On June 30， under the guidance of the National Rural Revitalization Administration and the Ministry of Foreign Affairs of the Peoples Republic of China， the Third Session of the Shanghai Cooperation Organisation （SCO） National Poverty Reduction and Development Seminar—hosted by the Chongqing Municipal Administration of Rural Revitalization and the Foreign Affairs Office of the Chongqing Municipal Government—kicked off at Southwest University， Chongqing. Karabaeva （Карабаева Бермет Бактыбековна）， Head of the Department for Labor and Active Measures Development Solutions of The Ministry of Labor， Social Security， and Migration of Kyrgyzstan， and Dmitry Emelyanov， Consul-General of the Republic of Belarus in Chongqing， attended the online conference. Li Mingquan， Deputy Director-General of the Foreign Affairs Office of the Chongqing Municipal Government， Wang Shijie， Deputy Director-General of the Chongqing Municipal Administration of Rural Revitalization， and Wang Zhijian， Vice President of Southwest University， attended the opening ceremony.

“The eradication of poverty has always been a major task in governing a country and ensuring its security， as well as a common ideal and value pursuit of all humanity，” said Li Mingquan， adding that Belarus and Kyrgyzstan are important countries along the route of the Belt and Road Initiative and comprehensive strategic partners of China. Chongqing has a long-standing history of exchanges with both countries， and mutual cooperation in various fields has continued to deepen and develop. This seminar session is a practical step taken by Chongqing to further deepen its friendly cooperation with Belarus and Kyrgyzstan within the SCO framework. It is hoped that through the accumulated experience of Chongqings practices， useful insights can be provided for rural revitalization and socioeconomic development in both Belarus and Kyrgyzstan. Additionally， it is desired that through this learning and exchange activity， participants can deepen mutual understanding and friendship， thereby achieving common development and benefiting the peoples of all sides.

In his speech delivered online， Dmitry Emelyanov noted that eliminating poverty remains the greatest global challenge today. He praised China for its remarkable achievements and great contribution to the world in this aspect， highlighting that Chinas valuable experience can serve as a beneficial reference for other developing countries. Belarus attaches great importance to social support issues， and he believes that this seminar will help to address the well-being of people and other social development challenges in Belarus.

“Kyrgyzstan is currently in the most critical stage of national development， and poverty reduction is of great significance to us，” Karabayeva said in her online speech. She also told us that her bureau has always put emphasis on poverty reduction and development and hoped that through this seminar， they would learn more advanced experiences and methods from China.

Wang Zhijian introduced that this seminar session marked another collaboration and exchange with SCO member countries， following the success of two previous training sessions in June 2022 and January 2023 respectively. This session encompasses a variety of activities， including thematic lectures， case studies， and interactive discussions. It will integrate Chinas successful practices and experience in combating absolute poverty and promoting rural revitalization. Representatives from the Belarusian Committee for Labor， Employment， and Social Protection and the Ministry of Labor， Social Security and Migration of Kyrgyzstan were invited to participate in this 10-day online seminar. The main objective is to jointly explore ways to enhance approaches and measures for poverty alleviation and modernize rural development， ultimately strengthening the capacity for poverty reduction and driving sustainable development.

6月30日，在中國國家鄉(xiāng)村振興局和外交部指導(dǎo)下，由市鄉(xiāng)村振興局、市政府外辦主辦的上合組織國家減貧與發(fā)展重慶第三期研修班在西南大學(xué)開班。吉爾吉斯斯坦勞動(dòng)、社會保障和移民部勞動(dòng)解決方案和發(fā)展局局長卡拉巴耶娃，白俄羅斯駐重慶總領(lǐng)事葉梅利亞諾夫線上參會，市政府外辦副主任李明全、市鄉(xiāng)村振興局副局長王仕杰、西南大學(xué)副校長王志堅(jiān)出席開班儀式。

“消除貧困自古以來就是治國安邦的大事，是全人類的共同理想和價(jià)值追求?！崩蠲魅硎荆锥砹_斯和吉爾吉斯斯坦是“一帶一路”沿線重要國家，是中國全面戰(zhàn)略合作伙伴。重慶與兩國交往歷史悠久，各領(lǐng)域交往合作持續(xù)深入發(fā)展。本次培訓(xùn)是重慶在上合組織框架內(nèi)持續(xù)深化與兩國友好合作的務(wù)實(shí)之舉，希望通過重慶實(shí)踐積累的經(jīng)驗(yàn)?zāi)転榘锥砹_斯和吉爾吉斯斯坦兩國鄉(xiāng)村振興事業(yè)與經(jīng)濟(jì)社會建設(shè)提供有益借鑒，也希望學(xué)員們通過本次學(xué)習(xí)交流進(jìn)一步加深相互了解和友誼，實(shí)現(xiàn)共同發(fā)展，造福雙方人民。

“消除貧困依然是當(dāng)今世界面臨的最大全球性挑戰(zhàn)。”葉梅利亞諾夫在線上致辭中表示，中國在脫貧攻堅(jiān)中取得了重大的成就，同時(shí)也為全球減貧事業(yè)作出了重大貢獻(xiàn)，中國的寶貴經(jīng)驗(yàn)可以為其他發(fā)展中國家提供有益借鑒。白俄羅斯非常重視社會扶持問題，相信通過此次研修班，將有助于白俄羅斯解決社會發(fā)展中的民生福祉等問題。

“吉爾吉斯斯坦現(xiàn)在正處于國家發(fā)展的最重要的階段，減貧發(fā)展對我們來說有著非常重要的意義?！笨ɡ鸵拊诰€上致辭中表示，吉爾吉斯斯坦勞動(dòng)、社會保障和移民部勞動(dòng)解決方案和發(fā)展局一直十分關(guān)注減貧發(fā)展的問題，希望通過此次研修班學(xué)習(xí)更多中國的先進(jìn)經(jīng)驗(yàn)和方法。

王志堅(jiān)介紹，本次研修班是繼2022年6月、2023年1月成功舉辦兩期“上合組織國家減貧與發(fā)展重慶研修班”后，又一次與上合組織國家合作與交流。本期課程包括專題講座、案例分析、討論交流等環(huán)節(jié)，將結(jié)合中國消除絕對貧困和鄉(xiāng)村振興的做法與經(jīng)驗(yàn)，與白俄羅斯勞動(dòng)、就業(yè)和社會保護(hù)委員會，吉爾吉斯斯坦勞動(dòng)、社會保障和移民部的代表，通過線上方式開展為期10天的學(xué)習(xí)研討，共同探索完善脫貧攻堅(jiān)和農(nóng)村發(fā)展現(xiàn)代化的途徑與措施，增強(qiáng)脫貧減貧能力與持續(xù)發(fā)展動(dòng)力。
