輸華柑橘種苗傳帶有害生物的風(fēng)險(xiǎn)分析研究

摘""要:對(duì)柑橘種苗傳帶有害生物風(fēng)險(xiǎn)分析,評(píng)估其在我國(guó)的風(fēng)險(xiǎn)水平,為其風(fēng)險(xiǎn)管理提供技術(shù)支持。通過查閱國(guó)內(nèi)外文獻(xiàn)資料,確定境外輸華柑橘種苗中可能傳帶的有害生物259種,包括53種真菌,9種細(xì)菌,9種病毒,11種線蟲,167種昆蟲,1種軟體動(dòng)物,1種雜草,8種螨類(包括蜘蛛)。根據(jù)在中國(guó)的分布情況(未分布或分布未廣)、官方管制情況、隨輸華柑橘種苗傳帶的可能性,確定需要進(jìn)一步評(píng)估的潛在檢疫性有害生物18種,包括真菌4種,細(xì)菌7種,病毒4種,線蟲2種,昆蟲1種。從入境、定殖、擴(kuò)散可能性、經(jīng)濟(jì)影響等方面對(duì)以上18種潛在的檢疫性有害生物進(jìn)行定性分析和定量分析,確定高風(fēng)險(xiǎn)有害生物14種,極高風(fēng)險(xiǎn)有害生物4種。根據(jù)有害生物中風(fēng)險(xiǎn)水平最高者作為柑橘種苗的檢疫風(fēng)險(xiǎn),判定輸華柑橘種苗的檢疫風(fēng)險(xiǎn)為極高。最終確定以上雙胞雙鐮孢(Bisifusarium"dimerum)等18種有害生物為輸華柑橘種苗中需關(guān)注的檢疫性有害生物,并提出相應(yīng)的風(fēng)險(xiǎn)管理措施。

柑橘(Citrus"reticulata"Blanco)是世界第一大類水果,也是我國(guó)種植面積最廣、經(jīng)濟(jì)地位最重要的果樹[1]2008年我國(guó)柑橘種植面積位居果園種植面積的第1位,此后一直保持在首位[2]。國(guó)家統(tǒng)計(jì)局?jǐn)?shù)據(jù)顯示,截至2023年,我國(guó)柑橘產(chǎn)量、種植面積分別達(dá)到6433.76t、299.58hm2,說明柑橘產(chǎn)業(yè)已成為我國(guó)農(nóng)業(yè)的支柱產(chǎn)業(yè)。盡管我國(guó)是世界柑橘生產(chǎn)大國(guó),但是柑橘單產(chǎn)與美國(guó)等國(guó)相比還有差距[2]。我國(guó)從20世紀(jì)50年代開始引種,到1998年農(nóng)業(yè)農(nóng)村部實(shí)施柑橘品種引種與示范重大項(xiàng)目(“948”項(xiàng)目)以來,引進(jìn)了葡萄柚、天草、不知火等世界各國(guó)的近百個(gè)優(yōu)良品[1,"2-4]。近年來我國(guó)柑橘種植和需求增加,引種過程中柑橘種苗傳帶的有害生物引起的柑橘黃龍病、潰瘍病等多種病蟲害對(duì)柑橘產(chǎn)業(yè)危害嚴(yán)重[5-6],嚴(yán)重制約柑橘產(chǎn)業(yè)的健康發(fā)展。在經(jīng)濟(jì)全球化背景下,有害生物隨農(nóng)產(chǎn)品傳播對(duì)輸入國(guó)或地區(qū)的經(jīng)濟(jì)和生態(tài)破壞風(fēng)險(xiǎn)日益增加[7]。有害生物風(fēng)險(xiǎn)分析(pest"risk"analysis,"PRA)受到世界各國(guó)或組織的重視,均將PRA作為國(guó)際植物及其產(chǎn)品貿(mào)易中的基本原則之一[7-8]。

目前柑橘傳帶有害生物風(fēng)險(xiǎn)分析主要報(bào)道了進(jìn)口美國(guó)柑橘果實(shí)傳帶的丁香疫霉(Phytophthora"syringae[9]、主要危害果實(shí)的柑橘小實(shí)蠅(Bac trocera"dorsalis)和柑橘大實(shí)蠅(Tetradacus"citri)入侵湖北[10-11]、蜜柑大實(shí)蠅(B."tsuneonis)入侵四川[12]、危害樹干的星天牛(Anoplophora"chinensis)入侵廣東[13]、引起柑橘輪斑病的病原真菌Pseu dofabraea"citricarpa[14]。為加快種業(yè)發(fā)展,需要不斷從國(guó)外引入大量的種質(zhì)資源[15],柑橘種苗傳帶多種有害生物的風(fēng)險(xiǎn)增加,而輸華柑橘種苗傳帶有害生物的風(fēng)險(xiǎn)分析尚處于空白。開展柑橘種苗傳帶有害生物風(fēng)險(xiǎn)分析對(duì)促進(jìn)我國(guó)柑橘產(chǎn)業(yè)的健康發(fā)展具有重要意義。本研究針對(duì)有關(guān)國(guó)家輸華柑橘種苗傳帶有害生物開展風(fēng)險(xiǎn)分析,為檢驗(yàn)檢疫部門制定有害生物檢疫處理策略提供科學(xué)依據(jù)。

1""材料與方法

1.1""材料

查詢中國(guó)國(guó)家有害生物檢疫信息系統(tǒng)(http://www.pestchina.com)等文獻(xiàn)資料,列出柑橘種苗可能攜帶的有害生物大名單259

1.2""方法

1.2.1""潛在檢疫性有害生物的篩選""根據(jù)有害生物在中國(guó)的分布情況(未分布或分布未廣)、是否官方管制、隨柑橘種苗傳帶的可能性進(jìn)行初步評(píng)估,確定需要進(jìn)一步評(píng)估的潛在檢疫性有害生物(quarantine"pests,"QP18種。

1.2.2""潛在檢疫性有害生物風(fēng)險(xiǎn)評(píng)估""1)定性風(fēng)險(xiǎn)評(píng)估。對(duì)需進(jìn)一步評(píng)估的潛在18種檢疫性有害生物,參考劉福秀等[16]的方法從其入境、定殖、擴(kuò)散的可能性及其對(duì)經(jīng)濟(jì)的影響作出評(píng)估。

2)定量風(fēng)險(xiǎn)評(píng)估。參照蔣青等[17]建立的多指標(biāo)綜合評(píng)價(jià)方法,對(duì)確定的潛在檢疫性有害生物進(jìn)行定量風(fēng)險(xiǎn)分析。按以下公式計(jì)算風(fēng)險(xiǎn)指標(biāo)值(R):R=,其中,P2=0.6P21+"0.2P22+0.2P23;P3=Max(P31,"P32,"P33P4=";P5=(P51+P52+P53)/3,其中,一級(jí)指標(biāo)P1,二級(jí)指標(biāo)P21、P22P23、P31、P32、P33、P41、P42P43、P44、P45、P51P52P53均為根據(jù)定量風(fēng)險(xiǎn)評(píng)估指標(biāo)的評(píng)判標(biāo)準(zhǔn)所得的賦值分。計(jì)算出R值后,按照有害生物危險(xiǎn)程度標(biāo)準(zhǔn)進(jìn)行分級(jí)[18]I級(jí)(Rlt;1.0時(shí),無風(fēng)險(xiǎn))、II級(jí)(1.0Rlt;1.5,低風(fēng)險(xiǎn))、III級(jí)(1.5Rlt;2.0,中風(fēng)險(xiǎn))、IV級(jí)(2.0Rlt;2.5,高風(fēng)險(xiǎn))、V級(jí)(2.5Rlt;3.0,極高風(fēng)險(xiǎn))。

1.2.3""風(fēng)險(xiǎn)評(píng)估結(jié)論""依據(jù)1.2.2的結(jié)果,將中風(fēng)險(xiǎn)及以上等級(jí)的有害生物列為我國(guó)需要關(guān)注的檢疫性有害生物。

2""結(jié)果與分析

2.1""柑橘種苗上有害生物大名單的生成

查閱中國(guó)國(guó)家有害生物檢疫信息系統(tǒng)等文獻(xiàn)資料,確定有關(guān)國(guó)家輸華柑橘種苗中可能傳帶的有害生物共有259種,包括53種真菌,9種細(xì)菌,9種病毒,11種線蟲,167種昆蟲,1種軟體動(dòng)物,1種雜草,8種螨類(包括蜘蛛)。

2.2""確定需要進(jìn)一步評(píng)估的潛在檢疫性有害生物

針對(duì)2.1大名單中的有害生物,根據(jù)在中國(guó)的分布情況(未分布或分布未廣)、是否屬于官方管制名單、隨柑橘種苗傳帶的可能性進(jìn)行評(píng)估,確定需要進(jìn)一步評(píng)估的潛在檢疫性有害生物18種,包括真菌4種,細(xì)菌7種,病毒4種,線蟲2種,昆蟲1種(表1)。"

2.3""潛在檢疫性有害生物的進(jìn)一步評(píng)估

根據(jù)18種潛在檢疫性有害生物的相關(guān)文獻(xiàn)[19-37],對(duì)其定性與定量分析。

2.3.1""定性分析""根據(jù)表1中列出的18種潛在檢疫性有害生物,對(duì)其入境、定殖、擴(kuò)散的可能性和經(jīng)濟(jì)影響4個(gè)方面進(jìn)行分析,結(jié)果表明18種有害生物均為高風(fēng)險(xiǎn)等級(jí),分別為:真菌4種,包括雙胞雙鐮孢(B."dimerum)、白粉菌屬(E."quercicola)、檸檬干枯病菌(P."tracheiphilus)和安哥拉假尾孢(P."angolensis);細(xì)菌7種,包括亞洲韌皮層桿菌(C."Liberibacter"asiaticus)、非洲韌皮層桿菌(C."Liberibacter"africanus)、地毯草黃單胞菌柑桔致病變種(柑橘潰瘍病菌)(X."axonopodis"pv."citri)、木質(zhì)部難養(yǎng)菌(葡萄皮爾氏病菌)(X."fastidiosa)、丁香假單胞菌丁香致病變種(P."syringae"pv."syringae)、檸檬螺原體(S."citri)和來檬金黃葉植原體(Candidatus"Phytoplasma"aurantifolia);病毒4種,包括柑桔鱗皮病毒(Ophiovirus"citri)、柑桔黃花葉病毒(Badnavirus"tessellocitri)、柑桔粗糙病毒(Citrus"leprosis"virus)和柑桔脈突-木瘤病毒(Citrus"vein"enation-woody"gad"virus);線蟲2種,包括原始毛刺線蟲(T."primitivus)、光滑擬毛刺線蟲(P."teres);昆蟲1種,為蘋淡褐卷蛾(E."postvittana"Walker)(表2)。"

2.3.2""定量分析""根據(jù)有害生物風(fēng)險(xiǎn)分析公式和風(fēng)險(xiǎn)指標(biāo)賦值標(biāo)準(zhǔn),計(jì)算出18種潛在的檢疫性有害生物的風(fēng)險(xiǎn)指標(biāo)值(R)。依據(jù)有害生物危險(xiǎn)程度標(biāo)準(zhǔn)[18],判定高風(fēng)險(xiǎn)有害生物14種(2.0Rlt;2.5),包括雙胞雙鐮孢、白粉菌屬、檸檬干枯病菌、亞洲韌皮層桿菌、非洲韌皮層桿菌、地毯草黃單胞菌柑桔致病變種(柑橘潰瘍病菌)、木質(zhì)部難養(yǎng)菌(葡萄皮爾氏病菌)、柑桔鱗皮病毒、柑桔黃花葉病毒、柑桔脈突-木瘤病毒、桔粗糙病毒、光滑擬毛刺線蟲、來檬金黃葉植原體、蘋淡褐卷蛾;極高風(fēng)險(xiǎn)有害生物4種(2.5Rlt;3.0),包括安哥拉假尾孢(柑桔斑點(diǎn)病菌)、丁香假單胞菌丁香致病變種、檸檬螺原體和原始毛刺線蟲(表3)。

綜合定性和定量風(fēng)險(xiǎn)分析結(jié)果,判定我國(guó)需要關(guān)注的柑橘種苗上高風(fēng)險(xiǎn)有害生物14種,極高風(fēng)險(xiǎn)有害生物4種,以風(fēng)險(xiǎn)水平最高者作為柑橘種苗的檢疫風(fēng)險(xiǎn),判定輸華柑橘種苗的檢疫風(fēng)險(xiǎn)為極高。

2.4""風(fēng)險(xiǎn)管理措施

基于風(fēng)險(xiǎn)分析的結(jié)論提出相應(yīng)的風(fēng)險(xiǎn)管理措施,可有效控制將輸華柑橘風(fēng)險(xiǎn)。

2.4.1""技術(shù)措施""要求輸出國(guó)或者地區(qū)的柑橘種苗健康、干凈、無傷口(蟲傷或機(jī)械傷)、無病斑或夾帶雜物,選用廣譜性殺菌劑和殺蟲(螨)劑進(jìn)行種苗消毒,降低真菌、細(xì)菌和病毒傳帶風(fēng)險(xiǎn);對(duì)于檢測(cè)難度較大的有害生物,要求輸出方出具未發(fā)生限定檢疫對(duì)象的證明材料,引種后采用室內(nèi)隔離種植和誘發(fā)發(fā)病檢驗(yàn);聯(lián)合科研機(jī)構(gòu)研發(fā)柑橘種苗傳帶的有害生物多目標(biāo)檢測(cè)技術(shù)以及綠色高效的靶向除害技術(shù)。

2.4.2""行政措施""1)入境前檢疫審批:嚴(yán)格審批禁止輸華的檢疫性有害生物名單、輸出國(guó)的除害措施、我國(guó)的檢疫處理技術(shù);輸出國(guó)出具的進(jìn)口柑橘種苗上未發(fā)生我國(guó)要求的限定檢疫性有害生物的證明。

2)入境后檢疫處理:無出口國(guó)實(shí)施檢疫的證書或不符合我國(guó)實(shí)施檢疫要求的,采用退回、銷毀措施,并要求輸出國(guó)停止柑橘種苗出口我國(guó);如檢疫發(fā)現(xiàn)種苗攜帶非檢疫性有害生物,應(yīng)采用除害措施并確認(rèn)除害后入境;進(jìn)境種苗須按每批和每品種15%抽樣,實(shí)施隔離檢疫合格后,準(zhǔn)許運(yùn)往引種區(qū)域種植;對(duì)于難以檢疫或診斷的有害生物,將按有關(guān)檢疫法律法規(guī)處理,采用隔離檢疫或種植。"

2.4.3""科學(xué)選擇引種區(qū)域""優(yōu)先選擇從非疫區(qū)引種,但多數(shù)輸出國(guó)不具備本文提出的柑橘種苗上禁止輸華的檢疫性有害生物的要求;僅選擇從非疫區(qū)進(jìn)口柑橘種苗不利于柑橘產(chǎn)業(yè)健康發(fā)展。如選擇從疫區(qū)進(jìn)口柑橘種苗,必須嚴(yán)格執(zhí)行成本可控、操作性強(qiáng)、可持續(xù)的風(fēng)險(xiǎn)管理措施降低有害生物入境的風(fēng)險(xiǎn)。

2.4.4""加大對(duì)外宣傳與溝通""加強(qiáng)柑橘種苗傳帶有害生物危害嚴(yán)重性的宣傳,引種和生產(chǎn)過程發(fā)現(xiàn)有害生物及時(shí)上報(bào)檢疫部門,聯(lián)合疫區(qū)國(guó)家或地區(qū)建立綜合防控網(wǎng)絡(luò)。

3""討論

有害生物入侵在經(jīng)濟(jì)全球化進(jìn)程中不可避免,PRA作為植物檢疫的支撐技術(shù)之一,實(shí)時(shí)開展PRA有利于制定更加科學(xué)的植物疫情防控策略[38-39]

本研究采用定性和定量方法分析了柑橘種苗傳帶的有害生物,結(jié)果表明,高風(fēng)險(xiǎn)有害生物14種,極高風(fēng)險(xiǎn)有害生物4種。根據(jù)中國(guó)國(guó)家有害生物檢疫信息系統(tǒng)等數(shù)據(jù)庫(kù)顯示,4種極高風(fēng)險(xiǎn)的有害生物在國(guó)內(nèi)尚未發(fā)現(xiàn),除為害柑橘外,還為害多種寄主植物,其中安哥拉假尾孢(P."angolensis分布于也門、安哥拉等20多個(gè)國(guó)家;丁香假單胞菌丁香致病變種(P."syringae"pv."syringae)分布于美國(guó)、突尼斯、韓國(guó)和塞爾維亞;檸檬螺原體(S."citri)分布于西班牙;原始毛刺線蟲(T."primitivus)已在加拿大發(fā)現(xiàn)[35]。上述有害生物為害隱蔽性強(qiáng),為害生長(zhǎng)介質(zhì)、植株等多個(gè)部位,難易精準(zhǔn)識(shí)別,容易隨種苗傳帶入境,我國(guó)應(yīng)高度關(guān)注。

引進(jìn)柑橘種質(zhì)資源對(duì)優(yōu)良品種選育對(duì)我國(guó)柑橘產(chǎn)業(yè)發(fā)展具有重要意義[1],本研究中的18種有害生物入侵我國(guó)風(fēng)險(xiǎn)極高,應(yīng)嚴(yán)格實(shí)施檢疫措施。風(fēng)險(xiǎn)分析需要有效豐富的數(shù)據(jù)[38-39],常用方法為定性或定量方法相結(jié)合用于1~2種有害生物分析,劉元明[10]和王盛橋等[11]從定殖、擴(kuò)散和經(jīng)濟(jì)影響方面分析了柑橘小實(shí)蠅入侵湖北的風(fēng)險(xiǎn);趙永田[12]分析發(fā)現(xiàn)蜜柑大實(shí)蠅的風(fēng)險(xiǎn)值為2.20,屬于高度風(fēng)險(xiǎn)等級(jí);黃詠槐等[13]分析發(fā)現(xiàn)星天牛的風(fēng)險(xiǎn)值為1.77,屬于中度危險(xiǎn)等級(jí);徐永紅等[14]分析發(fā)現(xiàn)柑橘輪斑病菌(Pseudofabraea"citricarpa)的風(fēng)險(xiǎn)值為2.08,處于高度風(fēng)險(xiǎn)等級(jí);何善勇等[40]預(yù)測(cè)分析了蘋淡褐卷蛾在我國(guó)的適生區(qū);國(guó)內(nèi)學(xué)者還分析了輸華植物藍(lán)莓[41]、葡萄[42]、卡特蘭[43]、仙人掌[44]、紅掌[45]和蘇鐵[46]種苗傳帶的檢疫性有害生物和限定性非檢疫有害生物。

當(dāng)前柑橘種苗傳帶的有害生物種類較多,PRA評(píng)估體系涉及到有害生物植物病理學(xué)、昆蟲學(xué)、微生物學(xué)、線蟲學(xué)以及生物信息學(xué)等多學(xué)科的理論和技術(shù),PRA評(píng)估體系將隨著上述學(xué)科的不斷發(fā)展而更加客觀和科學(xué),為國(guó)家生物安全提供有力的技術(shù)支撐。
