On June 26， the delegation of the CPC Sichuan Provincial Committee and Sichuan Provincial Government visited Chongqing. In Bishan District， the sides held the seventh Party-Government Meeting on Promoting the development of the Chengdu-Chongqing Twin-Hub Mega-Region， working together for high-quality integrated development in central areas of Chengdu-Chongqing region and writing a new chapter in practical and substantive Sichuan-Chongqing cooperation.

Yuan Jiajun， Secretary of the CPC Chongqing Municipal Committee， presided over the meeting and delivered a speech. Wang Xiaohui， Secretary of the CPC Sichuan Provincial Committee， attended and addressed the meeting. Huang Qiang， Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of Sichuan， and Hu Henghua， Deputy Secretary of the CPC Chongqing Municipal Committee and Mayor of Chongqing， exchanged insights on promoting high-quality development in central areas of Chengdu- Chongqing region. Wu Hao， Secretary General of the National Development and Reform Commission， was invited to the meeting.

Yuan Jiajun said in his speech that General Secretary Xi Jinping has proposed a series of important ideas for promoting Chinese modernization and put forward a series of important requirements for the Chengdu-Chongqing Twin-Hub Mega-Region. Together with Sichuan， Chongqing will study these important ideas conscientiously， think and act in accordance with the guiding principles of General Secretary Xi Jinpings speeches and the 20th CPC National Congress， advance with great efforts the Chengdu-Chongqing Twin-Hub Mega-Region as a way for Western China to contribute to Chinese Modernization， strive to make the coordinated development in this region the fourth growth engine in China， and better play the “three roles” in Chinas development.

Chongqing and Sichuan should pursue “Integration” and “high quality” as two priorities when developing the Chengdu-Chongqing Twin-Hub Mega-Region， follow the new development philosophy， accelerate the development of a “1+2+N” architecture （i.e.， one integrated mega-region anchored by Chengdu and Chongqing as two hubs and supported by multiple cities/districts. The two sides will create a bigger economic size， improve development quality， make Chengdu-Chongqing Twin-Hub Mega-Region stronger and stand out with distinctive features. Firming up the strength of central areas of the mega-region is something the two sides could do first for the substantive progress of this national strategy. Efforts should be fast-tracked to develop western Chongqing and eastern Chengdu. It will inject new momentum and expand new space for the high-quality development of the two sides.

Yuan Jiajun pointed out that since the beginning of this year， under the strong leadership of the CPC Central Committee， there has been a better understanding of its strategic significance， a stronger initiative， and more concrete actions in promoting the Chengdu-Chongqing Twin-Hub Mega-Region. The work has been more focused; measures have been more practical; people have been more engaged. We have entered a new phase of accelerated implementation. Innovation has been more stimulated; coordinated development has been more effective; the ecosystem has been better preserved; reform and opening up have been advanced; our residents have developed a better sense of gain thanks to greater connectivity.

We should improve our political awareness and better understand its strategic significance， pursue development in the big picture of Chinese modernization， accelerate the high-quality integrated development of the central area of the Chengdu-Chongqing region， and create an important growth engine and a new powerhouse to drive Chinas high-quality development.

The key agenda for Chongqing-Sichuan cooperation include the following：

- Building a modernized infrastructure network， a high-level comprehensive transportation hub， modernized water conservancy projects， and a strong energy supply base;

- Developing a modernized industrial mix， advanced and distinctive industrial clusters， a sci-tech innovation corridor in the central area of Chengdu-Chongqing region， and Chinas alternative base for strategic industries;

- Building a high-level gateway to the world in inland China， unimpeded international logistics corridors， open platforms for combined efforts and shared benefits， a first-class business environment， and a new hub oriented toward the south via the New International Land-Sea Trade Corridor （ILSTC）;

- Becoming a new exemplar of modernized urban-rural integrated development， building a high-level modernized cities cluster， implementing the project of “Strong Towns Leading the Progress of Villages”， and promoting rural revitalization on all fronts;

- Turning into a premium place to live， enhancing the interoperability of more public services， improving the ecological environment， promoting the integrated development of culture and tourism， and supporting the Chengdu FISU World University Games; and

- Ensuring organizational support， optimizing the working mechanism， enhancing policy coordination， seeing through project implementation， and working for progress on various fronts.

Wang Xiaohui pointed out in his speech that Chengdu-Chongqing Twin-Hub Mega-Region is a major strategic decision that General Secretary Xi Jinping has personally engaged in its designing， planning， and implementation. It is a major mandate the CPC Central Committee gave to Sichuan and Chongqing.

The vision of Chengdu-Chongqing Twin-Hub Mega-Region has been clearly defined in this strategy， namely becoming a key growth engine and a new powerhouse for Chinas high-quality development， Chinas important center of economy and sci-tech innovation， and a pacesetter in reform and opening-up， and a premium place to live. There are key tasks in seven aspects to realize this vision.

This is a valuable opportunity rarely seen before where we will grow together into the fourth engine for Chinas economy. Chengdu-Chongqing Twin-Hub Mega-Region development is a national plan， meeting the needs of both sides and well-supported by existing conditions. As long as Sichuan and Chongqing enhance cooperation and coordination， we can make this mega-region stronger， realize substantive and steady progress， and contribute our efforts to Chinas development.

Wang Xiaohui pointed out that a priority could be the fast development of the central area of the Chengdu-Chongqing region. It will be catalyzed by the pilot projects between the neighboring cooperation platforms， the exploration of new ways such as the delinking between economic zones and administration areas as appropriate， promoting the coordinated development of provincial and national high-tech zones， enhancing the leading role in Central Chinas economic development， and keeping firming up the Chengdu-Chongqing Twin-Hub Mega-Region.

Connectivity on all fronts should hold the key. Major projects include the construction and speed-raise of railways like the Chengdu-Chongqing Middle Line and Western Chongqing Line， the Sichuan-Chongqing 1000 kV UHV AC Project， and interoperability of public services. These projects will bring tangible benefits to people and play as a solid foundation for Sichuan-Chongqing interactions.

Fostering a modernized industrial system should be a focus. The two sides will work together to transform and upgrade the industry， resume and uplift the service sector， improve the quality and efficiency of agriculture， better support leading industries， develop high-level industrial clusters， and foster new impetus and new advantages for Sichuan and Chongqings development.

Boosting the capability of synergized innovation should be our common mission. We will develop the Chengdu-Chongqing Comprehensive Science Center， Western China Science City， and Mianyang Sci-Tech City， support national and provincial level laboratories， and stimulate innovation by combing industry， education， research， and application， and contribute to Chinas greater self-reliance and strength in science and technology.

Improving cooperation mechanisms should be the cornerstone. Sichuan and Chongqing will set up well-conceived mechanisms， break barriers， and further empower ourselves with a sound environment for mutually beneficial cooperation and substantive results of this national strategy.

Delegates reviewed in writing the suggestions on optimizing the Sichuan-Chongqing cooperation mechanism for promoting the Chengdu-Chongqing Twin-Hub Mega-Region， the list of key cooperation items for 2H of 2023， and listened to the reports on promoting the high-quality development in the central area of the mega-region， and the progress and results of the Chengdu-Chongqing interaction.

During their stay in Chongqing， the delegation of the CPC Sichuan Provincial Committee and Sichuan Government also visited places like Chongqing Fudi Lithium Battery Co.， Ltd.， Advanced Data Center of Western China （Chongqing） Science City， Chongqing Konka Semiconductor Optoelectronics Industrial Park， Xiuhu Eco-Zone. They obtained first-hand information on Sichuan and Chongqings joint efforts in developing the smart cars and NEVs， the Chengdu-Chongqing hub of the national integrated computing power network， and Chinas important electronic information industry cluster as well as Bishans efforts in building a wonderful place to live.

王曉暉在講話中指出，推動(dòng)成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)是習(xí)近平總書記親自研究、親自部署、親自推動(dòng)的重大戰(zhàn)略決策，是黨中央交給川渝兩地的重大政治任務(wù)。這一重大戰(zhàn)略明確了“一極一源、兩中心兩地”的戰(zhàn)略定位和七個(gè)方面的重點(diǎn)任務(wù)，帶給了我們共建中國(guó)經(jīng)濟(jì)增長(zhǎng)“第四極”的寶貴歷史機(jī)遇，必將有力帶動(dòng)未來一個(gè)時(shí)期兩省市高質(zhì)量發(fā)展再上新臺(tái)階。推動(dòng)成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)，國(guó)家有部署、雙方有需要、現(xiàn)實(shí)有基礎(chǔ)，只要我們兩地加強(qiáng)合作、密切協(xié)作、同步發(fā)力，就一定能壯大成渝主軸、挺起中部脊梁，推動(dòng)國(guó)家戰(zhàn)略走深走實(shí)、更好服務(wù)國(guó)家全局。

會(huì)議書面審議了優(yōu)化完善推動(dòng)成渝地區(qū)雙城經(jīng)濟(jì)圈建設(shè)川渝合作工作機(jī)制的建議、2023年下半年重點(diǎn)合作事項(xiàng)清單，聽取了兩省市推動(dòng)成渝中部地區(qū)高質(zhì)量發(fā)展、雙核聯(lián)動(dòng)聯(lián)建進(jìn)展成效等情況匯報(bào)。

在渝期間，四川省黨政代表團(tuán)還前往重慶弗迪鋰電池有限公司、西部（重慶）科學(xué)城先進(jìn)數(shù)據(jù)中心、重慶康佳半導(dǎo)體光電產(chǎn)業(yè)園、秀湖生態(tài)區(qū)等地參觀考察，了解川渝兩地共建智能網(wǎng)聯(lián)新能源汽車產(chǎn)業(yè)、共建全國(guó)一體化算力網(wǎng)絡(luò)成渝國(guó)家樞紐節(jié)點(diǎn)、聯(lián)手打造具有國(guó)際影響力的電子信息產(chǎn)業(yè)集群以及璧山區(qū)打造高品質(zhì)生活宜居地等情況。
