2020年，中國(guó)許下碳中和承諾；2021年，中國(guó)開(kāi)啟碳中和元年，雙碳時(shí)代已至。從碳達(dá)峰、碳中和“1+N”政策體系加速構(gòu)建，到全球最大碳市場(chǎng)啟動(dòng)，再到多產(chǎn)業(yè)迎機(jī)遇駛?cè)氚l(fā)展快車(chē)道……實(shí)現(xiàn)碳達(dá)峰、碳中和正成為全社會(huì)共識(shí)。

在這場(chǎng)廣泛而深刻的經(jīng)濟(jì)社會(huì)系統(tǒng)性變革中，“雙碳”目標(biāo)正在賦能眾多生產(chǎn)要素，催生大量新技術(shù)、新產(chǎn)業(yè)、新市場(chǎng)、新應(yīng)用，濟(jì)南深化認(rèn)識(shí)，把握機(jī)遇，積極推動(dòng)經(jīng)濟(jì)社會(huì)綠色低碳轉(zhuǎn)型，“雙碳”行動(dòng)提速邁進(jìn)，為實(shí)現(xiàn)碳達(dá)峰碳中和目標(biāo)作出濟(jì)南貢獻(xiàn)——

共建中國(guó)科學(xué)院大氣物理研究所碳中和北方中心；山東首個(gè)8英寸高功率芯片生產(chǎn)項(xiàng)目完成全線設(shè)備調(diào)試，在濟(jì)南比亞迪半導(dǎo)體有限公司順利通線；賽克賽斯、氫藍(lán)時(shí)代等一批高質(zhì)量氫能產(chǎn)業(yè)項(xiàng)目總投資超過(guò)120億元……科技創(chuàng)新，正成為濟(jì)南實(shí)現(xiàn)“雙碳”目標(biāo)的核心變量；

山東碳市場(chǎng)服務(wù)中心在濟(jì)南正式啟動(dòng)；完成省內(nèi)第一期碳排放配額抵質(zhì)押貸款業(yè)務(wù)；乘坐公交車(chē)上下班，可兌換“碳積分”……綠色金融“碳路者”，為濟(jì)南綠色低碳發(fā)展和新舊動(dòng)能轉(zhuǎn)換注入了嶄新動(dòng)力；

濟(jì)南出臺(tái)《關(guān)于加快濟(jì)南新舊動(dòng)能轉(zhuǎn)換起步區(qū)建設(shè)的意見(jiàn)》，明確提出到2035年率先建設(shè)全國(guó)“碳中和”現(xiàn)代綠色智慧城區(qū)；山東首個(gè)“碳中和林”項(xiàng)目落地濟(jì)南；商河縣懷仁鎮(zhèn)、玉皇廟鎮(zhèn)榮獲山東省綠色能源示范鎮(zhèn)稱號(hào)……濟(jì)南綠色發(fā)展的成色不斷提升，讓環(huán)保低碳成為城市發(fā)展的主旋律。

實(shí)現(xiàn)碳達(dá)峰、碳中和是一個(gè)迎難而上、久久為功的過(guò)程，不可能畢其功于一役。新征程上，濟(jì)南堅(jiān)定不移走在生態(tài)優(yōu)先、綠色低碳的高質(zhì)量發(fā)展道路上，勇當(dāng)“碳”路先鋒，繪就綠色發(fā)展新畫(huà)卷。

China’s solemn commitment concerning carbon peak and carbon neutrality was announced in 2020. Laying the foundations for China to achieve its dual carbon goals， a lot preparations have been done for the difficult work since 2021.

China’s “dual carbon goals” bring great demand for green solutions， including new technologies， new industries， new markets and new applications. Jinan is ready to roll out measures to spark a transformation of the economic system toward low-carbon and green growth.

Science and technology innovation remains its core strength. Jinan cooperates with the Chinese Academy of Sciences to establish Carbon Neutral North Centre of the Institute of Atmospheric Physic. On-device debugging for Shandong’s first 8-inch high-power chip production line is completed in Jinan BYD Semiconductor Co.， LTD. High-quality hydrogen energy industry projects are carried forward， with a total investment of over 12 billion yuan.

Jinan is committed to environmental-friendly green development， devoting all its energy to help achieve the goal of having carbon dioxide emissions peak and realizing carbon neutrality.
