摘? 要:“雙帶頭人”教師黨支部書(shū)記培育工程已成為新時(shí)代高校黨建的一項(xiàng)戰(zhàn)略工程。本研究基于問(wèn)卷調(diào)查及訪談座談相結(jié)合的方法,研究了當(dāng)前高校教師黨支部書(shū)記對(duì)正在進(jìn)行或?qū)⒁M(jìn)行的教育培訓(xùn)內(nèi)容和參與方式的看法和偏好。結(jié)果顯示,當(dāng)前高校教師黨支部書(shū)記及其班子成員大多為非專(zhuān)職黨務(wù)工作者,黨建理論基礎(chǔ)薄弱,未能充分理解黨建工作和中心業(yè)務(wù)工作雙融合雙促進(jìn)的深刻意義,是當(dāng)前高校黨建工作與中心業(yè)務(wù)工作深度融合的重要限制因素;對(duì)支部工作重點(diǎn)、難點(diǎn)把握不準(zhǔn),是高校教師黨支部書(shū)記在實(shí)際黨務(wù)工作中面臨的最主要困境;高校教師黨支部書(shū)記更偏好基于“雙帶頭人”工作交流平臺(tái)的實(shí)踐、實(shí)務(wù)培訓(xùn)。研究認(rèn)為,健全黨建理論體系,豐富“雙帶頭人”黨支部書(shū)記教育培訓(xùn)基礎(chǔ)資料,以適當(dāng)形式和方式擴(kuò)大教育培訓(xùn)覆蓋面,是“雙帶頭人”教師黨支部書(shū)記培育工程穩(wěn)步推進(jìn)和持續(xù)發(fā)展的重要途徑。

Abstract: It has become a strategic project for implementing "Double Leader" cultivation project to Party construction in Chinese colleges and universities. This paper analyzed Party Branch secretaries' views and preferences on the content and participation mode for education and training project in Party construction, based on methods of questionnaire and interview. Results showed that it was the main limiting factor that those Party workers could not making full sense of profound significance for the relation of integration and promotion in party construction and teaching-research work to the development of teachers' Party branch, because most of the Party branch secretaries who had extremely limited theoretical basis for the Party construction were non-full-time Party workers. It was one of the most dilemmas that those Party branch secretaries could not grasp the key points and difficulties accurately in Party construction work. Those Party branch secretaries preferred to practical training based on Party work communication platform for "Double Leaders" secretaries. According to the study, it is an important way to steadily promote the education and sustainable development of the cultivation project of "Double Leaders" of the Party branch secretary to improve the theoretical system of Party education, enrich the basic materials of education and training of Party branch secretaries in "Double Leaders", and expand the coverage in an appropriate form and way.

黨支部是黨的基層組織,是確保黨的路線、方針、政策和決策部署貫徹落實(shí)的基礎(chǔ),是黨組織開(kāi)展工作的基本單元,是黨的全部工作和戰(zhàn)斗力的基礎(chǔ)[1]。高?;鶎咏處燑h支部是教育、管理、監(jiān)督和服務(wù)廣大教職員工和高校學(xué)生的基本單位,是黨聯(lián)系師生員工的橋梁和紐帶,擔(dān)負(fù)著凝聚人心、推動(dòng)發(fā)展、促進(jìn)和諧的重要責(zé)任[2]。加強(qiáng)新形勢(shì)下高?;鶎咏處燑h支部建設(shè),用習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想武裝頭腦,是貫徹落實(shí)黨的十九大精神和全國(guó)教育大會(huì)精神的重要舉措[3]。
推動(dòng)高校教師黨支部建設(shè)和發(fā)展,關(guān)鍵在于黨支部書(shū)記。教師黨支部書(shū)記肩負(fù)著推動(dòng)將黨建工作落實(shí)到每一個(gè)黨員的日常教學(xué)科研工作甚至生活過(guò)程中,實(shí)現(xiàn)黨建工作和教學(xué)科研及立德樹(shù)人核心業(yè)務(wù)工作雙融合雙促進(jìn)雙提升的重任[4]。2017年8月,中共教育部黨組發(fā)布《關(guān)于加強(qiáng)新形勢(shì)下高校教師黨支部建設(shè)的意見(jiàn)》,首次提出“黨建帶頭人和學(xué)術(shù)帶頭人”培育工程的概念,為高校教師黨支部書(shū)記的培養(yǎng)和發(fā)展指明了方向。結(jié)合《高校黨建工作重點(diǎn)任務(wù)》《關(guān)于高校教師黨支部書(shū)記“雙帶頭人”培育工程的實(shí)施意見(jiàn)》及《教育部辦公廳關(guān)于開(kāi)展首批高?!半p帶頭人”教師黨支部書(shū)記工作室建設(shè)工作的通知》等文件精神,各高校相繼制定并出臺(tái)“雙帶頭人”教師黨支部書(shū)記培育工程相關(guān)實(shí)施細(xì)則和相關(guān)制度。“雙帶頭人”教師黨支部書(shū)記培育工程成為新時(shí)代加強(qiáng)高校黨建工作的一項(xiàng)戰(zhàn)略工程。
