法律一定要公正嚴(yán)明，頒布的法令必須有效執(zhí)行。春秋戰(zhàn)國時期，法家主張“以法而治”，偏據(jù)雍州的秦國踐而行之。商鞅強調(diào)“法必明，令必行”，使秦國迅速躋身強國之列，并最終促成了秦始皇統(tǒng)一六國。

The laws shall be just and impartial,and promulgated acts shall be effectively enforced.During the Spring and Autumn and the Warring States periods,the Legalists advocated“rule by law,” which was practiced by the State of Qin,located in the remote Yongzhou.Shang Yang emphasized that “the laws shall be just and impartial and the promulgated acts shall be enforced.” His reform made Qin a powerful state and helped Emperor Qin Shi Huang unify China.
