引入高端人才，深化產(chǎn)研對接，合作培育企業(yè)……由山東省濟南市與北京理工大學共建的前沿技術研究院，通過市場化運營，讓企業(yè)的創(chuàng)新活力更足，經(jīng)濟的發(fā)展動力更強。截至目前，研究院累計獲批國家級、省部級等科技計劃及產(chǎn)學研合作項目185項。

“嗡嗡——”設備運轉的蜂鳴聲不時傳來，循聲探去，一間實驗室內(nèi)，幾名身穿白大褂的年輕人正在忙碌，時而操作儀器，時而埋頭記錄。

這里是山東濟南一家“特殊”的機構——北京理工大學前沿技術研究院（以下簡稱“研究院”）。研究院由濟南市與北京理工大學共建，實行企業(yè)化管理、市場化運營。

為何要成立這家機構？它為各方帶來了哪些效益？近日，記者來此一探究竟。

如何服務企業(yè)？集聚高端人才資源，合作打破技術瓶頸

鳴笛聲打破了清晨的寧靜，位于濟南高新區(qū)的智慧園區(qū)漸漸熱鬧起來，一群機器人“各司其職”，開啟了一天的工作——

清掃機器人旋轉掃刷，將垃圾“吞”進機身內(nèi)，每小時可清掃地面6000平方米；巡檢機器人閃轉騰挪，用“眼睛”專注巡視園區(qū)的每個角落，排查肉眼難以發(fā)現(xiàn)的安全隱患；配送機器人穿過人流，在樓宇間配送文件……

這是濟南高新區(qū)依托國家新一代人工智能創(chuàng)新發(fā)展試驗區(qū)項目打造的全息3D可視化智慧園區(qū)。這些智慧場景的實現(xiàn)，離不開研究院與山東迪特智聯(lián)信息科技有限責任公司聯(lián)合打造的數(shù)字孿生云控平臺。

“公司主營計算機信息技術開發(fā)、軟件開發(fā)等業(yè)務，幾年前曾嘗試簡單的數(shù)字孿生技術。當時，有客戶想請我們打造一個智慧的園區(qū)后臺調度系統(tǒng)?！钡咸刂锹?lián)負責人商子豪說，“若能抓住這個機遇，公司或許能實現(xiàn)轉型發(fā)展?？僧敃r團隊人才短缺，有些技術瓶頸難以突破。”

“許多頗具發(fā)展?jié)摿Φ闹行∑髽I(yè)，經(jīng)常會被引才環(huán)節(jié)絆住。一是企業(yè)缺資金，二是人才覺得中小企業(yè)平臺小、事業(yè)發(fā)展起點低，不愿意來?！睗细咝聟^(qū)創(chuàng)業(yè)服務中心副主任劉麗說。

為解決企業(yè)發(fā)展難題，2019年，濟南市與北京理工大學共同建立研究院，落地于濟南高新區(qū)，研究聚焦新一代信息技術、新能源材料、大數(shù)據(jù)等領域。

“在科研方面，我們打造人才、成果、市場三位一體的科研體系，遴選了一批潛力大、市場廣的項目，進行成果轉化和公司化運營。”研究院常務副院長陳雪梅說，截至目前，研究院柔性引進院士6人，國家杰出青年基金獲得者、長江學者等科技創(chuàng)新領軍人才25人。

“在濟南高新區(qū)的牽線幫助下，我們依托研究院的人才資源，突破了技術瓶頸，一同打造了數(shù)字孿生云控平臺?！鄙套雍勒f，“現(xiàn)在，公司進一步轉型邁向高端發(fā)展。”

研究院與企業(yè)“牽手”合作的例子還有不少?！拔覀兣c山東旋幾工業(yè)自動化有限公司合作，研發(fā)了5G智能安保巡邏機器人；與山東新松工業(yè)軟件研究院有限公司聯(lián)合開展工業(yè)云平臺數(shù)字孿生技術攻關；與山東中實易通集團有限公司開展儲能電池的失效分析與評估技術研究……”陳雪梅介紹，目前研究院已與山東70余家企業(yè)開展科技合作，簽署技術服務合同超100項。

如何多方受益？培育眾多科技企業(yè)，服務區(qū)域長遠發(fā)展

“在考察研究院項目之初，濟南高新區(qū)工作人員就主動靠前服務，提供了約3萬平方米的辦公空間。附近有不少優(yōu)質龍頭企業(yè)、科技成長型企業(yè)，便于我們開展合作?！标愌┟氛f。

“服務要精細，政策‘禮包也分量十足。在人才引進、重大項目申報等方面，我們給予全要素支持，如整合人才服務事項，實現(xiàn)一站式辦理，提供高層次人才生活補貼，以及開展重大項目預申報輔導和常態(tài)化跟蹤申報輔導。”濟南高新區(qū)管委會發(fā)展改革和科技經(jīng)濟部人才服務專員盧傳珂說。

濟南高新區(qū)為何下如此大力氣？

“2018年，全區(qū)提出建設一流高科技園區(qū)的目標。要實現(xiàn)這個目標，還得在人才匯聚、企業(yè)培育、創(chuàng)新效益等方面改進突破。”盧傳珂說。

實現(xiàn)追趕超越，高端研發(fā)平臺是重要依托?！皯{借人才優(yōu)勢，研究院與區(qū)內(nèi)龍頭企業(yè)共建聯(lián)合實驗室，與本地中小企業(yè)簽署技術服務合同，引領企業(yè)轉型升級?！北R傳珂說，“與此同時，研究院還注重引進與孵化并舉，引進孵化以民營企業(yè)為主的科技成長型企業(yè)35家，開辟了新領域、新賽道，為全區(qū)經(jīng)濟高質量發(fā)展積蓄了新動能?！?/p>

跳出一區(qū)看全市?！敖陙?，全市以創(chuàng)新驅動發(fā)展，加速建設新舊動能轉換先行區(qū)，十大千億元級產(chǎn)業(yè)逐步崛起，恰恰是用人之際，但一度缺少高端研發(fā)平臺?！睗鲜锌萍季之a(chǎn)業(yè)發(fā)展處副處長陳萍說。

2019年9月，科技部印發(fā)《關于促進新型研發(fā)機構發(fā)展的指導意見》，提出推動新型研發(fā)機構健康有序發(fā)展，提升國家創(chuàng)新體系整體效能?！皾祥_始向外尋找大院大所，北京理工大學便是其一?！标惼冀榻B，“研究院為濟南提升科創(chuàng)能力提供了智力支撐，為后續(xù)吸引更多新型研發(fā)機構落地開了好頭?！?/p>

高校也從中受益?！拔覀兊难芯繌婍椗c濟南的產(chǎn)業(yè)發(fā)展布局基本契合，當?shù)卣瞥稣\意滿滿的政策支持，為合作提供了良好的基礎，也為學校‘雙一流建設提供了機遇，讓科研接了地氣，進一步促進成果轉化落地?！标愌┟氛f。

如何持續(xù)發(fā)展？深化產(chǎn)研對接合作，實現(xiàn)可持續(xù)“造血”

研究院成立以來，運營效果如何？

一組數(shù)據(jù)給出了答案：截至目前，研究院已與濟南市屬地企業(yè)簽署技術服務合同超100項，累計獲批國家級、省部級等科技計劃及產(chǎn)學研合作項目185項，帶動新增效益14.92億元……

合作初見成效，濟南持續(xù)發(fā)力。幾年時間內(nèi)，山東區(qū)塊鏈研究院、中國科學院濟南科創(chuàng)城等新型研發(fā)機構相繼落地。

據(jù)介紹，政府與高校簽約合同的有效期往往是5年，到期后，原先的扶持資金、補貼一般會減少。“這些平臺能否可持續(xù)發(fā)展，是我們最關心的問題。人才留得下、用得好，是平臺持續(xù)‘造血的前提。”陳萍說。

留人重在留心。濟南先后出臺人才服務支持政策、人才發(fā)展環(huán)境政策等，組織“海右人才節(jié)”等活動，為人才提供對外交流的平臺?！按蟮阶》俊⑨t(yī)療、子女教育，小到體檢、乘坐公共交通工具，我們都感受到了這座城市的溫度?！标愌┟氛f。

盧傳珂表示，濟南高新區(qū)管委會搭建起人才服務專員隊伍，專門為人才提供全方位服務，未來還將在“精細”二字上下功夫，積極探索完善人才培養(yǎng)、評價等機制，暢通人才發(fā)展渠道，聚力引育、留住各類人才。

“要讓這批平臺更好地發(fā)揮作用，優(yōu)化營商環(huán)境是關鍵。”濟南高新區(qū)黨工委委員、管委會副主任陳安彪表示，“下一步，要借助產(chǎn)業(yè)良好發(fā)展基礎，充分釋放政策紅利、打造營商沃土，促進研究成果盡快轉化，推動實現(xiàn)共同發(fā)展?！?/p>

“未來，要立足全市產(chǎn)業(yè)發(fā)展布局，完善全鏈條服務體系，為人才干事創(chuàng)業(yè)、健康成長提供良好生態(tài)，讓這批新型研發(fā)機構站得住、走得遠、發(fā)展得好，進而推動全市經(jīng)濟高質量發(fā)展。”濟南市科技局局長陳西武說。

The Frontier Institute of Science and Technology （FIST）， jointly built by Jinan Municipal Government and Beijing Institute of Technology （BIT）， has been operating through marketization to spur the innovation vitality of enterprises and the development momentum of the economy by introducing high-end professionals， deepening the industry-university research relationship， cooperating in enterprise cultivation， etc. To date， the FIST has received approval for 185 science and technology programmes and industry-university research cooperation projects at national， ministerial and provincial levels.

How to serve enterprises？

Gathering high-end talent resources and cooperating to break technical bottlenecks

"In terms of scientific research， we are striving to create a trinity of scientific research system that integrates talents， achievements and market， and select a number of projects with high potential and huge market for achievement transformation and business operation." Chen Xuemei， executive vice president of the FIST， noted that the FIST has thus far introduced six academicians and 25 leading talents in science and technology innovation of the National Science Fund for Distinguished Young Scholars and the Yangtze River Scholars. FIST has also conducted scientific and technological cooperation with more than 70 enterprises in Shandong and signed more than 100 technical service contracts.

How can multiple parties be benefited？

Nurturing technology enterprises and serving the long-term development of the region

FIST has been fortunate to have access to a wealth of talented resources， which has enabled it to establish joint laboratories with leading enterprises in the Jinan Innovation Zone， sign technical service contracts with local SMEs， and promote the transformation and upgrading of enterprises. At the same time， it has striven to provide equal attention to both introduction and incubation， with the result that it has introduced and incubated 35 technology growth companies， mainly in the private sector. These have created new growth drivers for the regions economic development.

FIST has provided intellectual support to Jinan to promote science and innovation， and has made a good start in attracting more new R&D facilities to the city. Universities can also benefit from this. "The research strength of FIST is basically in line with the layout of Jinans industrial development. The local government has launched sincere policy support， providing a good basis for cooperation and golden opportunities for universities involved in the double world-class project. "With practical support in a down-to-earth approach， we believe that the performance transformation will be further promoted，" said Chen Xuemei.

How to develop sustainably？

Deepening the industry-research cooperation to achieve sustainable "blood production"

Since its establishment， the FIST has signed more than 100 technical service contracts with Jinan-based enterprises and approved 185 science and technology programmes and industry-university research cooperation projects at the national， provincial and ministerial levels， resulting in an additional benefit of 1.492 billion yuan.

New-type R&D centers， such as Shandong Institute of Blockchain， Jinan Science Innovation Center of Chinese Academy of Sciences （CAS） and so on， have landed in Jinan. Jinan has continuously developed policies on talent service support， talent development environment， etc.， and launched festive activities such as "Haiyou Talent Festival"， which presents the talent exchange and communication platform.
