊的舞臺，標志著這個城市從內河時代向海洋時代邁進，跨入中國“一帶一路”建設行列，招商局集團慈善基金會執(zhí)行副理事長胡政甚至認為，這意味著蘄春一個傳統(tǒng)時代的終結和一個現(xiàn)代化時代的到來”。

每年120萬噸貨物可以從此“直掛云帆濟滄?！保ㄟ^長江運往全國乃至世界各地。至此，“前港、中區(qū)、后城”的深圳“蛇口模式”在蘄春的復制邁出了關鍵一步。

同年4月26日，該縣與招商蛇口集團簽署共建李時珍醫(yī)藥工業(yè)園區(qū)合作協(xié)議并奠基開工（該園區(qū)也叫招商局蘄春健康產業(yè)新城），標志著該縣“前港、中區(qū)、后城”新戰(zhàn)略布局逐步形成，李時珍醫(yī)藥工業(yè)園區(qū)和臨江的管窯臨港經濟區(qū)，背靠蘄春新城，拱衛(wèi)蘄春長江碼頭，成為帶動蘄春經濟邁向騰飛的新引擎。

招商局集團結合蘄春中醫(yī)藥種植環(huán)境和李時珍、《本草綱目》等無形的中醫(yī)藥品牌資產，做強做大中醫(yī)藥產業(yè)，推動健康產業(yè)發(fā)展。董事長李建紅對蘄春打造大健康產業(yè)充滿信心，他表示，“不僅要幫助蘄春率先脫貧，而且要率先實現(xiàn)小康”，圍繞李時珍永久性金字招牌，聯(lián)合打造大健康和生物制造兩個500億規(guī)模產業(yè)，把李時珍醫(yī)藥工業(yè)園區(qū)打造成國家一級產業(yè)園區(qū)。去年5月27日，招商局蘄春產業(yè)促進中心正式掛牌營運，負責產業(yè)新城的招商引資。

招商局集團一直致力幫扶蘄春發(fā)展經濟，著眼蘄春融入國家精準扶貧戰(zhàn)略、長江經濟帶戰(zhàn)略和健康中國的發(fā)展實際，提出打造一個開發(fā)區(qū)、發(fā)展一個大市場、培育一個大產業(yè)“三個一”宏大構想，并納入集團重大戰(zhàn)略。從2013年5月起，招商局集團在蘄春縣大同鎮(zhèn)柳林村、向橋鄉(xiāng)斌沖村、劉河鎮(zhèn)橋上村、檀林鎮(zhèn)上界嶺村和青石大屋村等地投資建設 “招商局·幸福新村”，幫農戶脫貧致富，發(fā)展現(xiàn)代農業(yè)。2017年4月26日以來，招商局蘄春健康產業(yè)新城累計新增簽約產業(yè)項目16個，協(xié)議累計投資額為46.71億元。該集團將在航運、物流、新城建設、金融等六個方面，圍繞醫(yī)療、醫(yī)養(yǎng)、醫(yī)藥等健康產業(yè)，從蘄春起步，為集團培育一個新的增長點。

The park was also called the Qichun Health Industrial New Town of China Merchants Group.Its cornerstone ceremory held on the same day marked that the mode of “Former Harbor, Central District, and Back City” was inaugurated here. The county’s new strategic layout was formed as the Li Shizhen Pharmaceutical Industrial Park and Guanyao Portside Economic Zone by the Yangtze River, backed by the Industrial New Town and supporting the Qichun Yangtze River Port, are becoming the new engine that drives the Qichun economy to take off.

The China Merchants Group combined the planting environment of traditional Chinese medicine in Qichun and the intangible Chinese medicine brand assets such as Li Shizhen

and the Compendium of Materia Medica to strengthen and expand the Chinese medicine industry and promote the development of the health industry. Chairman Li Jianhong is full of confidence in Qichun’s building of a big health industry. He said that, “Not only should we help Qichun to take the lead in getting rid of poverty, but also take the lead in realizing a well-off society.” While promoting the brand of Li Shizhen, the Group will strive to develop two 50-billion-yuan industries in the fields of big health and biomanufacturing, and develop the Li Shizhen Pharmaceutical Industrial Park into a nationally first-class industrial park. On May 27 last year, the Qichun Industrial Promotion Center of China Merchants Group was formally launched and was responsible for attracting investment to the New Town.

The China Merchants Group has been committed to helping Qichun develop its economy.Based on the development reality of Qichun’s integration into the National Precision Poverty Alleviation Strategy,the Yangtze River Economic Belt Strategy and the Healthy China Program, the Group proposed a grand plan consisting of creating a development zone, developing a large market, and cultivating a large industry, and incorporated it into the Group’s major strategy.

Since May 2013, the China Merchants Group has invested in the construction of “China Merchants Happy New Villages”at Liulin Village in Datong Town,Binchong Village in Xiangqiao,Qiaoshang Village in Liuhe,Shangjielin Village in Tanlin and Dawu Village in Qinshi respectively,” which aims to help farmers overcome poverty and develop modern agriculture.

Since April 26, 2017, a total of 16 new contracted industrial projects have been added to the Qichun Health Industrial New Town, with a cumulative investment of 4.671 billion yuan.The Group plans to focus primarily on medical and pharmaceutical sectors alongside shipping,logistics, new city construction and finance, and foster a new growth point with Qichun as the starting point.
