集新社區(qū)位于溫州鹿城區(qū)西部,是融入溫州大都市區(qū)的必經(jīng)之地,擁有優(yōu)越的山水資源,周邊醫(yī)療、商業(yè)資源豐富,實(shí)施單元面積24.37公頃,規(guī)劃總建筑面積138萬平方米,項(xiàng)目總投資163億元,為浙江省唯一一個(gè)與世界500強(qiáng)央企(中國鐵建)合作開發(fā)建設(shè)的試點(diǎn)項(xiàng)目。
目前,該項(xiàng)目已順利開工建設(shè),計(jì)劃于2022年完工,建成后將為主城區(qū)西部發(fā)展注入強(qiáng)勁動(dòng)力。
集新社區(qū)的打造將按照文件精神和溫州西部中心區(qū)的定位要求,結(jié)合本地塊區(qū)域特點(diǎn)及溫商資源集聚、城區(qū)高端配套齊全等優(yōu)勢,高品質(zhì)建設(shè)商品住宅、人才公寓、商業(yè)中心、鄰里文化交流中心、社區(qū)幸福學(xué)堂、社區(qū)早教服務(wù)中心、社區(qū)健康管理服務(wù)中心、養(yǎng)老服務(wù)中心、創(chuàng)客學(xué)院等項(xiàng)目,聚力打造高標(biāo)準(zhǔn)的“三化九場景”,促進(jìn)城市發(fā)展向新型智慧化、生態(tài)化、人本化城市轉(zhuǎn)型,實(shí)現(xiàn)“集山水社區(qū),新溫商鄰里”目標(biāo)。
三大未來場景
在集新未來社區(qū)的建設(shè)目標(biāo),是努力成為浙江省未來社區(qū)發(fā)展的創(chuàng)新實(shí)踐區(qū)域,實(shí)現(xiàn)便捷的交通出行方式、便利的社區(qū)公共配套設(shè)施、低碳的居住生活方式和智慧的社區(qū)管理模式。同時(shí)結(jié)合現(xiàn)狀優(yōu)勢和地區(qū)發(fā)展?jié)摿?,重點(diǎn)打造創(chuàng)業(yè)、養(yǎng)老健康、教育三大未來場景。
總體布局上,方案體現(xiàn)了較優(yōu)的居住布局方案和商業(yè)布局方案,圍繞“一核、雙廊、四片區(qū)”規(guī)劃總體布局結(jié)構(gòu),將場地周邊自然山水景觀與社區(qū)場景串聯(lián),利用在屋頂、墻體、挑臺(tái)等地面資源以外的空間實(shí)施綠化,綠化覆蓋率達(dá)30%。
公共設(shè)施配套方面,利用現(xiàn)有辦公樓資源,引入鹿城區(qū)部分行政和社會(huì)管理部門,突出未來社區(qū)的創(chuàng)業(yè)場景和社會(huì)治理場景,促進(jìn)商業(yè)、辦公、TOD等功能最大化,全力打造未來社區(qū)公共設(shè)施綜合體,如建設(shè)社區(qū)嵌入式養(yǎng)老機(jī)構(gòu)、日間照料中心,分別按照15分鐘生活圈、5分鐘生活圈要求開展布局,形成溫州主城西部一體化商務(wù)服務(wù)、高品質(zhì)生活配套中心。
公共景觀塑造方面,通過優(yōu)化河流走向,保證河流流經(jīng)每一塊居住地塊,使各個(gè)小區(qū)都能有良好的水景觀。同時(shí)本方案將公共建筑布置在鹿城路沿線,突出沿路公共建筑特色界面,充分融入地域文化,有效提高未來社區(qū)公共中心的辨識(shí)度和城市形象。
學(xué)校布局設(shè)計(jì)方面,集新未來社區(qū)規(guī)劃建設(shè)近10億元的公辦九年制義務(wù)教育學(xué)校,引進(jìn)溫州市實(shí)驗(yàn)中學(xué)教育集團(tuán)優(yōu)質(zhì)資源,并按高標(biāo)準(zhǔn)一次性配齊400米標(biāo)準(zhǔn)跑道、2000人以上規(guī)模體藝館等教、學(xué)、研功能設(shè)施,同步建設(shè)科創(chuàng)中心、健康服務(wù)中心、音樂廳等,打造高水準(zhǔn)的未來社區(qū)教育場景,全力爭創(chuàng)未來教育的新標(biāo)桿。
“央地共建”模式
“央地共建”是順利推進(jìn)未來社區(qū)建設(shè)的有效模式。集新社區(qū)是浙江首批未來社區(qū)試點(diǎn)中第一個(gè)與央企合作開發(fā)建設(shè)的試點(diǎn)項(xiàng)目,鹿城區(qū)積極發(fā)揮試點(diǎn)主體作用,與央企加強(qiáng)交流對(duì)接,依托央企全產(chǎn)業(yè)鏈的強(qiáng)大支撐,積極創(chuàng)新推動(dòng)“央地共建”,實(shí)現(xiàn)項(xiàng)目順利全面開工建設(shè)。
鹿城區(qū)堅(jiān)持好中選優(yōu),積極對(duì)接知名實(shí)力企業(yè)。通過土地“帶方案”出讓注重把關(guān)硬實(shí)力,最大程度創(chuàng)造條件引入大、強(qiáng)、優(yōu)市場主體參與未來社區(qū)試點(diǎn)建設(shè)。經(jīng)嚴(yán)格篩選、公開競標(biāo),出讓地塊由中國鐵建成功競得。
為確保未來社區(qū)建設(shè)達(dá)到高品質(zhì)、高定位的標(biāo)準(zhǔn),體現(xiàn)人本化的特點(diǎn),鹿城區(qū)堅(jiān)持先謀先試先行,在滿足規(guī)劃條件的基礎(chǔ)上,組織中國鐵建與發(fā)改、規(guī)劃等相關(guān)職能部門,專題研究逾百次,進(jìn)一步調(diào)整優(yōu)化設(shè)計(jì)方案,高標(biāo)準(zhǔn)設(shè)置九大場景內(nèi)容與體量,如合理增加公共衛(wèi)生間、商業(yè)點(diǎn)位等,建設(shè)高低并濟(jì)的空中連廊,串聯(lián)散落在不同地塊的九大場景配套建筑,構(gòu)建雨天通行無阻的社區(qū)慢行交通系統(tǒng)。
未來社區(qū)建設(shè)需滿足“三化九場景”33項(xiàng)指標(biāo)要求,央企一般具有較強(qiáng)的社會(huì)責(zé)任意識(shí),在考慮經(jīng)濟(jì)效益的同時(shí)愿意扛起社會(huì)擔(dān)當(dāng),有效執(zhí)行土地出讓方案協(xié)議條款,保障架空層、空中連廊、立體綠化等場景內(nèi)容“不折不扣”落地。
未來社區(qū)建設(shè),不是建房子,而是建社區(qū),涉及多領(lǐng)域多行業(yè)。中國鐵建等大型企業(yè)務(wù)涵蓋多個(gè)領(lǐng)域,擁有科研、規(guī)劃、設(shè)計(jì)、施工、運(yùn)營等完整的行業(yè)產(chǎn)業(yè)鏈,具備提供一站式綜合服務(wù)的能力,能夠有效保障未來社區(qū)建設(shè)、運(yùn)營全周期一體化實(shí)施要求。
以點(diǎn)帶面,助力產(chǎn)業(yè)發(fā)展提升城市能級(jí)品質(zhì)。鹿城區(qū)以未來社區(qū)關(guān)聯(lián)產(chǎn)業(yè)為重點(diǎn),在已梳理的符合未來社區(qū)要求的31家企業(yè)基礎(chǔ)上,繼續(xù)謀劃招引建設(shè)一批引擎性重大產(chǎn)業(yè)項(xiàng)目,帶動(dòng)產(chǎn)業(yè)鏈上下游加快發(fā)展,進(jìn)一步釋放未來社區(qū)紅利。目前,以集新社區(qū)為中心的井字形路網(wǎng)架構(gòu)已形成,周邊區(qū)域15分鐘步行圈內(nèi)5.79萬平方米的美美廣場和18.43萬平方米的5050廣場建成投用,社區(qū)所在的廣化街道的公共配套投入從2018年的不到2000萬元提升到2019年的6400萬元。
存量時(shí)代下,溫州鹿城區(qū)集新社區(qū)將順應(yīng)城市更新下社區(qū)運(yùn)營的新趨勢,提供行業(yè)轉(zhuǎn)型升級(jí)的新思路。
Jixin Community: A New Model of ?Co-Developmentwith Central SOEs
As an integral part of the western development in Wenzhou city’s Lucheng district as well as the city’s metropolitan area, Jixin Community is endowed with superior landscape resources, apart from the rich healthcare and business assets nearby. With the planned construction area totaling 1.38 million square meters, the project will see an investment worth 16.3 billion yuan. It is the only pilot project of its kind in the province that is co-developed with a central state-owned enterprise (SOE), namely China Railway Construction Corporation or CRCC, which is also a Fortune Global 500 company.
Already under construction, the project, to be finished by 2022, will inject new momentum to the development of Wenzhou’s western urban area. Relying on local characteristic resources such as the Wenzhou businessmen network, Jixi Community will be built into a complex with high-quality residential apartments, including those for high-end talents, commercial centers, neighborhood cultural exchange centers, community academies, community early education service centers, community health management service centers, elderly care service centers and entrepreneurship, among other functions. They will help promote the transformation of Wenzhou into a smart, ecological and people-oriented city.
It is notable that Jixin Community is the first pilot project of its kind co-developed with a central SOE, and the model has so far proved to be successful. From the outset, the transfer of land rights for the project was required that the bidders bring a feasible plan for the construction of such a “future community”. In the end, CRCC won out, both for its detailed planning and track records and for its capacity to provide a one-stop service, ie., R&D, planning, designing, construction and operation.
In the process, convenient transportation, complete community public supporting facilities, a low-carbon living lifestyle and a smart community management will be put in place. At the same time, taking into account the current development and future potential, the construction of the community will focus on integrating its functions into serving the purposes of entrepreneurship, healthcare and education. When completed, the community will have a green coverage ratio of 30%; part of the Luchen government will be relocated here, a component of the public service complex; landscaping is planned in such a way that every residential area in the community will see rivers flowing by; and roughly a billion will be invested to build high-quality public schools.
