At Chongqing Tuanjiecun Logistics Center and Chengdu International Inland Port， China-Europe Rail Express （Chengdu and Chongqing） departed. The industries in these areas complement each other， creating a mutually beneficial relationship. It symbolizes the interconnectedness and synergy between these two ports and their associated industries. Since its opening， the Railway Express has had an annual operating volume of around 5，000 trains. In Bishan， Chongqing， the advanced data center of the Western China （Chongqing） Science City provides cloud services and data intelligence as its core business， offering computing power support to Sichuan， Chongqing， and eastern regions. In Mingyue Mountain， forest rangers from Dazhu County in Sichuan and Liangping District in Chongqing jointly patrol the mountains， safeguarding the mountains and waters of the Chongqing-Sichuan region.

Data shows that in the first quarter of this year， the GDP of the Chengdu-Chongqing Twin-Hub Mega-Region reached RMB1.84 trillion， a year-on-year growth of 3.9%， rising 0.9 percentage points from the previous year. As of the end of May， 230 major projects of the planned 248 had started construction， with a completed investment of RMB841.77 billion. Among them， the completed investment this year is RMB144.75 billion， and the annual investment completion rate is 42.6%.

Booming Twin-Hub Mega-Region Offering More Business Opportunities

As you step inside Zhiguan Technology Co.， Ltd.， located in Chongqing Liangjiang New Area， you will witness eight adhesive film cutting lines working at full capacity. Adhesive films move swiftly on automated instruments and undergo a series of intricate procedures to transform into adhesive tape products with varying lengths and shapes. A few hours later， these products will be delivered to electronic companies production lines in Mianyang， Sichuan， for further processing.

As the joint construction of a trillion-yuan electronic information industry cluster in the two places accelerates its pace， businesses are presented with even greater opportunities.

Recently， at an industry exchange event organized by government departments in Sichuan and Chongqing， Zhiguan Technology made contact with a Chengdu-based enterprise specializing in in-car displays. According to Zhao Shihong， the Executive Deputy General Manager of Zhiguan Technology， “This years market is good， and we have more partners in Sichuan， so sales are no longer a concern.” Nowadays， Zhiguan Technology and its partners in Sichuan are gradually establishing a whole industry chain support system in the Sichuan and Chongqing region.

In March of this year， the Action Plan for Promoting the Construction of the Chengdu-Chongqing Twin-Hub Mega-Region （2023?2027） by the Chongqing Municipal Peoples Government was introduced. The plan outlined “ten actions” as the main driving force for promoting the construction of the Twin-Hub Mega-Region. Additionally， the government developed yearly lists of major projects， reforms， policies， and platforms to be rolled out and implemented in an orderly manner.

Promoting Coordinated Development and Facilitating Industrial Transformation

Located in the inland regions， how can Sichuan and Chongqing seize development opportunities and promote industrial transformation and upgrading？ The answer lies in abandoning homogeneous competition and moving towards integrated development.

At present， the construction of the electronic information manufacturing industry cluster in the Chengdu-Chongqing region and six other key tasks， including the backup of critical processes， have been included in the list of key tasks for the 2023 annual cooperation agreement between relevant ministries and provinces （municipalities）. The two places have selected 15 parks， including Zigong High-Tech Industrial Development Zone and Changshou Economic and Technological Development Area， as the second batch of industrial cooperation demonstration parks for the Twin-Hub Mega-Region.

The construction of coordinated development platforms continues to advance. Efforts to construct collaborative development platforms are being accelerated in the two places， with a focus on creating a high-quality platform for the Sichuan-Chongqing equipment manufacturing industry. Additionally， the establishment of the Smart Power Distribution Equipment Manufacturing Alliance of the Twin-Hub Mega-Region is being promoted. Furthermore， the two places are collaborating to develop the digital economy by building data center clusters， such as the Tianfu Data Center and several city-based data centers. Two places have jointly released a list of opportunities for the digital empowerment of advanced manufacturing cities and established the Public Service Platform for Enterprises in the Digital Economy of Chengdu and Chongqing.

The construction of technology innovation centers is accelerating. The first batch of four Tianfu Laboratories and Jinfeng Laboratories have been launched and are in operation. Under the Chengdu-Chongqing Science and Technology Innovation Cooperation Plan， 115 key technology research and development projects have been jointly implemented with a total funding of over RMB100 million. In order to encourage the use of scientific and technological achievements as production factors that can enter the market， two places have launched a pilot project to deepen the reform of ownership or long-term use rights of scientific and technological achievements by research personnel. The transaction volume of technical contracts between the two places has exceeded RMB220 billion. Six services provided by the “Chongqing Talent Service Pass” and “Tianfu Talent Pass” are now mutually recognized and with equal effect.

Enhancing Openness and Promoting the Sichuan-Chongqing Joint Public Affairs System

As the night falls， the Jiefangbei Pedestrian Street in Chongqing is bustling with people， and the same scene can be seen at the Chunxi Road in Chengdu， which is experiencing a surge in foot traffic. The “Chengdu-Chongqing Twin-City Consumption Festival” and the 2023 “Love Chongqing： New Consumption Season” have been successfully organized， and the ongoing construction of the Bashu Cultural Tourism Corridor in the region is accelerating. These measures have further expanded the high-quality consumption in the two places. From January to May， the total retail sales of consumer goods in Sichuan and Chongqing reached RMB1.6 trillion.

The level of openness continues to improve. From January to May， the China-Europe Railway Express （Chengdu-Chongqing） operated 2，319 trains， an increase of 52% compared to the same period last year. Airlines in the two cities have opened and increased the frequency of all-cargo flights. A plan has been formulated to deepen the reform and innovation of the coordinated opening-up demonstration zone of Sichuan and Chongqing FTZs. As of the end of May， the plan had supported enterprises from Chengdu and Chongqing to participate in the pilot registration of one-time external debts， with a total amount of USD21.45 billion.

Standardization and facilitation of basic public services are being continuously promoted. In the areas of employment， social security， and talent， the two places have jointly identified 32 pilot projects for regional standardization cooperation. Two places have also standardized 30 elements of these pilot projects， which has resulted in standardized handling procedures. The Sichuan-Chongqing Joint Public Affairs System now covers 311 items， including key areas of peoples livelihood such as transportation， communication， change of household registration， taxation， employment， and social security.

In the future， the two places will continue to adhere to the “Sichuan-Chongqing integration” concept and work together to advance the construction of the Twin-Hub Mega-Region. They will accelerate the high-quality integrated development of the central regions of Chengdu and Chongqing， creating an important growth pole and a new source of power to drive high-quality development across the country. These efforts will inject new energy and expand new horizons for the high-quality development of both places.

在重慶團(tuán)結(jié)村中心站和成都國際陸港，中歐班列（成渝）號(hào)拉響汽笛，兩港通道互聯(lián)、港區(qū)互通、產(chǎn)業(yè)互補(bǔ)，這趟國際班列自開通以來，每年開行量均在5000列左右；在重慶璧山，西部（重慶）科學(xué)城先進(jìn)數(shù)據(jù)中心以云服務(wù)和數(shù)據(jù)智能為核心業(yè)務(wù)，為川渝兩地和東部地區(qū)提供算力支撐；在明月山，四川大竹縣和重慶梁平區(qū)的護(hù)林員一同巡山，守護(hù)著川渝大地的山山水水……

數(shù)據(jù)顯示，今年一季度，成渝地區(qū)雙城經(jīng)濟(jì)圈地區(qū)生產(chǎn)總值達(dá)1.84萬億元，同比增長3.9%，較上年全年回升0.9個(gè)百分點(diǎn)。截至5月底，248個(gè)重大項(xiàng)目已開工230個(gè)、完成投資8417.7億元；其中，今年完成投資1447.5億元、年度投資完成率達(dá)42.6%。

雙城經(jīng)濟(jì)圈建設(shè)正酣，企業(yè)迎來更多機(jī)遇

走進(jìn)位于重慶兩江新區(qū)的致貫科技有限公司，車間內(nèi)，8條膜切線正全力運(yùn)轉(zhuǎn)，膠帶薄膜在自動(dòng)化儀器上快速移動(dòng)，經(jīng)過一系列復(fù)雜程序后，變成長度不一、形態(tài)各異的膠帶產(chǎn)品。幾小時(shí)后，這些產(chǎn)品將送達(dá)四川綿陽的電子企業(yè)生產(chǎn)線，進(jìn)行下一步加工。

隨著兩地共建萬億元級(jí)電子信息產(chǎn)業(yè)集群的腳步加快，企業(yè)迎來了更多機(jī)遇。

推動(dòng)協(xié)同發(fā)展，促進(jìn)產(chǎn)業(yè)轉(zhuǎn)型

川渝兩地不沿邊、不靠海，如何抓住發(fā)展機(jī)遇、促進(jìn)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)？答案是摒棄同質(zhì)化競(jìng)爭(zhēng)、邁向一體化發(fā)展。

目前，成渝地區(qū)電子信息制造業(yè)集群建設(shè)和開展關(guān)鍵環(huán)節(jié)“備份”等6個(gè)事項(xiàng)被納入部?。ㄊ校┖献鲄f(xié)議2023年度重點(diǎn)工作任務(wù)清單。兩地將自貢沿灘高新技術(shù)產(chǎn)業(yè)園區(qū)、長壽經(jīng)濟(jì)技術(shù)開發(fā)區(qū)等15個(gè)園區(qū)遴選為第二批雙城經(jīng)濟(jì)圈產(chǎn)業(yè)合作示范園區(qū)。

協(xié)同發(fā)展平臺(tái)建設(shè)持續(xù)推進(jìn)。兩地正加快搭建川渝裝備制造產(chǎn)業(yè)高質(zhì)量協(xié)同發(fā)展平臺(tái)，推動(dòng)成立雙城經(jīng)濟(jì)圈智能輸配電裝備制造產(chǎn)教聯(lián)盟；協(xié)同發(fā)展數(shù)字經(jīng)濟(jì)，布局建設(shè)天府?dāng)?shù)據(jù)中心集群和若干城市內(nèi)部數(shù)據(jù)中心。此外，兩地還聯(lián)合發(fā)布數(shù)字賦能先進(jìn)制造城市機(jī)會(huì)清單，設(shè)立成渝數(shù)字經(jīng)濟(jì)企業(yè)公共服務(wù)平臺(tái)。

科技創(chuàng)新中心建設(shè)不斷加快。首批4家天府實(shí)驗(yàn)室和金鳳實(shí)驗(yàn)室啟動(dòng)運(yùn)行。實(shí)施成渝科技創(chuàng)新合作計(jì)劃，聯(lián)合實(shí)施核心技術(shù)攻關(guān)項(xiàng)目115項(xiàng)，資金超過1億元。開展川渝協(xié)作深化科研人員職務(wù)科技成果所有權(quán)或長期使用權(quán)改革試點(diǎn)，鼓勵(lì)職務(wù)科技成果作為生產(chǎn)要素進(jìn)入市場(chǎng)，兩地技術(shù)合同成交額突破2200億元。“重慶英才服務(wù)卡”“天府英才卡”6項(xiàng)服務(wù)內(nèi)容對(duì)等互認(rèn)。

提升開放能級(jí)，推進(jìn)“川渝通辦”

華燈初上，重慶解放碑步行街人來人往，成都春熙路也迎來客流高峰?！俺捎咫p城消費(fèi)節(jié)”暨2023“愛尚重慶·迎新消費(fèi)季”舉辦、巴蜀文化旅游走廊加快建設(shè)……一系列舉措為兩地進(jìn)一步拓寬了高品質(zhì)消費(fèi)空間。1—5月，川渝兩地實(shí)現(xiàn)社會(huì)消費(fèi)品零售總額1.6萬億元。

開放能級(jí)不斷提升。1—5月，中歐班列（成渝）開行2319列、同比增長52%。兩地航空公司新開、加密全貨機(jī)航線。制定川渝自貿(mào)試驗(yàn)區(qū)協(xié)同開放示范區(qū)深化改革創(chuàng)新行動(dòng)方案，截至5月底，支持成渝兩地企業(yè)共同參與一次性外債登記試點(diǎn)總額214.5億美元。

基本公共服務(wù)標(biāo)準(zhǔn)化、便利化不斷推進(jìn)。在就業(yè)、社保、人才等方面，兩地共同確定32項(xiàng)區(qū)域標(biāo)準(zhǔn)化協(xié)同試點(diǎn)事項(xiàng)，對(duì)試點(diǎn)事項(xiàng)的30項(xiàng)要素進(jìn)行規(guī)范，實(shí)現(xiàn)兩地同標(biāo)辦理?！按ㄓ逋ㄞk”事項(xiàng)已達(dá)311項(xiàng)，涵蓋交通通信、戶口遷移、稅務(wù)、就業(yè)社保等重點(diǎn)民生領(lǐng)域。

接下來，川渝兩地將堅(jiān)持“川渝一盤棋”理念，加力謀劃推進(jìn)雙城經(jīng)濟(jì)圈建設(shè)，加快成渝中部地區(qū)高質(zhì)量一體化發(fā)展，打造帶動(dòng)全國高質(zhì)量發(fā)展的重要增長極和新的動(dòng)力源，為兩地高質(zhì)量發(fā)展注入新動(dòng)能、拓展新空間。
